in order to ensure the safety of people when taking elevators and eliminate elevator safety hazards, the beijing municipal housing and urban-rural development commission, beijing municipal market supervision administration, and beijing municipal housing fund management center recently jointly formulated the "guidelines for emergency replacement procedures for old residential elevators" (hereinafter referred to as the "guidelines").

according to the municipal housing and urban-rural development commission, applicants can submit emergency withdrawal suggestions for replacing elevators with special maintenance funds based on the regular inspection reports of elevators that meet the requirements of replacing with special maintenance funds, and post them in a prominent location within the property management area to inform the owners in advance. the announcement period is no less than 7 days. if the number of households involved in the replacement of the elevator is small, the household notification method can also be adopted to fully listen to the opinions of the owners. at the same time, the applicant will copy the suggestions to the local residents' (village) committee and the street (township), and if necessary, can rely on the "whistleblowing" mechanism to guide and promote the resolution of the problem. during the announcement period, if the owner raises questions or doubts, the applicant is responsible for explaining the work.
after the announcement period expires, the applicant must prepare a special maintenance fund use plan and publicize it in a prominent location in the property management area. at the same time, in order to strengthen the management of the construction process and reduce the burden on the owner, the applicant can choose the third-party supervision and settlement and valuation services provided free of charge by the special account management bank, and explain the relevant matters in the use plan. in addition, after the applicant inquires about the list of elevator companies that have obtained elevator installation qualifications from the website of the market supervision department, it should select no less than three construction units for comparison. if the owner recommends a construction unit during the announcement period, it will be included in the comparison range.
if the public notice period expires and the relevant owners have no principled objections, the applicant may sign a construction contract for the elevator replacement project with the selected construction unit. if a special account management bank is selected to provide third-party services, contracts shall be signed with the supervision agency and the settlement and valuation unit respectively, and the relevant service fees shall be borne by the special account management bank.
after the applicant fills in the "application form for the use of residential special maintenance funds for emergency repair of elevator replacement", he/she shall submit an application to the district housing administrative department with relevant materials. the district housing administrative department shall review or file the application within 2 working days after receiving the application. after the review or filing is passed, the district management department of the municipal housing fund management center or the special account management bank shall complete the fund payment procedures within 2 working days and pay the first payment of the project funds to the designated bank account of the construction unit at a ratio of no more than 50% of the project funds agreed in the contract.
after the elevator replacement passes the acceptance, the applicant shall apply to the district housing administrative department for payment of the balance according to the final appraisal result, with the elevator acceptance form, elevator inspection report, special equipment use registration form, project final accounts and final appraisal report, and the district management department of the municipal housing fund management center or the special account management bank shall make the payment. after the special maintenance funds are withdrawn and used, the applicant shall inform the owner of the total amount of the elevator replacement project, the owner's share of the details, the project acceptance form and other materials in a prominent position inside the door of the unit where the elevator is to be replaced, and the announcement period shall be no less than 7 days.
