In response to the media and netizens' concern about the "dismissal of CDC staff publicly recruited in 2022" in Ruzhou City, the relevant situation is reported as follows:

In August 2022, the Ruzhou Talent Exchange Center launched the public recruitment of CDC staff. Later, due to the epidemic and other reasons, the recruitment work was temporarily shelved. From February 1 to 7, 2024, during the period when the Ruzhou Talent Exchange Center publicized a total of 41 candidates for employment, relevant departments received reports one after another, reflecting that there were violations of regulations and disciplines in the recruitment. Subsequently, the Pingdingshan Municipal Commission for Discipline Inspection and Supervision and the Ruzhou Municipal Commission for Discipline Inspection and Supervision investigated the issue. After verification, during the public recruitment process of the Ruzhou Center for Disease Control and Prevention, there were problems such as the recruitment plan not being approved by the superior competent department and setting restrictive and designated application qualification conditions in violation of regulations. It violated the relevant regulations of the human resources and social security department on the public recruitment of public institutions. The recruitment plan was invalid and the result was invalidated. The relevant responsible units, responsible leaders, and responsible persons have been severely punished by the party discipline and administrative affairs and handled by the organization.

Recently, a netizen posted information on a social platform saying that a total of 41 candidates, including himself, entered the Ruzhou City Center for Disease Control and Prevention in Henan Province in early February 2024 after written tests, interviews, physical examinations and inspections. Unexpectedly, more than four months after joining the job, they received a verbal notice from the unit leader that "the exam was invalid and they were asked to resign voluntarily". This matter has attracted attention.
On August 16, the reporter called the Ruzhou Municipal People's Government Office regarding the matter. The relevant staff responded that a special working group has been set up locally and is working on resolving the matter.

On August 15, the reporter contacted Ms. Zhang (pseudonym), the netizen who posted the above information. According to Ms. Zhang, on August 29, 2022, the official website of Ruzhou Talent Exchange Center (the center is affiliated to Ruzhou Human Resources and Social Security Bureau) issued the "Ruzhou City 2022 Public Recruitment Announcement for Disease Control and Prevention Center Staff" (hereinafter referred to as the "Recruitment Announcement").
The recruitment notice mentioned that "the personnel to be publicly recruited are all staff members of public institutions with full financial budgets. The probation period for first-time employees is 12 months, and the probation period for other employees is 3 months."
Ms. Zhang said that after written tests, interviews, physical examinations, and inspections, as of February 1, 2024, a total of 41 people were included in the list of candidates for employment.
The reporter noticed that the official website of Ruzhou Talent Exchange Center released the "Announcement of the First Batch of Candidates for Public Recruitment of Disease Prevention and Control Center Staff in Ruzhou in 2022" on February 1, 2024, showing that there are 41 candidates to be hired.
The local government released a list of candidates for employment in February this year.
"This recruitment said that there would be a career position for those who passed the exam. We worked hard to pass the exam, but now they are laying us off." One party involved told reporters that it was understood that before they received the notice that they would no longer be employed, the Ruzhou Municipal Health Commission and the Disease Control Center had already applied to the relevant departments to process their enrollment procedures.
The reporter noticed that the photo of the materials with multiple signatures and fingerprints provided by the parties stated that the list of 41 candidates to be hired in the above recruitment announcement included 13 social candidates and 28 candidates who were not employees of the CDC. Among the parties who reported to the reporter that they were dismissed, there were social candidates and candidates who were not employees of the Ruzhou CDC.
Some people involved said that after receiving verbal notice from their superiors that they would no longer be employed, they were also asked to sign a document of voluntary resignation. Many people did not agree to sign, and later their names were removed from the company's sign-in sheet. "I have not received my salary for the past few months of work," said one person involved.

Information published on the website of Ruzhou Talent Exchange Center shows that the on-site confirmation time for the above recruitment was postponed from early September 2022 to the end of December of that year. Two positions were later cancelled because no one confirmed the registration on site. The written test time for the recruitment is February 12, 2023. The list of interviewees was announced on February 15, with a total of 73 people entering the interview. The interview time is February 19 of the same year. The list of candidates for physical examination was announced on February 20, with a total of 48 people, and the physical examination time is February 22.
However, it was not until February 1, 2024 that the Office of the Leading Group for Recruitment issued the "Announcement of the First Batch of Candidates for Public Recruitment of Disease Prevention and Control Center Staff in Ruzhou City in 2022", totaling 41 people.
According to media reports,Relevant staff of the Pingdingshan Municipal Human Resources and Social Security Bureau stated that Ruzhou City’s recruitment plan was not reported and that it was organized and hired on its own. They also revealed that the staff in Ruzhou City responsible for the recruitment may have been punished.At the same time, relevant staff of the Pingdingshan Municipal Commission for Discipline Inspection said that the case was being handled.
