it is understood that on the afternoon of september 25, when kunshan gejiang middle school was distributing cakes to students, it was discovered that a small amount of cakes were moldy. after receiving the report from the school, the local area immediately set up an investigation team. the kunshan municipal education bureau immediately notified relevant schools to stop distributing cakes and do a good job in recycling them, and at the same time conduct health monitoring.the market supervision department of kunshan city launched an investigation into the cake delivery company kunshan hongsheng agricultural and sideline products co., ltd. (hereinafter referred to as hongsheng company); the market supervision department of suzhou industrial park investigated the cake manufacturer suzhou lizhong food co., ltd. (hereinafter referred to as lizhong company) conduct on-site investigations.

after preliminary investigation, it was found thata total of 7 schools were involved in moldy cakes. at 8 a.m. on september 24, trace company started making cakes according to hongsheng company's order and completed the cake at around 6 p.m. at about 9:30 pm that day, lizhong company delivered 16,650 cakes to hongsheng company, and they were stored in the distribution workshop after sampling and acceptance. before 3 pm on september 25, hongsheng company successively delivered this batch of 16,505 cakes to 7 schools.

subsequently, the school began to distribute them to students after random inspections. afterwards, during an on-site inspection of trace company, it was verified that no preservatives were added to the cake. the storage conditions were "room temperature, cool and dry, avoid direct sunlight", and the shelf life was 3 days.

after investigation, when the company was making the last batch of more than 1,900 cakes, some cakes did not meet the 3-hour cooling process requirement. at present, the market supervision department has completed sampling of the production enterprise's workshop environment, product raw materials, food packaging materials, processing equipment, and finished cakes, and relevant inspections are in progress. the production enterprise's business license, food production license, delivery documents, inspection report of the batch of cake products on september 24, and purchase inspection records are all complete.

it was found that hongsheng company's food business license is valid, and from january 2021 to july 2024, it became a raw material distribution unit for kunshan school canteens through bidding procedures. in the new round of bidding, the company has also won the bid. however, due to major adjustments to the provincial primary and secondary school ingredients bidding and procurement methods, no contract was signed. in order to ensure the distribution of ingredients in the campus canteen, the company signed a temporary contract and continued the distribution service. after the incident, the kunshan municipal education bureau has suspended its delivery services.

it is understood that since the implementation of kunshan city’s after-school service policy, in response to the needs of parents, starting from may 2022, the kunshan city education bureau will, in accordance with the principle of voluntary public welfare, carry out snack distribution services on a pilot basis in directly affiliated schools, and will be provided by pre-packaged food sales qualifications. the hongsheng company provides unified purchasing and distribution services.
