during world war ii, according to the then japanese government's "resolution on importing chinese laborers into the japanese mainland", about 39,000 chinese laborers were forcibly taken to japan. among them, 3,765 chinese laborers were forced to work in the workplaces of mitsubishi mining corporation, the predecessor of mitsubishi materials corporation, and its contracting companies (including contracting companies of mitsubishi mining corporation's subsidiaries), and 722 chinese laborers died. in order to resolve this historical legacy, after unremitting efforts by civilians from china and japan, mitsubishi materials corporation reached a settlement agreement with three chinese labor representatives in june 2016, acknowledging its historical facts of human rights violations, expressing sincere apology, and paying 100,000 yuan in apology money to each chinese laborer or their surviving family members.
in september 2019, the china human rights development foundation signed a trusteeship agreement with japan's mitsubishi materials corporation to formally establish the "history, human rights, and peace" fund. so far, 185.7 million yuan in apology money has been distributed to 1,857 chinese laborers or their families.
