The license plate rental agreement is more like a "gentleman's agreement" - when everything is peaceful, everyone "takes what they need", but once a dispute arises, the agreement becomes a dead letter, and the rights and interests of the quota lender and the license renter cannot be guaranteed.
In fact, license plate leasing is suspected of violating regulations and laws. In the regulations on the number of passenger cars in various places, there are regulations prohibiting the sale, rental or lending of passenger car quotas. In the face of the ban, why do some people still take the risk of buying and selling "license plates"? One of the reasons is that the benefits are greater than the risks.
Lessors obtain rent by renting out license plates; intermediaries earn service fees by coordinating leasing transactions; and some illegal operators may use leased license plates to evade regulation. Imagine if the rented license plates are used for illegal operations or even become tools for crimes, the harm they bring will be incalculable and may also disrupt traffic order and market fairness. Therefore, it is necessary to cut off the upstream and downstream interest chain of license plate leasing, increase the punishment of the issue of leasing and selling passenger car quotas, and make it impossible for illegal businesses and related trading platforms to hide.
Behind the phenomenon of renting license plates, it reflects the more urgent practical needs of the general public, especially car-free families. How to take care of car-free families in a more targeted manner is a test of the wisdom and decision-making level of city managers.
In order to meet the car needs of car-free families, Beijing issued 20,000 new energy passenger car quotas to eligible car-free families in July this year.
