This year, many places across the country have reduced the burden on grassroots units by rectifying meaningless duty.

The Paper recently published a report focusing on the fact that the education authorities in Anyang, Nanyang, Sanmenxia, Luoyang and other places in Henan Province have issued notices or launched special actions to effectively reduce the burden on primary and secondary school teachers. In principle, front-line teachers will not be arranged to participate in holiday duty work.

On July 14, China National Radio's "News Panorama" program paid attention to this topic. A reporter from China National Radio sorted out documents from various places and found that this series of notices is mainly aimed at reducing the burden on primary and secondary school teachers and students and increasing their capabilities, so that primary and secondary school teachers can return to the classroom and return to their main business.

Lu Mingshi, deputy director of the Wancheng District Education and Sports Bureau of Nanyang City, who is in charge of reducing the burden on grassroots students, said: "First, we will streamline various documents and meetings to reduce unnecessary administrative burdens. Second, we will strictly limit the arrangement of full-time teachers to perform meaningless duty, especially during statutory holidays, Saturdays and Sundays, when there are no students in school. Full-time teachers must not be arranged to participate in duty."

In addition to standardizing school duty and not arranging frontline teachers to participate in duty work, teachers believe that another important measure in this round of burden reduction is to standardize all kinds of social affairs entering the campus. The person in charge of Luoyang Experimental Junior High School said that through "burden reduction and loosening", "empowerment and efficiency improvement" was achieved.

According to a report by China National Radio, reducing the burden on primary and secondary school teachers and returning their time and energy to them is one of the key tasks of the education department in the past two years. In April this year, the secretariat of the Central Education Work Leading Group deployed a special rectification work to regulate social affairs entering campuses to reduce the burden on primary and secondary school teachers. A front-line teacher told reporters that in addition to teaching, the after-school service time of teachers has also increased to varying degrees in recent years. If holiday duty and various activities are included, it is indeed difficult to guarantee the energy.

A frontline teacher said: "Our frontline teachers have a lot of work to do. In addition to teaching and educating students, we have to fill out a series of forms and materials every day. We simply don't have enough time to focus on teaching. Since the special rectification work to reduce the burden on teachers was launched, we have enough time to refocus on students."

A middle school teacher in Shandong Province told China Voice that in addition to freeing front-line teachers from administrative affairs, many colleagues also hope that in terms of teacher personal development, various types of teacher holiday training activities can be further standardized. "I have three trainings this holiday, two city trainings and one school training. Some are as long as a week, and some are two to three days. Teachers are usually very busy with classes, so moderate training is definitely good, but some trainings are longer, and there are also offline centralized closed trainings, which also have some burdens. There are other student work before school starts, so the holidays are relatively scattered." said a middle school teacher in Shandong.

Ni Juan, director of the Basic Education Research Institute of Jiangsu Institute of Educational Sciences and second-level researcher, believes that the next step is to respect independent development from the overall system design and establish a targeted policy guarantee mechanism that is in line with personalized development in order to attract outstanding talents to join the teaching team.

Southern Metropolis Daily pointed out in its report that Southern Metropolis Daily reporters found in their research that although many places have clearly canceled summer duty for teachers, some schools in Henan, Jiangxi, Guangzhou and other provinces and cities still have teachers on duty; some schools have changed to "taking over" by leading cadres, but in fact, front-line teachers are on duty during the holidays under the name of "middle-level managers in charge of classes." For example, a junior high school teacher in Zhengdong New District, Zhengzhou City, received a message from the school on the 9th saying, "According to the spirit of the latest document, starting tomorrow, teachers on duty will no longer be on duty at school, and leaders and middle-level managers in charge of classes will be on duty at school on time every day according to the original duty schedule."

In addition, some teachers reported that even if they don't have to be on duty, they still need to be responsible for administrative work unrelated to teaching, such as holiday insurance, fire prevention propaganda, and drowning prevention propaganda. "We are administrative teachers who have to be on duty, while ordinary teachers don't have to, but now we are encouraged to go to school during winter and summer vacations and even on weekends to give students free tutoring." A high school teacher in Jingdezhen, Jiangxi told Nandu reporters.

In this regard, Xiong Bingqi, president of the 21st Century Education Research Institute, pointed out that we should eliminate this kind of education formalism of holiday duty, reduce teachers' non-teaching burden, and prevent the burden from being added layer by layer, and we should start from the source. "We should implement and expand the school's autonomous management rights and reform the management and evaluation system for primary and secondary school teachers. This is the core and key." Xiong Bingqi said frankly that many primary and secondary school teachers complained about the meaningless holiday duty, but they found it difficult to refuse. This is because the higher authorities have the right to assess and evaluate teachers. The completion of the duty by teachers is one of the assessment indicators.

Chu Zhaohui, a researcher at the Chinese Academy of Educational Sciences, said that some regions have issued clear documents to reduce the burden on teachers, which is a positive change, a responsible attitude towards education, and a manifestation of compliance with the inherent laws of education. However, the government now issues more documents every year, and the degree of attention paid to each document varies greatly from place to place. Therefore, in the long run, it is still necessary to clarify the relationship between the government and schools, including the responsibilities and powers of functional departments at all levels, and move towards the direction of governing education according to law.

Xiong Bingqi also wrote an article in The Paper on the 13th titled "Why do we have to arrange teachers to be on duty when there are no students in school during the holidays?" He pointed out that in order to reduce the burden on frontline teachers, they must be given the confidence to refuse unreasonable tasks and not let the majority of teachers spend too much energy on non-teaching affairs. In the final analysis, it is beneficial to students, parents and schools if teachers can complete their teaching tasks without distraction.
