Beijing News (Reporter Chen Lin) On July 24, Pu Xuedong, director of the Beijing Municipal Bureau of Commerce, introduced at the press conference "Beijing's Third Anniversary of Cultivating and Building an International Consumption Center City" that Beijing took the lead in establishing the country's first overseas guest payment service demonstration zone, and promoted the deployment of foreign card POS machines in key business districts, scenic spots, and hotels above 4 stars, with a coverage rate of over 95%.

In July 2021, Beijing and five other cities were approved to take the lead in cultivating and building international consumer center cities. Over the past three years, Beijing has accelerated the gathering of high-quality consumer resources, and has recognized 26 regional headquarters of consumer multinational companies such as Galeries Lafayette and Starbucks; attracted more than 3,700 first stores to land in Beijing; and has 137 Chinese time-honored brands and 259 Beijing time-honored brands. "Beijing Gift" made its debut at the National People's Congress and the "Belt and Road" Summit Forum. Accelerate the construction of Beijing as an international food capital, and cultivate 11 digital catering blocks and 26 "late-night canteen" specialty catering blocks.

Since 2021, the city has opened more than 4 million square meters of new commercial space. Dongcheng District and other 8 districts have been selected as pilot areas for the construction of a national 15-minute convenience life circle. 422 of the city's 856 15-minute convenience life circles have been built and accepted, serving more than 1,930 communities and more than 8.4 million residents. Promote the integration of diversified consumer formats and high-quality development, and launch a number of demonstration cases. Promote the selection of Gubei Water Town International Leisure Tourism Resort as a national-level tourist resort, achieving a "zero" breakthrough. There are 10 5A-level scenic spots in the city.

Beijing was selected as one of the first batch of comprehensive information consumption demonstration cities in China, and a total of 31 municipal information consumption experience centers have been recognized in three batches. We advocate green consumption, promote the replacement of old cars and green smart consumer products, and encourage the replacement of cars. The consumption subsidy policy and the green smart consumer voucher policy have driven the sales of new energy vehicles and smart homes by more than 20 billion yuan. We have launched more than 300 "Walking in Beijing" routes and 300 popular check-in spots. We have successfully applied to host top international events such as the 2027 World Athletics Championships and the 2029 World Swimming Federation World Championships. The scale and level of international sports organization calendar events are ranked first in the country.

We continue to create a convenient and open consumption environment, and take the lead in setting up the first overseas guest payment service demonstration zone in China. In the first half of this year, we received 1.658 million inbound tourists, a year-on-year increase of 2.6 times. We promoted the "one thing" reform of large-scale events and held 965 large-scale events in the first half of the year. We carried out a series of activities to improve the service quality of the commercial service industry and strived to create the "Beijing Service" brand.

Since 2023, Beijing has jointly organized the "National Consumption Promotion Month and Beijing-Tianjin-Hebei Consumption Season" with the Ministry of Commerce, China Central Radio and Television, Tianjin Municipal People's Government, and Hebei Provincial People's Government for two consecutive years. Beijing has more than 1,000 departure tax refund stores, ranking first in the country. The city has set up five cross-border e-commerce supervision sites, and key cross-border e-commerce companies such as JD.com and Easyorder have established about 100 overseas warehouses in nearly 30 countries and regions around the world.

Park Xuedong said that Beijing has made certain achievements in cultivating and building an international consumption center city over the past three years. Beijing ranks first in the country in many indicators, including the city competitiveness ranking, the total number of Fortune 500 companies, the added value of the service industry, the number of departure tax refund stores, and the number of cities with direct international and domestic flights.
