To implement comprehensive and in-depth reform, we must focus on three aspects of work

The Third Plenary Session of the 20th CPC Central Committee is a very important meeting held at a critical period when my country is entering a period of comprehensively promoting the construction of a powerful country and the great cause of national rejuvenation with Chinese-style modernization. The Plenary Session reviewed and adopted the "Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization" (hereinafter referred to as the "Decision"), which is a milestone in my country's modernization process. Studying, implementing and implementing the "Decision" is a major political task for the whole party and the whole country at present and in the future, and the focus should be on the following three aspects.

We must earnestly follow the overall top-level design of the Decision and work hard to formulate implementation plans for deepening reforms in all aspects and fields and overcoming difficulties. All reform implementation plans should be anchored on the overall goal of improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity, closely follow the promotion of Chinese-style modernization, adhere to the combination of goal orientation and problem orientation, clarify the specific goals, main tasks, implementation roadmap and timetable, responsible entities and promotion methods for deepening reforms in various fields, as well as the coordinated and complementary relationship with related reforms, enhance the consistency of macroeconomic policy orientation, make various reform measures cooperate with each other in policy orientation, promote each other in practice, complement each other in reform results, and promote reform measures in all fields and aspects to work in the same direction and form a joint force. The inadequate implementation of reform measures is a prominent problem in the current process of promoting reform. The main reason is that some reform plans are not targeted and operational, and some reform plans even implement documents with documents. In response to these problems, we must earnestly adhere to the combination of goal orientation and problem orientation, respond to the expectations of the people and business entities, launch a number of hard and practical measures that are well-known, established, and recognized by the people, accomplish a few tangible things, and improve the sense of gain from reform.

We should more effectively play the leading role of economic system reform in comprehensively deepening reform. The core issue of economic system reform is to properly handle the relationship between the government and the market. We should adhere to the direction of socialist market economy reform and strive to improve the institutional system that better plays the role of market mechanism. At present, the transformation of government functions is not in place, and macro-control, social management, public services, market supervision and other fields still need to be strengthened; at the same time, problems such as irregular market order, lagging development of production factor market, and insufficient market competition affect the enthusiasm and creativity of business entities. We should focus on building a high-level socialist market economic system, adhere to the "two unshakable" principles, accelerate the transformation of government functions, reasonably define the boundaries of government functions, better maintain market order, make up for market failures, and stimulate the endogenous motivation and innovation vitality of the whole society. High-quality development is the primary task of building a modern socialist country in an all-round way. To further deepen reform in an all-round way, we should closely plan reform around high-quality development. This is the basic logic of comprehensively deepening reform. At present, my country's economic operation is showing a continuous recovery and improvement, but it should be noted that with major changes in the total population and structure, the supply and demand relationship of real estate, etc., my country's economy is facing great downward pressure. If the economic growth rate cannot maintain a reasonable growth, some risks and contradictions will be "revealed". We must focus on promoting high-quality economic development, adapt to the requirements of phased changes in economic development, improve the macroeconomic governance system, advance reforms in systems and mechanisms such as education, science and technology, and talent, accelerate the formation of production relations that are more compatible with new types of productive forces, improve the systems and mechanisms for urban-rural integrated development, steadily expand institutional opening-up, fully tap the structural potential for economic development, improve total factor productivity, and maintain stable, sustained, and healthy economic development.

We must give full play to the initiative of both the central and local governments and properly handle the relationship between the "first kilometer" and the "last kilometer" of reform. Comprehensively deepening reform is a national strategy and an adjustment of the major interest structure. We must transcend the interest structure of departments and localities and truly achieve "one game of chess". To this end, we must further improve the scientific and democratic decision-making mechanism for the formulation of reform plans, the implementation mechanism and supervision mechanism for the implementation of reform plans, and the evaluation mechanism and assessment mechanism for reform performance, break through the "middle obstruction", and prevent distortion and inaction. Attaching importance to grassroots exploration and practice, drawing wisdom from creative practice, and demonstrating and promoting it are important successful experiences of my country's reform and opening up. We must advocate the continuous emancipation of the mind, the courage to reform and innovate, encourage and protect the enthusiasm and initiative of cadres at all levels and the general public to reform and innovate, correctly distinguish between mistakes in reform exploration with a public mind and illegal and disciplinary violations in the name of reform for personal gain, so that the comprehensive deepening of reform will form a working pattern of national collective wisdom and interaction between the upper and lower levels, and deepen and implement the "last kilometer" or even the "last few meters" of reform.

"Empty talk ruins the country, but hard work makes it prosperous." Implementation is the work requirement put forward by General Secretary Xi Jinping and the work method he strongly advocates. The Third Plenary Session of the 20th CPC Central Committee has sounded the clarion call for further deepening reform in an all-round way and promoting Chinese-style modernization. We must promote the implementation of various key reform tasks with the fine style of advancing despite difficulties, perseverance, seeking truth from facts, and real work, and strive to achieve tangible results in the various reform tasks deployed by the Third Plenary Session of the 20th CPC Central Committee.
