the ministry of civil affairs today announced the revised "measures for the recognition of charitable organizations", which is the current "measures for the recognition of charitable organizations".the first revision since it came into effect in september 2016。

the revisions to the measures for the recognition of charitable organizations mainly involve the following three aspects:

the first is to revise and improve the recognition conditions for charitable organizations.according to the second paragraph of article 10 of the newly revised charity law, the second paragraph of the measures is amended accordingly, deleting the phrase "before the promulgation of the charity law". according to the provisions of the charity law and the needs of practice, the phrase "the articles of association comply with the provisions of article 11 of the charity law" is added to the third paragraph of article 4 of the measures.

the second is to improve the circumstances under which charitable organizations are not recognized.in accordance with the relevant provisions of the measures for the administration of credit information of social organizations, the third paragraph of article 5 of the measures is amended to read "listed in the list of abnormal activities of social organizations or the list of serious violations of law and trust by the civil affairs department at the time of application", and serious violations of law and trust social organizations are listed as circumstances under which charitable organizations will not be recognized.

the third is to modify and improve the relevant written expressions.in accordance with the state council's decision to deepen the reform of certification matters, the "certificate materials" in the third paragraph of article 7 was changed to "written materials". according to the newly revised charity law, "the one who handles its registration" was added before "civil affairs department" in articles 7 and 10, and the text of articles 1 and 12 was revised.
