according to the people's daily, on september 25, the tangshan intermediate people's court of hebei province held a public trial of the case of embezzlement and bribery of tang shuangning, former party secretary and chairman of china everbright group co., ltd.

the people's procuratorate of tangshan city filed an indictment alleging that in april 2003, the defendant tang shuangning took advantage of his position as the director of the first banking supervision department of the people's bank of china to take public property worth rmb 3.015 million in his custody and use. from 2000 to 2017, the defendant tang shuangning took advantage of his positions as the director of the first banking supervision department of the people's bank of china, member of the party committee and vice chairman of the china banking regulatory commission, secretary of the party committee and chairman of china everbright group co., ltd., and secretary of the party committee and chairman of china everbright bank co., ltd. to provide assistance to relevant units and individuals in matters such as job adjustments and loan acquisition, and illegally accepted property totaling more than rmb 11.02 million directly or through others. the procuratorate requested that tang shuangning be held criminally responsible for the crimes of embezzlement and bribery.

during the trial, the procuratorate presented relevant evidence, the defendant tang shuangning and his defense counsel conducted cross-examination, and the prosecution and defense fully expressed their opinions under the auspices of the court. tang shuangning made a final statement and expressed his guilt and remorse in court.

at the end of the trial, the court announced a recess and the verdict will be announced at a later date.

investigation after 5 years of retirement

on july 15, 2023, according to the website of the central commission for discipline inspection and the national supervisory commission, tang shuangning, former party secretary and chairman of china everbright group co., ltd., was suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the central commission for discipline inspection and the national supervisory commission. it is understood that tang shuangning had been retired for more than five years at that time.

public information shows that tang shuangning was born in beizhen city, liaoning province in october 1954. he is a manchu and graduated from dongbei university of finance and economics in 1982. in his early years, he worked in shenyang branch of china construction bank and shenyang branch of the people's bank of china. in 1997, he joined the people's bank of china and served as director of the credit management department, director of the currency gold and silver bureau, and director of the first banking supervision department.

in 2003, the china banking regulatory commission was established. tang shuangning served as the former vice chairman and party committee member of the cbrc, and concurrently served as director of the banking supervision department until august 2004.

in june 2007, tang shuangning left the cbrc and became the chairman and party secretary of china everbright (group) corporation. in december 2014, china everbright (group) corporation was restructured from a wholly state-owned enterprise to a joint-stock company and renamed china everbright group co., ltd., with tang shuangning continuing to serve as chairman and party secretary.

in december 2017, tang shuangning ended his 10-year career at everbright and retired. it is reported that tang shuangning loved calligraphy, poetry and other literary creations. he called his calligraphy "flying cursive script" and joined some literary groups under the pen name "shuang ning". whether in office or after retirement, he often participated in relevant social activities, and his works have been exhibited in many famous art galleries, painting academies and museums.

it is worth mentioning that after tang shuangning retired, his successor, li xiaopeng, former vice chairman and general manager of china merchants group, was also dismissed. li xiaopeng worked at everbright group for more than four years, retired in march 2022, and was officially announced to be investigated in april 2023.

on january 6, 2024, the central commission for discipline inspection and the national supervisory commission opened an investigation into tang shuangning’s serious violations of discipline and laws, and tang shuangning was expelled from the party.

tang shuangning has seriously violated the party's political discipline, organizational discipline, discipline on integrity and discipline in life, constituted serious violations of duty and was suspected of corruption and bribery, and did not stop after the 18th cpc national congress. the nature of his behavior is serious and the impact is bad, and he should be dealt with seriously. according to relevant regulations, after the central commission for discipline inspection standing committee meeting studied and reported to the cpc central committee for approval, it was decided to expel tang shuangning from the party; cancel the benefits he enjoys according to regulations; confiscate his illegal gains; and transfer his suspected crimes to the procuratorate for examination and prosecution in accordance with the law, and transfer the property involved.

on january 15, 2024, the supreme people's procuratorate decided to arrest tang shuangning in accordance with the law. on april 12, 2024, the hebei procuratorate filed a public prosecution against tang shuangning for suspected embezzlement and bribery in accordance with the law.
