"The successful application of Beijing's Central Axis for World Heritage status is of great significance!" Su Jian, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference and a full-time deputy chairman of the Beijing Municipal Committee of the China Democratic National Construction Association, said in an interview that Beijing's Central Axis is not only a geographical landmark, but also a symbol of cultural heritage. "In my daily life, I can often feel the unique charm of the central axis. Not only do the surrounding buildings and landscapes show the fusion of ancient and modern, the central axis also provides important guidance for the planning and development of the capital's functional core area, making the city's culture more profound and long-lasting, the core area's functions more reasonable and orderly, and people's lives more abundant and harmonious." Su Jian introduced.
The construction of Beijing's water system began in the Jin Dynasty, and gradually formed a complete urban water system after management and improvement in the Yuan, Ming and Qing dynasties. Beijing's water system has created a unique urban pattern and played an important role in the formation and development of the central axis.
In Su Jian's view, protecting historical water systems is an important inheritance of historical context. He and his research team members found in their research that with the construction of cities and changes in urban functions, some water systems in the core area of ​​the capital have been damaged to varying degrees, and the traditional functions of the water systems have also changed greatly. At the same time, the overall river network connectivity indicators are on a downward trend, reaching the lowest value in 2018, which is only about 50% of the connectivity of the water systems in the Yuan Dynasty.
"Beijing is a megacity with a shortage of water resources. Water resources have become a rigid constraint on Beijing's urban resource and environmental carrying capacity and sustainable development." Therefore, during the Beijing Municipal Two Sessions, Su Jian submitted a proposal on improving the water system function in the core area of ​​the capital, suggesting that important historical water systems be restored and the water system functions in the core area be optimized, thereby enhancing the overall image and competitiveness of the capital.

In recent years, the Beijing Municipal Committee of the China Democratic National Construction Association has conducted special research on the protection, restoration and utilization of the water system in the central axis area of ​​Beijing and the old city. At the same time, it has organized member companies to continue to work on the application of the Beijing Central Axis for World Heritage status, the restoration of the river and lake water system in the old city, and the improvement of the river environment. It put forward targeted and operational opinions and suggestions such as "strengthening the main form of the historical water system, highlighting the central axis pattern of the city determined by water", "preserving the cultural memory of the city and presenting the city water landscape", and "adhering to the systematic management of the river basin, further strengthening the planning and control of water ecological space and the protection and restoration of water ecology" as the key topic of the Beijing Municipal Committee of the China Democratic National Construction Association in 2024.
In Su Jian's view, the successful application of Beijing's Central Axis for World Heritage status provides an excellent opportunity to further enhance the water system function of the core functional area of ​​the capital and promote the water culture around the Central Axis. He suggested: First, fully tap the historical heritage of the Central Axis, take the restoration of the water system around the Central Axis as the main line, promote the protection and restoration of the historical water system of Xibanqiao and the improvement of the landscape in combination with the actual situation, and improve the connectivity of the water system; second, continue to improve the function of the water system and strengthen the demonstration construction of the integration of the waterfront trails and greenways around the Central Axis. Complete the connection of the waterfront trails of the North City Moat, realize the full connection of the 80-kilometer Second Ring Greenway, and truly realize the vision of "going all the way to the end" of the Second Ring Greenway; third, promote the water culture and strengthen the publicity and education of the water culture around the Central Axis. By holding various cultural activities and using modern scientific and technological means, more water culture experience scenes will be provided for citizens, so that more people can participate in supporting and promoting the water culture; fourth, strengthen the water security of the core area, optimize the allocation of water resources around the Central Axis, and protect the water environment and water ecology of the water system. Improve the "four forecast" measures of forecasting, warning, rehearsal and planning, strengthen flood monitoring and forecasting, and actively promote sponge city construction.
"We must seize the opportunity of the successful application of the Central Axis for World Heritage status, make concerted efforts, and further restore the water system and enhance its functions in the core functional area of ​​the capital, so that the water culture of the Central Axis can shine even brighter in the new era!"
