On the morning of August 27, the Traffic Management Bureau of the Beijing Municipal Public Security Bureau held a press conference to report on the progress of traffic management work this year.
Reporters learned from the press conference that the traffic optimization and renovation of 14 "double ten points" such as Fuxingmen Bridge and Chaoyang Station has been basically completed, and the surrounding traffic environment has been significantly improved. 95% of traffic management services have been "completed in one go", and the proportion of online processing has reached more than 80%. In addition, as of August this year, the Beijing Traffic Police "Snap" complaint platform has been online for four years. In the past four years, a total of 11.03 million clues of complaints from the public have been received. "Snap" has become an important channel for citizens to supervise and reflect uncivilized traffic behavior.

At the press conference, Zhao Xin, deputy director of the Traffic Management Bureau of the Beijing Municipal Public Security Bureau, said that in the first half of this year, the city’s public security traffic management department accurately sorted out and solved prominent traffic problems, carefully studied and implemented measures to facilitate the people and benefit enterprises, and took meticulous measures to rectify serious traffic violations, making every effort to ensure safety, promote development, and benefit people’s livelihood. Traffic order continued to improve, traffic accidents steadily decreased, and people’s sense of gain and satisfaction continued to increase.
Among them, in solving prominent traffic problems, efforts are made to improve traffic efficiency.
In March this year, in order to ease the pressure on urban road traffic operation, the traffic management department launched the "Double Ten Project" for traffic optimization and management, focusing on 10 key areas and 10 key points of education, medicine, scenery and commerce, coordinating the multi-dimensional factors of "people, vehicles, roads, management, and public opinion", and studying and clarifying 328 various optimization and transformation management measures, solving 20 key and difficult traffic problems one by one.
Up to now, 14 "double ten points" such as Fuxingmen Bridge, Chaoyang Station, and People's Hospital have been basically treated, and the remaining 6 points are being steadily promoted and have made progress to varying degrees. At the same time, we have promptly followed up and optimized and adjusted work measures in emerging hot spots such as Gulou, achieved good results, and significantly improved the surrounding traffic environment.
According to statistics, the motor vehicle flow rate during peak hours at the 14 renovated points and surrounding roads increased by 21.7% year-on-year, the average speed increased by 19.6% year-on-year, and the "122 Traffic Hotline" accident and congestion alarms decreased by 57.1% and 62.3% respectively. Through the optimization and attack of the "Double Ten Project", the problems of traffic jams and disorder were effectively alleviated, and the urgent travel problems of the people such as medical treatment and schooling were solved, which promoted the popularity of scenic spots and business districts, systematically improved the quality of urban traffic environment and the travel experience of the people, and made everyone's travel more convenient, safer and more comfortable. Among them, the comprehensive management of traffic around the Drum Tower, the Temple of Heaven and other areas helped the protection of the Beijing Central Axis World Heritage Site, polished Beijing's golden business card and demonstrated the cultural charm of the capital.

In terms of rectifying various types of traffic violations, we focus on illegal and chaotic phenomena and continue to exert efforts to rectify them. According to the deployment of the Ministry of Public Security and the Municipal Bureau, we continue to promote the centralized and unified action of summer night patrols, publicity and prevention, deploy police forces on the road to the maximum extent, coordinate multiple police forces, integrate law enforcement, and fight chaos side by side. We adopt a multi-pronged approach of "publicity, persuasion, management, and punishment" to strictly rectify 12 types of road violations such as drunk driving, running lights, and driving against traffic with high standards, and the road traffic order has been significantly improved. Zhang Lei, director of the Order Department of the Municipal Traffic Management Bureau, introduced at the press conference that, taking Gulou intersection as an example, the traffic management department moved the pedestrian crossing on the west side of the intersection 30 meters to the west, simultaneously retreated the stop line and guide lane line, cancelled the pedestrian crossing on the east side of the intersection, and guided pedestrians to pass through the pedestrian crossing of Gulou East Street 80 meters to the east; removed the safety island on the north side of the intersection, restored the asphalt road surface, marked one left-turn and one right-turn non-motor vehicle lane at the east entrance, marked motor vehicle and non-motor vehicle guide lines in the intersection to clarify the vehicle driving trajectory; widened the width of the pedestrian walkway in front of the Gulou Gate from 2 meters to 8 meters to improve pedestrian traffic capacity, and reserved space for tourists to take photos to alleviate the problem of occupying the road for taking photos; set the pedestrian crossing on the west side of the intersection as a double-row pedestrian crossing to realize the up and down traffic mode and avoid street crossing collisions during large passenger flows; installed 410 meters of high isolation guardrails on the walkway at Gulou intersection and surrounding roads to ensure the separation of people and vehicles and the safety of traffic participants. After the treatment, the intersection congestion index dropped by 23%.

Du Xin, head of the Municipal Traffic Management Bureau's Public Service Center, introduced at the press conference that the platform currently has 50,000 new users per month, receives an average of 7,500 complaints per day, and receives a maximum of 12,000 complaints per day.
The Chaoyang Masses are the most active in supervising and reporting traffic violations
Du Xin introduced that among the clues of traffic violations received by Beijing traffic police through "Snap Shot", citizens are most disgusted by and complain most actively about five types of traffic violations: illegal parking, illegal occupation of emergency lanes, non-motor vehicle lanes, bus lanes, and covering motor vehicle license plates.
In terms of regional distribution, the "Chaoyang Masses" are most concerned about the traffic chaos around them and have the highest enthusiasm for complaints, with an average of 1.2 complaints per person. In addition, the enthusiasm of the masses in Xicheng, Dongcheng, Haidian, Fengtai and Tongzhou is also high.
Since the platform was put into operation, Beijing traffic management departments have entered 5.776 million complaints from the public that meet the evidence requirements and form a complete chain of evidence into the non-site enforcement system in accordance with the law; for important clues that cannot be directly entered into the non-site enforcement system, they have conducted verification and evidence collection one by one, identified the illegal vehicles, summoned the parties and punished them in 32,000 cases, including more than 10,000 cases of traffic violations such as forged and altered license plates, fake license plates, and duplicate license plates, and detained more than 300 serious offenders. At the same time, all traffic facility problems involving signal light failures, damaged signs, missing markings, and guardrail displacement were responded to and handled in the first time, and nearly 9,000 traffic facility failures of various types were repaired.

The "Snap" platform insists on fast, efficient and accurate response, and provides feedback to the complainant on the handling results through multiple channels such as system feedback and personal feedback. Every clue that meets the evidence standard is adopted, and the reasons for not adopting the clues are simultaneously sent to the platform; the "User Suggestions" column set up by the platform has received 60,000 usage suggestions so far, and the platform arranges special personnel to reply to each one.
"Snap Shot" has not only achieved results in combating traffic violations, but also played a practical role in precisely managing traffic order issues. Du Xin said that the traffic management department conducted in-depth research on the platform's complaint information and systematically sorted out more than 500 points where the public reported concentrated traffic order problems. The traffic management department, together with the local government and other relevant departments, took the initiative to carry out comprehensive and source management, and the outstanding order problems were effectively improved.
In addition, according to statistics, in the past year, the number of non-site penalties for occupying emergency lanes has decreased by 38% compared with the same period before the launch of the "Snap Shot" function, and the number of violations such as cutting in and merging lanes has decreased by 39% compared with the same period.
