On August 15, at the "Modern New State-owned Enterprise Seminar" guided by the News Center of the State-owned Assets Supervision and Administration Commission of the State Council, hosted by "State-owned Assets Report" magazine and The Paper, and co-organized by the Shanghai State-owned Assets Supervision and Administration Commission, Xu Zengtang, member of the Standing Committee of the Party Committee and Deputy General Manager of China Logistics Group, delivered a keynote speech on the theme of "Building a New Central Enterprise of Comprehensive Logistics to Provide Services to Support Chinese-style Modernization", introducing the deepening reform process and future development strategy of China Logistics Group.
On December 6, 2021, China Logistics Group (hereinafter referred to as "China Logistics") was officially established. It was formed by the integration of the former China Railway Materials Group Co., Ltd. and China Materials Storage and Transportation Group Co., Ltd. of the logistics sector of China Chengtong Holdings Group Co., Ltd., and other companies. China Eastern Airlines, China Ocean Shipping, and China Merchants Group were simultaneously introduced as strategic investors. It is the only central enterprise focusing on comprehensive logistics.

In his keynote speech, Xu Zengtang said that the establishment of China Logistics is a major reform measure for the layout, optimization and structural adjustment of the state-owned economy in the field of comprehensive logistics. In the process of reform and development, China Logistics faces both the common problems of the reform and development of state-owned central enterprises and unique difficulties based on enterprise characteristics and restructuring realities, which are mainly manifested in three aspects.
He specifically introduced that the most direct difficulty is integration and fusion. The integration of resources, cultural integration and business collaboration of multiple enterprises are issues that must be faced and resolved; the most prominent difficulty is focusing on the main business. Member enterprises come from different ministries or enterprises, grew up in different periods and are engaged in different business formats. The task of withdrawing from low-quality trade and developing and strengthening the main logistics business is very arduous; the most critical difficulty is to enhance core capabilities.
He said that in response to these challenges, China's logistics focus is on focusing on core businesses and responsibilities and promoting exchanges and integration.
"No matter what the company did in the past, how glorious it was, no matter what it can do now, or how many grievances it has suffered, it must unswervingly transform to integrated logistics and use short-term pains to enhance intrinsic and long-term value." Xu Zengtang said that at present, the proportion of revenue from the main logistics business has increased significantly, and its share of the entire group has more than doubled, and its core competitiveness has continued to increase.
In addition, China's logistics has promoted a series of functional reforms around serving the country's major strategies, including optimizing strategic layout, developing new industries, promoting the transformation and upgrading of traditional industries, and deeply implementing the requirements of logistics guarantee and smooth flow mechanism. Relying on the operating rules of central enterprises with diversified equity, China's logistics will also comprehensively reshape the modern enterprise governance mechanism and market-oriented operation mechanism.
Xu Zengtang said that nowadays, China Logistics has achieved 100% coverage of provincial capitals, logistics hub cities, and cities with a GDP of more than 300 billion yuan in terms of logistics entity networks. In developing new industries and transforming and upgrading traditional industries, China Logistics has actively formulated a carbon peak action plan, promoted the construction of distributed rooftop photovoltaics for storage facilities and the transformation of low-carbon and zero-carbon logistics parks, built intelligent unmanned warehouses and smart logistics parks, and fostered the development of unmanned driving and low-altitude economy.
Xu Zengtang said that China's logistics has embarked on a path of reform and innovation with the characteristics of "changing the old, adhering to the right path, and establishing the new". In the future, it will place strengthening and improving in a more prominent position, further do a good job in the "second half" of the integration of central enterprises' logistics business, coordinate the promotion of strategic planning and special actions to create world-class enterprises, build specialized and innovative enterprises, cultivate individual champions in subdivided fields, and enhance the comprehensive strength of the modern logistics "national team".
