first, we will speed up the improvement of arbitration legal system and rules. at present, the ministry of justice is promoting the revision of the arbitration law, and the draft revision has been discussed and approved in principle at the state council executive meeting. this revision of the arbitration law is a comprehensive revision of my country's arbitration law since its promulgation 30 years ago. it is mainly aimed at solving outstanding problems in the arbitration system and practice, actively benchmarking international advanced rules, and enriching and improving the relevant content of the foreign-related arbitration system. the goal is to improve and perfect the arbitration legal system with chinese characteristics and integrated with international common rules, strive to enhance the international influence of my country's arbitration, and better play the role of arbitration in serving economic and social development and expanding opening up.

second, we will solidly promote the construction of arbitration credibility. with the rapid development of my country's economy and society, arbitration has also developed very rapidly. at present, my country has established 282 arbitration institutions, with more than 80,000 arbitrators and institutional staff, and has handled more than 5 million cases with a total amount of more than 8 trillion yuan. the parties involved in more than 100 countries and regions around the world. among them, in 2023 alone, arbitration institutions across the country handled 607,000 arbitration cases, an increase of 27.8% year-on-year, and the total amount of the subject matter was 1.16 trillion yuan, an increase of 17.7% year-on-year. it can be seen that the development is indeed very rapid and very effective. in the next step, the ministry of justice will work hard on the credibility of arbitration, because credibility is the vitality of arbitration. it is necessary to further improve the construction and operation mechanism of arbitration institutions, comprehensively strengthen the supervision and management of arbitration institutions and arbitrators, and strive to provide the people with better quality and more efficient arbitration services.

the third is to effectively enhance the international competitiveness of arbitration. the ministry of justice is now actively promoting the construction of the international commercial arbitration center. in 2023, the eight arbitration institutions in the pilot areas handled a total of 79,000 cases with a total amount of 600 billion yuan, accounting for 52% of the total amount in the country; the number of foreign-related cases handled accounted for 72% of the total number of foreign-related cases in the country, and the amount accounted for 69% of the total amount of foreign-related cases in the country. since its launch in 2022, the construction of the international commercial arbitration center has been advancing rapidly and has achieved positive results.

yang xiangbin said that in the future, the ministry of justice will further promote the construction of the international commercial arbitration center. in accordance with the deployment requirements of the third plenary session of the 18th cpc central committee, it will focus on cultivating a group of world-class arbitration institutions, launch a project to cultivate world-class arbitration institutions, build a brand of world-class arbitration institutions, and promote arbitration to better play a positive role in serving high-quality development and high-level opening up.
