fujian provincial department of education adjusts the implementation measures for classified examinations and admissions of higher vocational colleges

in order to further improve the examination evaluation method, improve the quality of talent selection, improve the vocational education college entrance examination system, improve the "cultural quality + vocational skills" examination and enrollment method, and provide diversified admission methods for various types of students to receive higher vocational education, the provincial department of education recently issued the "notice on adjusting the implementation measures for the classified examination and enrollment of higher vocational colleges in fujian province (for secondary vocational school graduates)", which adjusted the implementation measures for the classified examination and enrollment of higher vocational colleges in our province (for secondary vocational school graduates).
1. adjustment principles
1. adhere to the evaluation method of "cultural quality + professional skills".in accordance with the "opinions" of the general office of the cpc central committee and the general office of the state council and the provincial government's "notice on issuing the implementation plan for deepening the comprehensive reform of college entrance examinations in fujian province", the classified entrance examinations for higher vocational colleges in our province (hereinafter referred to as "classified entrance examinations for higher vocational colleges") still adopt the "cultural quality + vocational skills" evaluation method, that is, the scores of the secondary vocational school academic level examination (hereinafter referred to as "secondary vocational school academic examinations") and the scores of vocational skills are used as the main basis for students' graduation and further studies.
(2) promote the integration of “job, course, competition and certificate”.improve the vocational skills assessment methods, play the guiding role of education evaluation through policy adjustments, promote the integration of "job courses, competitions and certificates" in vocational education, guide vocational school students to actively participate in vocational school skills competitions, learn a number of vocational skills, obtain national vocational qualifications, vocational skill levels, special vocational abilities and other certificates, and achieve multiple skills.
(3) broaden the upward path for secondary vocational students.highlight the basic nature of secondary vocational education. secondary vocational schools must focus on providing students with a qualified cultural foundation and solid technical skills foundation to higher vocational colleges. reduce the pressure of secondary vocational students to take exams. the qualification test and graded test of the secondary vocational school exam will be merged (no longer divided into paper i and paper ii), and no longer organize a unified provincial computer application basic test. reduce the number of higher vocational classification recruitment categories, give secondary vocational students sufficient choice, break the restrictions on the categories of candidates to apply for the exam, and candidates can choose one of the 12 higher vocational recruitment categories to take the exam. the professional basic knowledge test subjects are the subjects corresponding to the selected category.
2. adjustment content
1. recruitment categoriesthe categories of higher vocational education in our province have been adjusted from 30 to 12. please see annex 1 for details of the categories and corresponding examination subjects.
(2) secondary vocational education examination.the secondary vocational school entrance examination is no longer divided into qualification examination and grade examination. the examination is organized uniformly across the province and adopts a written closed-book examination. the examination content includes two parts: public basic knowledge and professional basic knowledge.
1. public basic knowledge test.the examination subjects include ideology and politics (including professional quality), chinese, mathematics, and english. the chinese and mathematics examinations last 90 minutes, while the ideology and politics (including professional quality) and english examinations last 70 minutes. each subject has its own separate examination paper, and the full score is 100.
2. professional basic knowledge test.the examination subjects include biology, civil engineering, chemistry, mechanics, electrical engineering, fine arts, literature, tourism, education, economics and management, medicine, and information technology. the examination lasts 150 minutes and the full score is 150. the examination instructions for each subject of the secondary vocational school entrance examination will be published separately.
3. vocational skill scoring.each secondary vocational school (including technical schools) will assess the grades of candidates based on the various skill certificates (certificates) they obtained during their secondary vocational years, and assign points to students' vocational skills. a unified vocational skill test will no longer be organized across the province. candidates can choose any of the following three categories to assign points to their vocational skills, with a full score of 200. the vocational skill certificates, skill competition certificates, or school vocational skill test categories obtained by candidates must be related to the recruitment category they applied for before points can be assigned. if a candidate obtains multiple skill certificates (certificates), the higher score will be assigned, and no duplicate points will be counted. the vocational skill scoring scores are entered by the candidate's filing unit, which is responsible for the accuracy.
1. vocational skills certificate.candidates who have obtained national vocational qualifications, vocational skill levels or special vocational ability certificates will be awarded 200 points for their vocational skills; candidates who have obtained credit bank conversion skills certificates or "1+x" vocational skill level certificates will be awarded 180 points for their vocational skills. the list of vocational skill level certificates and special certificates (for example) is shown in annex 2.
2. skills competition.candidates who have won third prize or above (or top 10) in the worldskills competition, the national vocational schools skills competition, or national first-class competitions (including the china skills competition) will be awarded 200 points for their professional skills; candidates who have won third prize or above in the fujian vocational schools skills competition or the fujian provincial selection for the worldskills competition (fujian vocational skills competition) will be awarded 190 points for their professional skills; candidates who have won third prize or above in skills competitions hosted or co-hosted by municipal education administrative departments will be awarded 180 points for their professional skills.
3. others.candidates who have obtained a certificate of passing the vocational skills test from a secondary vocational school (including technical schools) will be awarded 120 points for their vocational skills. candidates who have not obtained a certificate of passing the vocational skills test from school and have not obtained a vocational skills certificate or a skills competition certificate will be awarded zero points for their vocational skills.
3. schedule
the secondary vocational school entrance examination is scheduled to be held in june of the second semester of the second year.
the recognition of vocational skill points must be completed before the end of the first semester of the third year.
iv. exam subjects
all full-time academic students in secondary vocational schools in our province (including students transferring from the "3+4" secondary school to undergraduate program, full-time secondary vocational academic students enrolled in higher vocational colleges, but excluding five-year higher vocational education students) are required to take the secondary vocational education examination.
5. use of results
the scores of the secondary vocational school examination and the vocational skills scoring are the main basis for the graduation and further study of secondary vocational school students. secondary vocational schools determine the graduation qualifications of students based on the scores of the secondary vocational school examination and the requirements of the school's professional talent training plan. if the scores do not meet the graduation requirements, the school will organize a make-up exam on its own. higher vocational colleges and applied undergraduate colleges recruit secondary vocational school graduates based on the total scores of the secondary vocational school examination and the vocational skills scoring, and refer to the comprehensive quality evaluation of students for admission. the total admission score is 750 points, including 400 points for the public basic knowledge test (100 points each for ideology and politics, chinese, mathematics, and english), 150 points for the professional basic knowledge test, and 200 points for the vocational skills scoring.
vi. other matters
1. this notice applies to secondary vocational school students enrolled in the fall of 2024 in our province. starting from 2027, the classified recruitment of higher vocational schools will be implemented according to the adjusted policy. the classified recruitment of higher vocational schools in 2025 and 2026 (for secondary vocational school graduates) will be implemented according to the original admission policy. matters inconsistent with the adjusted policy and the previous classified recruitment policy of higher vocational schools in our province shall be subject to this notice.
2. the classified recruitment of higher vocational colleges for ordinary high school graduates and retired military personnel shall still be carried out in accordance with the "notice of the fujian provincial department of education on issuing the implementation measures for the reform of classified examination and admissions of higher vocational colleges in fujian province" (min teaching [2019] no. 35).
3. students in technical schools in our province, former graduates of secondary vocational schools (including technical schools) and other social personnel can also sign up for the secondary vocational school examination. the vocational skill points of former graduates and social personnel will be determined in the same way as the current graduates of secondary vocational schools. the specific determination method will be notified separately.
4. this regulation shall be implemented from the date of promulgation and shall be valid for five years.
