In April this year, the Yangshan Special Comprehensive Bonded Zone in Lingang New Area completed a new round of expansion and customs clearance acceptance, adding 3.58 square kilometers of fenced area, creating favorable conditions for the development of new industries such as aviation manufacturing, bonded maintenance and inspection, and bonded processing and manufacturing. So far, the 28.83 square kilometers of Yangshan Special Comprehensive Bonded Zone have been fully closed.
As the only special comprehensive bonded zone in my country, with its growing area, Yangshan Special Comprehensive Bonded Zone continues to promote institutional innovation, cultivate new formats and new functions, highlight the advantages of "special among specials", and lead high-quality development. Data show that since its listing in 2020, Yangshan Special Comprehensive Bonded Zone has maintained a good development trend as a whole, and the total amount and growth rate of major indicators rank among the best in the country. Last year, the total import and export volume reached 262.1 billion yuan, with an average annual compound growth rate of 37.5% since 2020; the total regional operating income reached 1,265.4 billion yuan, a year-on-year increase of 47%, and an average annual compound growth rate of 60% since 2020; the sales of goods above the quota reached 588.5 billion yuan, with an average annual compound growth rate of 49% since 2020. From January to June this year, the import and export volume reached 136.12 billion yuan, a year-on-year increase of 6.24%; the sales of goods above the quota reached 450 billion yuan, a year-on-year increase of 22.3%.
The district and the port jointly build a distribution center for automobile imports and exports
At Nangang Wharf in Lingang New Area, the automobile import and export business is "hot". In the early morning of July 31, the Maltese-flagged ro-ro ship Titus left Nangang Wharf after loading and unloading more than 6,700 cars, including 5,416 imported cars, setting a record for the largest number of single ships since the wharf started the automobile import and export distribution business.
The Overall Plan for Comprehensively Docking with International High-standard Economic and Trade Rules to Promote the High-level Institutional Opening of the China (Shanghai) Pilot Free Trade Zone issued by the State Council clearly states that the pilot project will be carried out in the Yangshan Special Comprehensive Bonded Zone to carry out integrated management of the zone and port, allowing logistics and processing in the port area and canceling the limit on the storage period of goods. With the expansion of the applicable ports of the "direct release" model pioneered by the Yangshan Special Comprehensive Bonded Zone to the Nangang Wharf, the first-line entry and exit customs clearance procedures have been greatly simplified, and the customs clearance time for automobiles, engineering equipment, wind power equipment, fresh cold chain and other areas has been reduced from the original 48 hours to less than 12 hours.
In the past, electric vehicles produced by Tesla's Shanghai Super Factory had to be transported by land from the Waigaoqiao Haitong Terminal, more than 60 kilometers away. Now, at the Nangang Terminal, 10 kilometers away from the Shanghai factory, these vehicles can pass through customs quickly with "no sense" supervision, and new "Lingang-made" cars can be shipped as soon as they roll off the production line.
The institutional innovation of the zone-port linkage has also driven the rapid development of the bonded automobile import and export distribution business with both vehicle imports and sales "outside the country", helping the Yangshan Special Comprehensive Bonded Zone to build an automobile import and export distribution center. In the past, an Indian-made Suzuki car exported to Central and South America needed to be transferred in South Korea, involving multiple transfers and entry and exit declarations, and the procedures were cumbersome. Now, after the vehicle arrives at Shanghai Nangang, it enters the adjacent Yangshan Special Comprehensive Bonded Zone for bonded storage, and then with the help of Shanghai Port's well-connected routes, it can go to more than 10 countries and regions around the world when the opportunity arises. It is estimated that through the two-way "direct release" policy for entry and exit, cars entering and leaving the Yangshan Special Comprehensive Bonded Zone can save about 50% of customs clearance time, achieving a win-win situation for terminals, ship owners, and car companies.
"Through institutional innovation, we will help the port area and the special comprehensive bonded area to work together, which will not only solve the problem of insufficient hinterland resources at the port terminal, but also help improve the utilization rate of ship space, improve logistics efficiency and reduce operating costs." Lin Yisong, director of the Special Comprehensive Bonded Zone Department of the Lingang New Area Management Committee, said. Data shows that in the first half of this year, Nangang Terminal completed the loading and unloading of 466,000 vehicles, of which 219,000 were foreign trade imports and exports, a year-on-year increase of 35%; 47,000 vehicles were internationally transferred, a year-on-year increase of 161%.
Cultivate new business forms and new functions to release new development momentum
In May this year, the Argentine Commodity Bonded Exhibition and Trading Center opened on the shore of Dishui Lake, building a new bonded exhibition and trading model that integrates display experience, brand promotion, product distribution, e-commerce sales, trade distribution, etc. After entering the Yangshan Special Comprehensive Bonded Zone, Argentine imported meat undergoes bonded processing and manufacturing, bonded display and trading to better meet domestic consumer demand.
China is Argentina's second largest trading partner. More than 75% of Argentina's beef is exported to China. The new bonded display and trading format has promoted the optimization and upgrading of goods trade. While effectively reducing corporate costs, it has also enriched the consumption scenes and business atmosphere in the main urban area of Lingang.
Relying on the institutional advantages of high-level opening, Yangshan Special Comprehensive Bonded Zone actively expands new "bonded +" business forms and models such as bonded maintenance and inspection, bonded processing and manufacturing, bonded R&D and design, and cross-border e-commerce. GE Aerospace's "4S store" is located here. This is China's first professional engine fast repair factory, which will provide designated engine fast repair services for customers in China and Asia. Chinese customers can quickly maintain and upgrade engines without going abroad, and can also enjoy the policy dividends of "outbound maintenance" of engines, which greatly reduces the tax burden on airlines.
In addition, the country's first "two-end-out" bonded maintenance of electronic products, the first bonded maintenance project for complete vehicles, and the world's first bonded research and development project for a fully high-temperature superconducting tokamak device have also been implemented. In the first half of this year, the Yangshan Special Comprehensive Bonded Zone achieved a bonded maintenance import and export value of 10.192 billion yuan, a year-on-year increase of more than 70%.
Improve service capabilities and build a global shipping hub
Container throughput has ranked first in the world for 14 consecutive years. This is the hard-core strength of Shanghai in building an international shipping center. However, the high-quality development of shipping also depends on the word "service". We must accelerate the filling of gaps in high-end shipping services and enhance the global allocation capabilities of shipping resources. The Lingang New Area and the Yangshan Special Comprehensive Bonded Zone are helping Shanghai Port to accelerate the creation of a global shipping hub through a series of pioneering innovations in the field of shipping services.
At present, the international shipping industry has come to the crossroads of green transformation, which is an opportunity for Shanghai to overtake others. After the normalization of bonded liquefied natural gas (LNG) refueling for international ships, Yangshan Port has set its sights on the new track of green methanol fuel refueling, and in April this year, it landed China's first green methanol "ship-to-ship" simultaneous refueling operation.
In view of green methanol, a new energy source that is currently favored by the world, Lingang has launched an in-depth layout of the industrial chain - strengthening the planning of methanol refueling facilities, promoting infrastructure construction and renovation; promoting the maritime department to issue the first domestic safety management method for methanol refueling operations on water; taking the lead in establishing a green shipping industry alliance, and continuously expanding the "circle of friends" of preparation, transportation, certification, carbon trading, and industrial funds; establishing the world's first green methanol fuel online trading platform and training and certification center... Around green methanol refueling, an industrial ecosystem is taking shape. Lin Yisong said that Lingang will provide support for the entire green refueling supply chain service system and lay the foundation for cultivating a 10 billion or even 100 billion yuan industry in the future.
For global hub ports, international transit and consolidation business can greatly enhance the port's resource allocation capabilities. International transit business accounts for more than 50% of many world-class ports. In order to make up for this shortcoming, the new area has established the Yangshan International Transit and Consolidation Public Service Center, actively carrying out multi-format operations such as export consolidation and international transit deconsolidation. The introduction of a series of trade liberalization and facilitation policies and smart supervision has successfully attracted shipping giant Maersk to set up an international transit and consolidation center in Lingang. The latest data shows that in the first half of this year, the proportion of international transit and consolidation business volume at Yangshan Port has risen to nearly 19%.
