recently, the national standard

"new energy vehicle operation safety performance inspection procedure" released

it will be officially implemented on march 1, 2025

this standard will become

inspection standards for annual inspection of new energy vehicles

the regulations apply not only to pure electric vehicles

plug-in hybrid

(including extended range) vehicles

it is expected to affect more than 20 million vehicles nationwide.

it affects owners of new energy vehicles!

the biggest change in the new regulations is

power battery safe charging detection and

electrical safety testing has become a mandatory inspection item

at the same time, it will also

drive motor, electronic control system and electrical safety, etc.

safety features are tested.

tailor-made for new energy vehicles

battery charging temperature becomes a must-check item

the latest statistics from the ministry of public security show that by the end of june 2024, the number of new energy vehicles in my country will have reached 24.72 million, accounting for 7.18% of the total number of vehicles. in this context, a "tailor-made" physical examination plan for new energy vehicles will help promote the detection of vehicle hidden dangers and prevent them before they occur.

compared with traditional fuel vehicles, new energy vehicles have added power batteries, motors, electronic controls and other components. the previous annual inspection standards cannot effectively detect the operating conditions of the core components of new energy vehicles.

according to the current annual vehicle inspection standard "motor vehicle safety technical inspection items and methods", the annual inspection of passenger vehicles, including new energy vehicles, mainly includes vehicle appearance, safety devices, chassis and brakes. for traditional fuel vehicles, it is possible to accurately determine whether they can be driven on the road safely; but for new energy vehicles, the three-electric system that affects the core of vehicle safety has not been effectively checked.

new inspection items

according to the new regulations, the safe charging test and electrical safety test of the power battery of new energy vehicles will become mandatory inspection items. for the operation of new energy vehicles, the temperature and voltage of the power battery during charging and discharging will become inspection items.

the industry pointed out that with the rapid development of new energy vehicles, new energy vehicle fires, loss of control and other accidents and operational safety issues have become increasingly prominent. strengthening safety inspections is not only an inevitable requirement for the development of the industry, but also an important measure to ensure public safety. the implementation of the new testing standards will improve the safety of new energy vehicles and reduce the probability of accidents. at the same time, it will also support the aftermarket supervision and services of new energy vehicles and help promote the application of new energy vehicles in china.

some local relevant departments have started to implement

the regulations clearly require that the maximum charging and discharging temperatures of lithium iron phosphate batteries and ternary lithium batteries should not exceed 65°c and 60°c respectively. in addition, among the optional inspection items, the temperature of the new energy vehicle drive motor should not exceed 175°c, and the temperature of the motor controller and dc/dc converter should not exceed 95°c.

"the implementation of the new standard requires multiple departments to jointly build a safety line to ensure the safe use of vehicles." liu xiangyang, chief of the certification and testing section of the bengbu municipal supervision bureau, said that currently, the annual vehicle inspection time is stipulated by the public security department. the biggest change in the new regulations is that the power battery safe charging inspection and electrical safety inspection have become mandatory inspection items. at the same time, the safety characteristics of the drive motor, electronic control system and electricity safety will also be inspected.

after the new standard is issued, the bengbu municipal administration for market regulation will take the lead in jointly supervising with the public security department and the environmental protection department. after the vehicle inspection enterprises independently build and apply for it, they will cooperate with the provincial bureau to do a good job in the enterprise's cma (china metrology certification) qualification certification work. a series of supporting regulations will also be issued for the qualification certification work.

【industry impact】

it is expected to help make new energy vehicle insurance premiums more reasonable

"the introduction of inspection regulations may have an impact on premium pricing." an automotive industry insider pointed out that the introduction of inspection regulations will have a potential impact on insurance companies' underwriting of new energy vehicles. for example, the inspection standards for systems such as the three electric systems will help insurance companies more accurately assess the risks of new energy vehicles, thereby optimizing the design and pricing strategies of insurance products. through these detailed inspection items, insurance companies can more accurately identify and quantify the risks of new energy vehicles, improve the accuracy and efficiency of claims assessment, and reduce claims disputes caused by information asymmetry. insurance companies can also adjust premiums based on inspection data to reflect the actual risk level of the vehicle, thereby achieving fairer premium pricing.

at the same time, the implementation of the inspection procedures will promote the standardized development of the new energy vehicle testing market, and will also be conducive to the cooperation between insurance companies and new energy vehicle companies to jointly develop exclusive insurance products to meet the special needs of the new energy vehicle market.
