How to "cure" the problem of leaking houses
This year, the Chaoyang District Housing Authority held a "small class teaching" training session with the theme of "Focusing on the Solution of House Leakage Problems". The property management company of Building No. 2, Beishatan, Olympic Village Street, brought the problem to the site for "diagnosis". The District Housing Authority prescribed a "prescription", and more than 70 households "tried" the group purchase of balcony repair services, which solved the problem of house leakage.

Beishatan No. 8 Courtyard was built in the 1990s. As its service life increases, it has experienced problems such as leakage in the roof and exterior windows and partial wall peeling in recent years. In 2023, the community became one of the top 200 communities in Chaoyang District for housing leakage complaints. The leakage problem in Building 2 was difficult to trace, and the property management had difficulty repairing the house.
In response to the urgent needs of the people, after the "small class teaching" training, the First Housing Management Office of the District Housing Authority, in conjunction with the Olympic Village Street, Beishatan Community Committee, and the property company, conducted on-site investigations on leakage to identify the "symptoms" of the houses.
Roof leaks are mainly caused by the aging of the building structure, which leads to damage, aging, and cracking of the roof waterproofing membrane; balcony leaks are because the balcony of the building was originally designed to be open, and the residents closed it themselves during use, but the windows leaked due to inconsistent window closing technology, aging of sealing materials, and unreasonable window sill drainage.
After the problem was identified, multiple parties jointly finalized a repair plan. The roof part was repaired with public maintenance funds and repairs were carried out after the rainy season. For the enclosed balcony part, individual repair responsibilities were clarified, and a centralized procurement method was adopted with the property taking the lead in the project and owners voluntarily signing up to carry out the overall repair of the leaking balcony. A batch of people signed up and a batch of people were repaired to solve historical problems.

The repair plan was ready, but how could residents understand their personal repair responsibilities? The First Housing Management Office reviewed a lot of materials, and through material evidence and judicial interpretation, fully explained the cause of the leakage to the residents, and explained the methods and construction techniques of centralized procurement and repair, and finally reached a conclusion that more than 70 households signed up to participate in the repair project.
In order to ensure that residents can feel at ease during the construction, the community asked for prices and compared prices, and finally Beishatan Community selected the construction party with the most favorable price.
Balcony after repair
During the repair process, the construction party removed the damaged parts of the balcony and the parts with the risk of falling off, added insulation, applied paint, and sealed the balcony with glass glue. The repaired balcony changed from the previous mottled color to a clean water gray. The community also established a one-to-one relationship with the residents who purchased the service. So far, all residents who participated in the "group purchase" repair have expressed satisfaction. Since the flood season this year, the number of complaints about house leakage in the community has also dropped to zero.
