At the invitation of Russian Prime Minister Mikhail Mishustin, Premier Li Qiang of the State Council of the People's Republic of China paid an official visit to the Russian Federation from August 20 to 22, 2024. The two prime ministers held the 29th regular meeting of the Chinese and Russian prime ministers in Moscow on August 21. On the same day, Premier Li Qiang met with Russian President Vladimir Putin.

The two prime ministers (hereinafter referred to as "the two sides") pointed out that under the strategic guidance of the two heads of state, the China-Russia comprehensive strategic partnership of coordination in the new era has reached its highest level in history and continues to move forward. During the state visit of Russian President Vladimir Putin to China in May 2024, the two heads of state made strategic arrangements for the all-round development of China-Russia cooperation in various fields and pointed out the direction forward.

The two sides pointed out that China-Russia relations are non-aligned, non-confrontational and not directed against third countries. Consolidating China-Russia relations is a strategic choice made by both sides based on the broad common fundamental interests of the two countries and their peoples, and is not affected by the changing international situation. Both sides firmly defend their legitimate rights and interests and oppose any attempt to obstruct the normal development of bilateral relations, interfere in the internal affairs of the two countries, and restrict the economic, technological and international space of the two countries.

The two sides reiterated that China and Russia always regard each other as priority partners and always adhere to mutual respect, equality and win-win cooperation. The two sides will further follow the consensus reached by the two heads of state, fully tap the potential of China-Russia relations, deepen and expand cooperation in key areas on the basis of mutual benefit, help the two countries develop and prosper together, and benefit the people of the two countries.
