Recently, an official document from Shandong, a province with a large number of civil servants, has attracted public attention after it was issued.
The "Opinions on the Handling of Issues Related to the Transformation of Provincial Public Institutions into Enterprises" (hereinafter referred to as the "Opinions") jointly issued by the Shandong Provincial Department of Human Resources and Social Security, the Shandong Provincial Organization Department and other 10 departments clearly stated that after being approved by the provincial government to be transformed into an enterprise, provincial public institutions must formally write a document to terminate their personnel relationship with the staff within the establishment and cancel the real-name information of the relevant personnel's institutional establishment within the prescribed time limit.
For a while, there were various interpretations from the outside world, such as, all state-owned institutions in Shandong Province were "transformed into enterprises" and 100,000 people in Shandong said goodbye to their "iron rice bowls".
In response to outside interpretations and speculations, relevant personnel from the Personnel Management Office of the Public Institutions of the Shandong Provincial Department of Human Resources and Social Security and the Comprehensive Office of the Shandong Provincial Organization Department told China Newsweek that these were all misunderstandings.
In fact, as early as 20 years ago, Shandong began to promote the "transformation of public institutions into enterprises" and later listed 79 public institutions. However, because it touches on the interests of many parties, the road to reform is not smooth.
