when "charity day" meets "public welfare day", we gather every bit of goodwill within our capacity and make a contribution to the development of charity.

the theme of the ninth "china charity day" is "adhere to virtue, be kind and promote charity according to law". the civil affairs department of inner mongolia autonomous region held a "china charity day" demonstration event in hohhot. during the event, the inner mongolia laoniu charity foundation and shenzhen one foundation public welfare foundation jointly launched the "china charity day" under the guidance of the civil affairs department of inner mongolia autonomous region and jointly launched the "china charity day" with local social organizations.the “community empowerment support plan” project in the entire inner mongolia region.

so far, the project has trained more than 80 key business personnel of social organizations across the district, effectively promoted the capacity improvement of social organizations through "special empowerment", and promoted project incubation and innovative practices based on the actual needs of the community; through multi-party collaboration, a total of more than 800,000 yuan of project funds have been raised, and 14 community charity projects have been developed and supported.

article 96 of the newly revised charity law clearly states: "the state encourages places with conditions to establish community charity organizations, strengthen the construction of community volunteer teams, and develop community charity." it encourages social forces to actively participate in charity, encourages the establishment of community charity organizations, and strengthens the construction of community volunteer teams; encourages the provision of financial support and capacity building services to charity organizations through public welfare venture capital, incubation and cultivation, personnel training, project guidance, etc.

the "community empowerment support plan" project in the entire inner mongolia region targets the common problems of social organizations such as "lack of professionalism, weak linkage, and lack of sustainable and replicable service projects". it focuses on course themes such as "community work concepts, needs assessment and research, project plan design, practical methods, and sustainable operations". through visual explanations and drills, and with student participatory learning as the main focus, it stimulates the growth of social organization capabilities and improves innovative practices in community projects.

after the training, the participating social organizations have a deep and clear understanding of key areas such as "community, community projects, working methods", and have made great progress in "needs identification, problem definition, methods and countermeasures, sustainability" and other aspects; under the "one-on-one, companionship" supervision of the expert team, they closely focus on the real needs and pain points of the community and develop community charity projects with diversified themes such as "services for the elderly, care for children, assistance to special groups, and community safety".

for example, a social organization in baotou city has deepened the content of project services on the basis of the original health check-up service for the elderly, added health risk warning/prompts, and provided health management for the elderly with "timely discovery, timely feedback, and timely medical treatment"; established a positive interaction with social workers, volunteers, patients and their families, and continuously improved community services for the elderly. many social organizations in hohhot city, chifeng city and other cities have a more comprehensive understanding of "community safety" at this stage, and added the service content of "community safety construction"; changed the form of service, and promoted the construction of safe and resilient communities by cultivating and supporting community "self-organization" to carry out activities and serve the community.

at this stage, with the further increase in the urbanization rate, the organic combination of new urbanization and comprehensive rural revitalization, the focus of social governance has shifted to the grassroots level and landed in urban and rural communities, and the social demand for community charity is increasing. social organizations need to conduct a profound attempt, exploration and practice in the process of participating in community charity and meeting the new needs of grassroots governance. in the process of implementing the "community empowerment support plan" project and managing the entire cycle, we combined the real feedback from social organizations and the guidance and suggestions of experts.the following insights were obtained:

1. the so-called "community problems", in a sense, are the interweaving and superposition of various "social problems", which are concentratedly mapped and directly reflected in the micro-field/scenario of "community". as the basic unit of social composition, the community is not only an important place for residents' daily life and communication and interaction, but also a concentrated area for the micro-influence of social problems. especially in the current critical period of social and economic transformation, various social problems are intertwined, cascaded and superimposed, and increasingly prominent. the importance of social organizations is gradually emerging. they need to take the initiative to establish close ties with residents, truly go deep into the community, understand the real demands, and accurately grasp the crux of community problems.

2. community issues are a long-standing "variable". faced with complex and ever-changing community needs, social organizations need to conduct systematic thinking from a holistic and long-term perspective, comprehensively consider, deeply analyze, accurately identify, distinguish between the primary and secondary, make good balances, and grasp the main contradictions. only in this way can they design more targeted solutions that are more in line with the actual situation of the community, so as to plan in an orderly manner, implement in steps, and solve the problems step by step.

3. social organizations should accurately understand the finiteness/limitations of their own capabilities and resources, give full play to the role of "bridge and link", take the initiative and make contributions, and build an efficient linkage system/mechanism of community resources on the basis of closely adhering to policy guidelines, promote in-depth dialogue, effective communication and collaboration between the government, enterprises, social organizations and the community, give full play to the advantages of all parties, and form an effective complementarity and multiplier effect of charitable resources.

4. social organizations should focus on constantly honing themselves in practice and focus on improving their professional capabilities. by participating in various community service projects, accumulating practical experience, constantly reflecting and summarizing, and taking problems as the guide, they can optimize service processes and improve service quality.

5. social organizations should encourage team members to continue learning, keep up with industry trends, and absorb cutting-edge concepts and technologies. by introducing and applying "new methods, new technologies, and new tools", they can stimulate innovative thinking and improve work efficiency, thereby more effectively guiding and gathering community forces and jointly providing high-quality and efficient services to the community.

in addition, for the common challenge of "fund shortage", detailed analysis and strategic planning should be carried out. following the principle of "from near to far, from inside to outside, and from bottom to top", integrating traditional wisdom and innovative thinking, gradually promote fund raising work, and try to build a comprehensive, diverse and long-term sustainable fund raising system to provide inexhaustible power for community development. first, tap resources from the community and encourage residents to be autonomous and help each other. social organizations must first be able to effectively provide high-quality services to the community and gain community recognition, establish links with community resources by establishing community funds, and achieve efficient circulation and value-added of community resources. second, social organizations should establish cooperation with government departments, foundations, enterprises, etc. by seeking government funding and participating in foundation project cooperation, diversify and broaden the source of funds and inject more vitality into community projects. third, innovate fundraising models, actively explore internet fundraising, use the wide influence of social media, vividly tell community stories, and stimulate the enthusiasm of the public to participate. fourth, social organizations should establish and improve fund raising and management mechanisms to ensure transparent and efficient processes, and truly achieve "respecting morality, pursuing kindness, and promoting kindness according to law."
