2. Optimize the proportion of small and medium-sized housing units in newly allocated commercial housing land. In principle, the proportion of small and medium-sized housing units in the area between the inner and outer ring roads should not be less than 70%, the proportion of small and medium-sized housing units in the area within the inner ring road should not be less than 60%, the proportion of small and medium-sized housing units in the new town and key areas of north-south transformation should not be less than 60%, and the proportion of small and medium-sized housing units in other areas outside the outer ring road should not be less than 50%.

The 5% public housing and 15% self-owned rental housing built in all types of new commercial housing land will continue to be included in the scope of the overall planning of commercial housing land unit structure. According to the marketability of residential products of market entities, if they meet the applicable circumstances for the adjustment of the number of residential units listed in the "Opinions on Further Improving the Implementation of Shanghai's Detailed Planning", appropriate flexible adjustments can be made in combination with the overall planning implementation plan.

3. Strengthen regional coordination of the structure of new commercial housing land. To strengthen regional coordination, relevant districts (management committees) can coordinate small and medium-sized commercial housing units for plots planned for commercial housing according to the principle of keeping the total building area unchanged, based on the city master plan and unit plan; newly allocated commercial housing plots should be well coordinated and balanced within a certain period of time; specific plot planning and design conditions should be clearly stated in the land transfer contract.
