"After getting a preliminary understanding of the situation, we were all nervous. When we arrived at the scene, we became even more nervous: it was the flood season and it was close to the railway. The mountain soil had been washed into the side ditch of the railway cutting by rain. We immediately decided to investigate, handle, modify and conclude the case quickly." On August 19, the prosecutor in charge of the Wuhan Railway Transportation Procuratorate could not help but sigh when talking about the case handling process.
It turned out that at the end of June this year, the Wuhan Railway Transportation Procuratorate received a clue that the excavation of the mountain to build a road next to the Wujiu Railway may pose a safety hazard. "It has been raining heavily in the area, and the mountain may slide at any time, affecting the operation and construction of railways and power companies and crop planting. Our public interest litigation procuratorial department immediately went to the scene to conduct verification work." The prosecutor in charge told Jimu News reporters.

The prosecutor in charge said that after investigation, the turning point of the construction access road of the project directly faces the Wujiu Railway Line, and the closest point is only 5 meters away. Due to continuous rain, the soil of the surrounding mountains was washed into the side ditch of the railway cutting by rainwater, and the sand rushed directly to the railway line, causing the drainage facilities to be blocked. Landslides or mud-rock flows may occur at any time, posing a safety hazard to the operation of the Wujiu Railway. At the same time, the project has only completed the piling work. Because the construction access road was destroyed by rainwater and is no longer suitable for driving, the project construction period is less than a month, and the company is also very anxious. In addition, there are crops such as corn planted by villagers at the foot of the mountain, which may also be affected by natural disasters.
In order to ensure the safe production and operation of railways and enterprises and avoid the suspension of train operations and the impact on project construction, the Wuhan Railway Transportation Procuratorate arranged a special task force to be stationed in Yangxin County, Huangshi City to handle the case and ensure that hidden dangers are eliminated as soon as possible.
How to take the most effective measures to protect the rights and interests of all parties in the shortest possible time? The case handling team went through multiple administrative agencies to explain the law and listen to opinions. They completed the investigation and evidence collection of the entire case within three days, quickly filed the case and issued a prosecutorial recommendation. The case handling team first urged the administrative agency to take emergency safety measures to prevent the aggravation of sand and soil loss on the road from forming mudslides. Subsequently, the relevant enterprises and regulatory units were organized to discuss and study the remediation plan, and finally reached a unified opinion.

This is a matter of safety and cannot be delayed. On July 22, various parties worked together to overcome difficulties and the rectification was completed quickly. "Steel plates were laid on the construction access road to protect the road surface, and a reinforced concrete mud retaining wall about 50 meters long was built on the hillside close to the railway line at the turning point to prevent geological disasters such as mudslides, reduce the risk of the railway line being washed away, and ensure that the power transmission construction project can be constructed normally." The prosecutor in charge introduced that in early August, the case handling team conducted a "look back" on the rectification effect: "There are green farmlands at the foot of the mountain, trains whizzing by on the side of the mountain, and construction work in full swing on the top of the mountain."
"Railway safety is no small matter. We will continue to perform our duties with high quality and efficiency, provide practical services to ensure railway operations and people's travel, and carry out the special actions of 'Prosecution to protect people's livelihood' and 'Prosecution to protect enterprises' in a solid and forceful manner." A relevant person in charge of the Wuhan Railway Transport Procuratorate said.
