The Guangzhou Housing and Urban-Rural Development Bureau also stated that it will speed up the research and release of relevant policy documents to implement the spirit of the Third Plenary Session of the 20th CPC Central Committee in accordance with the requirements of the superiors.Prior to this, on August 7, the company affiliated to Shenzhen Anju Group Co., Ltd. announced that it would start the work of purchasing commercial housing for use as affordable housing, and solicit commercial housing for use as affordable housing projects in Shenzhen. Foshan, Huizhou, Jiangmen and other places in Guangdong Province also announced the details of soliciting commercial housing for use as affordable housing.In addition, cities such as Shangqiu, Dezhou, Guilin, Liuzhou, Nanning, Luzhou, Xinxiang, Weihai, Weifang, and Hengshui have issued detailed implementation rules for "purchase and storage", generally requiring that the construction area of a single unit to be purchased should not exceed 120 square meters; priority is given to projects with entire buildings or units that have not been sold and can be managed in a closed manner.According to statistics from the China Index Academy, more than 10 cities have issued notices to collect commercial housing for use as affordable housing. According to statistics from the Centaline Property Research Institute, as of the end of July this year, more than 60 cities have issued relevant policies for state-owned assets to purchase existing commercial housing for use as affordable housing, including megacities such as Guangzhou, Chongqing, Hangzhou, and Zhengzhou, as well as county-level cities such as Lujiang and Jiyuan.Huang Yu, executive vice president of China Index Academy, said, "The current policy direction of the real estate market is to promote demand and reduce inventory. The implementation of relevant policies on reducing inventory will help ease the financial pressure on enterprises and also help restore market sentiment."The industry believes that state-owned assets "taking over houses" will not only help raise funds for affordable housing and shorten construction time, but will also effectively absorb market inventory and promote the stable and healthy development of the real estate market.However, there are also many challenges in the implementation process. Huang Yu said that issues such as purchase and storage prices, supply and demand mismatch, and capital costs may affect the effectiveness of policy implementation, and relevant policies still need to be further improved in the future.
