The "Decision" of the Third Plenary Session of the 20th CPC Central Committee proposed to establish a mechanism for the growth of future industrial investment and improve the policies and governance systems to promote the development of strategic industries such as new generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, and quantum technology. At present, my country's artificial intelligence is booming and is empowering all walks of life, bringing new opportunities for the development of enterprises and individuals. How to strengthen independent and controllable technological innovation in the field of artificial intelligence? How to explore the multi-scenario application of artificial intelligence? How to promote artificial intelligence to inject new impetus into industrial development? Members of the National Committee of the Chinese People's Political Consultative Conference in related fields have made suggestions and suggestions to deepen the multi-scenario application of artificial intelligence and enhance the high-quality development level of modern industries.
Make efforts in many aspects to promote innovation in artificial intelligence technology
Technology is the cornerstone of the development of artificial intelligence. "We must accelerate the consolidation of the core technology foundation of independent and controllable, strengthen forward-looking and leading research, and strive to seize the commanding heights in the frontier field of artificial intelligence," said Wang Zhigang, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and deputy director of the Education, Science, Health and Sports Committee.
He suggested strengthening the mutual promotion between artificial intelligence and mathematics, organizing cross-disciplinary research with systematic thinking, exploring and promoting the cross-integration of artificial intelligence and quantum computing, and planning research and development in cutting-edge directions such as game intelligence and brain-computer intelligence.
The development of artificial intelligence technology has gone through several stages. Currently, breakthroughs in computing technology have brought artificial intelligence into the era of large models. Data and talent are key factors in the development of artificial intelligence in my country.
Qian Feng, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Shanghai CPPCC, suggested vigorously promoting the sharing of scientific research and industrial data among universities, research institutes, enterprises, etc., and building a safe and reliable data sharing platform based on technologies such as blockchain; encouraging industry users to open core business scenarios; strengthening the overall planning of computing power, encouraging qualified units to contribute their remaining computing power, and accelerating the construction of a national artificial intelligence public computing power platform.
"We should promote the sharing and use of industry data and basic scientific data in an orderly manner, build more high-quality training data sets, improve computing power, and accelerate the supply of universal computing power." Li Meng, a member of the National Committee of the Chinese People's Political Consultative Conference, said that if we want big models to truly play their value in the industry, higher quality data is the key.
Wang Zhigang also put forward opinions and suggestions on issues such as talent and funding. He said that we should give full play to the talent training function of universities, encourage the two-way flow of talents between universities and enterprises, and between institutes and enterprises, vigorously introduce high-level top talent teams, build a high-level artificial intelligence talent team, and build an innovation ecosystem with talent as the core; increase financial and fiscal support, leverage more social funds to invest in cutting-edge research and technological breakthroughs in artificial intelligence, and guide investment institutions to provide long-term financial support; promote the integration and innovation of large, medium and small enterprises, and support leading artificial intelligence companies to take the lead in building an industrial innovation ecosystem.
Enrich application scenarios and launch "AI+" actions
This year's "Government Work Report" proposed to launch the "AI+" action. The development of AI depends on the progress of technology on one hand, and on the expansion of scene applications on the other. The "+" can be followed by various industries and thousands of scenes, involving all aspects of the national economy.
"'Artificial Intelligence +' requires the integrated advancement of computing systems, data elements and industrial scenarios. We must clarify the future development coordinates in supporting national strategies, driving innovation and change, and serving strategic industries, and use artificial intelligence innovation scenarios as a breakthrough to create an engine for the development of the future digital economy." Wang Jian, member of the National Committee of the Chinese People's Political Consultative Conference and founder of Alibaba Cloud, suggested adhering to technological innovation based on manufacturing, sorting out new energy, intelligent manufacturing, new materials, life sciences, medical health, etc., identifying a number of directions that have a significant leading role in the development of the digital economy, and using the "Artificial Intelligence +" action to create an engine for the development of the future digital economy, making China the main battlefield for the development of the artificial intelligence industry.
In Wang Jian's view, accurate and comprehensive implementation of the "AI+" action requires closer and more efficient collaborative innovation among state-owned enterprises, private enterprises and new non-profit research and development institutions, taking industrial scenarios as breakthroughs, and striving to achieve high-quality development of a modern industrial system.
Zhou Hongyi, member of the National Committee of the Chinese People's Political Consultative Conference and founder of 360 Group, believes that in launching the "AI+" action and accelerating the cultivation and development of new productivity with AI as an important engine, we must focus on developing general large-scale model core technologies and distinctive and differentiated applications to ensure that the country firmly grasps the security of AI. He said that China has a complete range of industries and rich application scenarios, and that vertical scenarios can be selected in enterprises to train large models with professional capabilities.
For a long time, the industrial application of artificial intelligence has stagnated in processing some simple repetitive task scenarios, unable to understand human intentions, difficult to recognize task scenarios, and weak autonomous task planning and task generalization capabilities. Zhu Songchun, member of the National Committee of the Chinese People's Political Consultative Conference and dean of the Institute of Artificial Intelligence of Peking University, said that at present, artificial intelligence technology is accelerating the transition from perception, cognition, and understanding of the world to general artificial intelligence. General artificial intelligence emphasizes the dual-wheel drive of value and data, which can effectively overcome these problems in the implementation of the industry.
Zhu Songchun believes that the future of artificial intelligence is an open and inclusive innovation ecosystem, and its development depends on the cooperation between researchers, developers and enterprises from different backgrounds and fields. He suggested building four major ecosystems of talent, technology, industry and investment to promote the sustainable development of general artificial intelligence.
Empowering the production line and promoting high-quality development of enterprises
Express logistics serves millions of households, connects thousands of cities and hundreds of industries, and has long links, wide coverage, and large amounts of data, making it an important battlefield for the application of artificial intelligence.
Ma Junsheng, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, has long been concerned about the changes that artificial intelligence has brought to the logistics industry. He introduced that in the express logistics industry, we can focus on "intelligent customer service" to provide multi-scenario, one-stop, traceable intelligent supply chain solutions; focus on "intelligent operation" to strengthen the construction of intelligent and digital integrated sorting and processing systems, and intelligently and dynamically arrange transportation resources; focus on "intelligent safety" to monitor the entire process of receiving, transporting and delivering, and use intelligent security inspections to automatically identify problematic packages and deal with them in a timely manner.
The application scenarios of artificial intelligence in the logistics industry are constantly enriched. These applications not only improve the operational efficiency of the logistics industry, but also optimize the service experience. But at the same time, the application of artificial intelligence in the logistics industry also faces some challenges. "Issues such as data security and privacy protection need to be paid attention to; system connection is difficult, and there is still a gap between enterprises, industries and upstream and downstream links; enterprises have increased their investment in innovation and research and development, equipment and facilities, and high-end talents, and some enterprises are under great operating pressure." Ma Junsheng said.
Ma Junsheng suggested strengthening top-level planning, establishing and improving standards for hardware facilities, operation management, information specifications, etc., strengthening risk prevention for the aggregation of related data, and guiding the industry and its upstream and downstream to establish a sharing and cooperation mechanism; increasing policy support, using financial support, tax incentives, pilot demonstrations, etc. as a means to accelerate the application of new models and technologies such as unmanned vehicles, unmanned warehouses, and low-altitude economy, strengthen support for artificial intelligence chain leader companies, and vigorously strengthen the training of compound talents; focus on promoting the construction of large models, integrating government and enterprise resources to jointly build a large language model specifically for the logistics supply chain, and accelerate the formation of a national logistics information data chassis.
Artificial intelligence has also shown great potential in empowering the new energy vehicle industry, bringing many innovations and developments to automobile manufacturing, driving and the entire transportation system.
How does artificial intelligence enable the intelligent manufacturing of new energy vehicles? Sun Zhiqiang, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Guangzhou Ruisong Intelligent Technology Co., Ltd., said that on the one hand, enterprises use "deep learning + machine vision technology" for identification, positioning, measurement, and detection in production and manufacturing, using machines instead of human eyes to make judgments, thereby improving the level of intelligent production; on the other hand, intelligent digital platforms can be put into production line monitoring systems, equipment operation and maintenance management systems, etc., to ensure the stability and consistency of product quality and greatly improve production efficiency.
"In recent years, the transformation path of the automobile industry has advanced in depth towards electrification, networking and intelligence, becoming an important battlefield for the commercialization of artificial intelligence and interactive technology. Artificial intelligence technology and the development of new energy vehicles are in a trend of integration, symbiosis and mutual promotion. In the future, the innovative development of a new generation of artificial intelligence will provide new impetus for the upgrading and high-quality development of China's new energy vehicle industry." Sun Zhiqiang said.
Members generally believe that as long as China faces problems, builds on its strengths, overcomes its weaknesses, and advances in a systematic manner, it can fully take the initiative in the development of artificial intelligence and seize the strategic commanding heights of global artificial intelligence development.
