Beijing will build 500 supercharging stations by the end of this year, and new public charging facilities will be fully shared

Beijing News: In order to accelerate the construction and development of supercharging facilities in Beijing, create a "charging-friendly city", and provide the public with a convenient and high-quality charging experience, the Beijing Development and Reform Commission and the Municipal Urban Management Commission recently issued and implemented the "Implementation Plan for Accelerating the Construction of New Energy Vehicle Supercharging Stations in the City" (hereinafter referred to as the "Implementation Plan"). It is mentioned that by the end of 2024, 500 supercharging stations will be built in the city; by the end of 2025, the number will be doubled to 1,000.
According to reports, supercharging refers to a high-power charging technology that provides electric energy to electric vehicles in a single-gun manner. Compared with fast charging and slow charging, supercharging is faster and takes less time to charge, which can bring users an ultimate charging experience of "about one kilometer per second", which is similar to refueling at a gas station. By the end of 2023, Beijing has built a total of 72 supercharging stations and 597 supercharging piles.
The Implementation Plan proposes 15 key tasks around seven aspects. First, scientific planning and layout are required. Taking into account the scale, distribution, and promotion trend of supercharging models of various types of new energy vehicles in the city, combined with the hot spots of citizens' travel needs and the existing charging facilities, with the goal of convenience and accessibility, the Beijing Supercharging Station Construction Plan is studied and compiled, and the supercharging stations are appropriately deployed in advance. At the same time, combined with the actual development of each district, traffic intensity, land resources, power supply and other factors, the construction sequence is optimized, and the construction of super and fast public charging stations is promoted, and the layout of the supercharging network within the Fifth Ring Road is realized first.
Secondly, we need to improve the standard system. Formulate Beijing's supercharging station construction and operation specifications, further standardize the pre-registration and filing process for supercharging station construction, and improve the grading evaluation of charging facilities and the comprehensive evaluation mechanism for service quality. Actively guide the opening and sharing of supercharging facilities. For public charging facilities that have been built and put into use, encourage and guide them to be open to the public; for newly planned and constructed public charging facilities, in principle, they must be fully open to the public for sharing.
At the same time, we encourage multiple parties to participate in diversified development. We will select high-quality enterprises to cooperate with charging facilities, parking management, property services and other enterprises to accelerate the construction of high-quality supercharging networks. In accordance with the idea of ​​"government setting up the stage, enterprises voluntarily, and multiple parties participating", we will explore the establishment of a project construction consortium, give full play to the advantages of different types of enterprises, and effectively improve the efficiency of construction and operation services.
In terms of strengthening land use guarantees, the Implementation Plan states that each district in Beijing will sort out the land suitable for supercharging station construction in its area, focusing on public parking lots, transportation hubs, and idle land, and accelerate the construction of supercharging stations. Municipal state-owned enterprises will be supported to build supercharging stations in scenarios such as bus stations, existing gas stations, sanitation stations, heating stations, and highway service areas.
In terms of strengthening power supply guarantee, it is required to establish a power supply guarantee mechanism for supercharging stations in the whole city, coordinate key and difficult issues in the process of supercharging station access, and optimize the power expansion approval mechanism. Grid companies shall carry out power supply access capacity assessment of new supercharging stations in accordance with the principle of "one station, one assessment".
In addition, we will strengthen technological and mechanism innovation. On the premise of complying with safety planning, we will actively promote the construction of integrated photovoltaic storage charging and inspection stations, guide the connection between the supercharging station platform and the vehicle-grid interactive platform, participate in grid demand response and green power consumption, and work with virtual power plant construction to support the construction of digital energy and energy security and resilience cities.
Strengthen safety management throughout the construction of supercharging stations. Further improve safety standards and strengthen safety supervision for the construction of various types of charging stations, including oil, electricity, and hydrogen. Accelerate the construction of a unified "vehicle, pile (station), and network" integrated management service platform in the city, and promote the connection of charging facilities, including supercharging stations, to the platform in accordance with the principle of "connecting everything that should be connected."
It is understood that in order to cooperate with the release of the "Implementation Plan", the Beijing Development and Reform Commission will provide corresponding subsidies for the construction and installation of advanced charging facilities and the purchase of equipment. The first batch of project solicitation has been carried out, and the project review process is being carried out. In the future, the project solicitation will continue.
