Chen Rugui, former member of the Party Leadership Group and deputy director of the Standing Committee of the Guangdong Provincial People's Congress, was also sentenced to life imprisonment for bribery last week.
Liu Handong: Jiangsu's "first tiger" after the 20th National Congress, one man committed multiple crimes
According to the Supreme People's Procuratorate on August 5, the case of Liu Handong, former member of the Party Leadership Group and deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, suspected of taking bribes, abusing his power, and illegally reselling land use rights, was investigated by the National Supervisory Commission and concluded by the Yangzhou Public Security Bureau of Jiangsu Province. The case was designated by the Supreme People's Procuratorate to be reviewed and prosecuted by the People's Procuratorate of Xiangyang City, Hubei Province. Recently, the People's Procuratorate of Xiangyang City has filed a public prosecution with the Xiangyang Intermediate People's Court.
The prosecution accused: The defendant Liu Handong used his positions as secretary and county magistrate of Jiangpu County, Jiangsu Province, member of the Standing Committee of Nanjing Municipal Committee, secretary of Nanjing Pukou District Committee, secretary of Jiangsu Provincial Finance Department Party Group, director and provincial local taxation bureau party group secretary, member of Jiangsu Provincial People's Congress Standing Committee Party Group, deputy director, etc. to seek benefits for others and illegally accept money and property from others in extremely large amounts; during his tenure as secretary and county magistrate of Jiangpu County, Jiangsu Province, member of the Standing Committee of Nanjing Municipal Committee, secretary of Nanjing Pukou District Committee, secretary and director of Jiangsu Provincial Finance Department Party Group and provincial local taxation bureau party group secretary, he abused his power in the transfer of land use rights and exemption of land value-added tax, causing major losses to public property, the state and the people's interests, and the circumstances were extremely serious; for the purpose of profit, he violated land management regulations and illegally resold land use rights with others, and the circumstances were extremely serious. According to law, he should be held criminally responsible for the crimes of bribery, abuse of power, and illegal resale of land use rights. On April 16 last year, Liu Handong was investigated and became the "first tiger" in Jiangsu Province after the closing of the 20th National Congress of the Communist Party of China.
According to his public resume, Liu Handong was born in August 1959 in Shucheng, Anhui Province, and started working in 1977. He was once a member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Political and Legal Affairs Commission, Deputy Secretary of the Zhenjiang Municipal Party Committee, Acting Mayor, and Mayor, Director and Party Secretary of the Jiangsu Provincial Department of Finance and Party Secretary of the Provincial Local Taxation Bureau.
In 2018, Liu Handong was elected vice chairman of the Standing Committee of the Jiangsu Provincial People's Congress and was promoted to vice-ministerial level. He stepped down in January last year.
On February 26 this year, Liu Handong was expelled from the party and was arrested on March 13.
Han Yong: Seeking benefits for others in business operations, project contracting, and cadre appointments
According to the Supreme People's Procuratorate on August 6, the case of Han Yong, former deputy director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference and former party secretary and chairman of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference, suspected of taking bribes, has been concluded by the National Supervisory Commission and has been designated by the Supreme People's Procuratorate to be examined and prosecuted by the People's Procuratorate of Nanning City, Guangxi Zhuang Autonomous Region. Recently, the People's Procuratorate of Nanning City has filed a public prosecution with the Nanning Intermediate People's Court.

Han Yong was prosecuted
According to his public resume, Han Yong, who was dismissed on October 19, 2023, is a male of the Han nationality, born in October 1956 in Jiutai, Jilin Province. He started working in June 1974, joined the Communist Party of China in April 1976, and has a postgraduate degree from the Central Party School.
Han Yong has served as deputy procurator general and director of the Anti-Corruption Bureau of the People's Procuratorate of Jilin Province; deputy secretary of the Jilin Provincial Commission for Discipline Inspection and director of the Provincial Supervision Department; member of the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee and head of the Organization Department; deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, head of the Organization Department, and president of the Party School; deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, secretary and political commissar of the Xinjiang Production and Construction Corps, and chairman of China New Construction Group Corporation. From January 2016 to January 2022, he served as chairman and party group secretary of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference; and subsequently served as deputy director of the Population, Resources and Environment Committee of the 13th National Committee of the Chinese People's Political Consultative Conference. Han Yong is an alternate member of the 18th Central Committee.
On April 22 this year, Han Yong was expelled from the party and was arrested on April 29.
Zhang Xiulong: Illegally accepted property from others, the amount was extremely huge
According to the Supreme People's Procuratorate on August 7, the case of Zhang Xiulong, former deputy secretary of the Party Group and deputy director of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, suspected of taking bribes, has been concluded by the National Supervisory Commission and has been designated by the Supreme People's Procuratorate to be examined and prosecuted by the People's Procuratorate of Changde City, Hunan Province. Zhang Xiulong was prosecuted
Public information shows that Zhang Xiulon, male, Han nationality, was born in May 1958 in Huaihua, Hunan Province. He joined the Communist Party of China in October 1976 and started working in October 1975. He graduated from the Central Party School's in-service postgraduate class with a major in economics. He has a postgraduate degree from the Central Party School and is an economist.
Zhang Xiulong has worked in Guangxi for 47 years and has spent his entire career in Guangxi. He was once deputy secretary of the Nanning Prefectural Party Committee and commissioner of the Nanning Prefectural Government, deputy secretary of the Chongzuo Municipal Party Committee and mayor, deputy secretary of the Guilin Municipal Party Committee and mayor, secretary of the Laibin Municipal Party Committee and director of the Standing Committee of the Municipal People's Congress. In January 2013, he was promoted to vice chairman and member of the Party Leadership Group of the Guangxi Zhuang Autonomous Region Political Consultative Conference, and later served as vice chairman and deputy secretary of the Party Leadership Group of the Guangxi Zhuang Autonomous Region Political Consultative Conference. In January 2015, he was appointed vice chairman and member of the Party Leadership Group of the Guangxi Zhuang Autonomous Region People's Government. In January 2018, he was appointed vice chairman of the Standing Committee of the Guangxi Zhuang Autonomous Region People's Congress.
In January 2022, Zhang Xiulon resigned from the post of vice chairman of the Standing Committee of the 13th People's Congress of the autonomous region due to reaching the age limit for the position.

Recently, the People's Procuratorate of Yuncheng City has filed a public prosecution with the Yuncheng Intermediate People's Court.

Zhou Zheng committed multiple crimes and should be punished for multiple crimes in accordance with the law.

According to his public resume, Zhou Zheng, male, was born in March 1963. He was formerly the general manager of COFCO Real Estate (Group) Co., Ltd. and the chairman of COFCO Real Estate (Group) Co., Ltd. In January 2012, Zhou Zheng was appointed as the vice president of COFCO Group. In December 2013, he was appointed as a member of the Party Leadership Group of COFCO Group. Since 2013, he has also served as the chairman of the board and executive director of Joy City Real Estate Co., Ltd.
In 2019, COFCO Real Estate completed the acquisition of Joy City Real Estate's equity and changed its name to Joy City Holdings, with Zhou Zheng continuing to serve as chairman. In March 2021, Zhou Zheng resigned as chairman of Joy City Holdings. In March 2022, he no longer served as deputy general manager of COFCO Group.
On November 8, 2023, Zhou Zheng was investigated.
On May 9 this year, Zhou Zheng was expelled from the party.
Chen Rugui: Accepted bribes of more than 108 million yuan
On the morning of August 6, the Intermediate People's Court of Nanning City, Guangxi Zhuang Autonomous Region, publicly pronounced the first-instance verdict on the case of Chen Rugui, former member of the Party Leadership Group and deputy director of the Standing Committee of the Guangdong Provincial People's Congress, for taking bribes. The defendant Chen Rugui was sentenced to life imprisonment for the crime of taking bribes, deprived of his political rights for life, and all his personal property was confiscated; the property and interest obtained from his bribery were recovered according to law and turned over to the state treasury.
After trial, it was found that from 2003 to 2022, the defendant Chen Rugui used the convenience of his positions as director of the Guangzhou Municipal Construction Committee, secretary of the Municipal Construction Working Committee, member of the Party Leadership Group and secretary-general of the Guangzhou Municipal Government, member of the Standing Committee of the Guangzhou Municipal Party Committee and deputy mayor, deputy secretary of the Guangzhou Municipal Party Committee and secretary of the Political and Legal Affairs Commission, secretary of the Zhongshan Municipal Party Committee, deputy secretary of the Shenzhen Municipal Party Committee and mayor, member of the Party Leadership Group and deputy director of the Standing Committee of the Guangdong Provincial People's Congress, and other positions, as well as the convenient conditions formed by his power and status, to provide assistance to relevant units and individuals in engineering contracting, project promotion, business operations and other matters, and illegally accepted property directly or through others totaling more than RMB 108 million.
The Nanning Intermediate People's Court held that the defendant Chen Rugui's behavior constituted the crime of accepting bribes. Chen Rugui accepted bribes of a particularly large amount and should be punished according to law. In view of the fact that some of his bribery was attempted, he truthfully confessed his crimes after being arrested, took the initiative to explain some facts of bribery that the investigating authorities had not yet grasped, pleaded guilty and repented, actively returned the stolen money, and all the money and interest obtained from the bribes had been recovered, he can be given a lighter punishment according to law. The court then made the above judgment.
Chen Rugui was sentenced to life imprisonment for taking bribes
According to his public resume, Chen Rugui was born in September 1962 in Lianjiang, Guangdong Province. He is an expert in the field of civil engineering. Before entering the government, he had been engaged in research and management work in civil engineering related fields for a long time. In 2000, he served as the chairman and general manager of Guangzhou Construction Group Co., Ltd. In the same year, he was named an expert enjoying special government allowances from the State Council.
In 2001, Chen Rugui was appointed as the deputy director of the Guangzhou Construction Committee and was promoted to director in 2003. Since then, Chen Rugui has also served as the secretary general of the Guangzhou Municipal Government and the secretary of the Political and Legal Affairs Commission of the Guangzhou Municipal Party Committee. In September 2016, Chen Rugui was transferred to the position of secretary of the Zhongshan Municipal Party Committee and became the mayor of Shenzhen the following year.
In April 2021, Chen Rugui resigned as mayor of Shenzhen. The following month, he made a public appearance as a member of the Party Leadership Group of the Standing Committee of the Guangdong Provincial People's Congress, and was elected as vice chairman of the Standing Committee of the Provincial People's Congress in January 2022.
On June 1, 2022, Chen Rugui was dismissed from office and expelled from the party and government in December of the same year. He was arrested on January 18, 2023, prosecuted on June 9, and tried on December 28.
