■Anchored in modernization and further deepening reform
"I feel very happy at school. I don't want to go home every time I have a holiday. I look forward to returning to school as soon as possible." He Xinyuan is a sixth-grade student at Aoshan Primary School, a remote village primary school in Linli County, Hunan Province. When talking about school, he said loudly: "I love school so much!"
Recently, when the reporter was interviewing in Linli County, the children's words revealed a full sense of happiness.
The "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reforms and Promoting Chinese-style Modernization" mentioned that it is necessary to improve the mechanism for promoting high-quality and balanced compulsory education and explore ways to gradually expand the scope of free education.
Comrades from the Linli County Education Bureau proudly said that in recent years, the county's school selection fever has cooled significantly, social complaints about education have decreased dramatically, the student happiness index has continued to increase, and parents' satisfaction with education has reached more than 98%. "School has become the most attractive place for children."

Each leader should accomplish at least one practical task every year
Kemushan Middle School is 40 kilometers away from Linli County. At noon, the bell rang and Luo Yan from Class 208 rushed to the cafeteria with his classmates. Today's meal was as rich as usual - two meat dishes, two vegetable dishes and one soup. Luo Yan and his classmates ate very happily.
"In order to ensure that all students eat well, we have made clear regulations for school canteens, requiring each meal to have at least two meat dishes, two vegetable dishes and one soup." Mao Liping, member of the Party Leadership Group and deputy director of Linli County Education Bureau, told reporters that the county education bureau has also specially formed a "top leaders group", whose members include bureau leaders and the "top leaders" of primary and secondary schools in the county. "We often conduct random inspections of the meals of various schools in the group, and ask everyone to take photos and 'share' the students' meals immediately."
Not only the canteen, in recent years, Linli County has focused on the integration of urban and rural compulsory education, and continued to promote the construction of rural schools, investing at least 30 million yuan each year to improve basic school conditions. The county has achieved "five full coverages" - full coverage of hot water supply in student dormitories, full coverage of plastic sports fields in township central schools, full coverage of school laboratory updates and quality improvements, full coverage of school psychological counseling rooms, and full coverage of "Class-to-Class" communication.
These changes are largely due to a major initiative that Linli County has maintained for 11 years - the joint school teaching activities by county-level leaders and county-level departments.
The activity was led by the county party secretary, and 20 county-level leaders, 110 county-level departments, and 11 townships (sub-districts) contacted and supported one school each, helping the assisted schools to further improve their school conditions and enhance their school management level. The activity required "each leader to do at least one practical thing for teachers and students every year."
When asked why education is so important, Li Yuchu, secretary of the Linli County Party Committee, said: "People have a strong desire to send their children to good schools, so the county party committee and government must have the confidence and determination to run a good education."
According to statistics, since 2013, the county's joint school teaching activities have donated more than 50 million yuan to various aided schools and handled more than 400 practical matters.

There are no weak schools in the most remote areas of the county.
Aoshan Primary School is a village primary school located at the southernmost tip of Linli County. If I hadn’t seen it with my own eyes, it would have been hard for me to believe that there would be such a modern primary school in the most remote mountainous area of a county.
What is amazing is not only the environment of the school, but also the quality that is comparable to that of urban schools. Aoshan Primary School currently has 163 students and 12 teachers. "Although we are a village school, our teachers are very excellent. Eight teachers have participated in the county-level competition, and in the past year alone, three teachers have won the first prize in the county-level competition." said Li Shaohong, principal of Aoshan Primary School.
It is not uncommon for village primary school teachers to win first prizes in county-level competitions in Linli. Huai Sujuan, Party Secretary and Director of the County Education Bureau, introduced that in recent years, the county has formed eight alliance schools with 20 junior high schools and six school alliances with more than 30 primary schools. Each alliance has a high-quality school as the main school, and the alliance schools have achieved resource integration and complementary advantages in teaching and research, teaching resources, teacher training, and after-school services.
"Our quality assessment awards are not based on individual schools, but on alliance schools and school associations, which are evaluated in bundles. This changes 'single-handedly rowing a boat' to 'the group working together to sail a big ship', and has effectively promoted urban-rural complementarity, mutual assistance between the strong and the weak, resource sharing, common progress, and balanced development." Huai Sujuan said.
It is precisely because of the school alliance that the teachers of Aoshan Primary School have grown so fast. At present, more than 50 primary and secondary schools in Linli County have entered the forefront of Changde City in the national compulsory education quality monitoring, realizing "no weak schools in compulsory education in the whole county", and students can enjoy high-quality education resources at their doorstep.

Each student must master at least one art skill
At 3:30 in the afternoon, the after-school service class of Ding Ling Lotus School in Linli City was in full swing. More than 30 club activities such as martial arts, handicrafts, paper cutting, and electronic piano filled the school with laughter.
At the same time, Qunyu Primary School, a rural primary school more than 30 kilometers away, also launched after-school services. Although there are only 9 classes, the school has opened 13 interest groups such as Hulusi, dance, and art. "We named the after-school service class 'Specialty Supermarket' because we hope that children can at least have one art and sports skill," said Zhu Kunshan, principal of Qunshan Primary School.
"Letting children play well is also an important part of their healthy growth." Li Min, head of the Physical Education, Health and Arts Section of the Linli County Education Bureau, introduced that in recent years, Linli County has always insisted on taking arts and physical education as an important starting point for implementing quality education. Based on after-school services, each school has widely carried out arts and physical education teaching activities to enable each student to master 1-2 sports and art skills.
Professional teachers are the key factor in developing arts and physical education. In the past three years, Linli County has recruited 50 music, physical education and art teachers, all of whom have been assigned to rural primary and secondary schools. This has effectively optimized the structure of arts and physical education teachers in the county and alleviated the problem of insufficient number of arts and physical education teachers.
"Happiness is not only related to the healthy growth of every primary and secondary school student, but also an important manifestation of the high-quality and balanced development of compulsory education." Huai Sujuan said that in the next step, the Linli County Education Bureau will further focus on the needs of "going to a good school" and provide each child with fair and quality education, so that each child can learn happily, develop comprehensively, and grow up healthily.
