announcement on the 2024 open recruitment of public institutions affiliated to beijing municipal development and reform commission
in accordance with the spirit of the document "implementation measures for the open recruitment of staff in beijing's public institutions" (beijing human resources and social security bureau [2010] no. 102) and the requirements of the "notice on doing a good job in the open recruitment of public institutions in the city in 2024" issued by the beijing municipal human resources and social security bureau, combined with work needs, we are now publicly recruiting 1 public institution staff member. the relevant matters are announced as follows:
1. recruitment positions
policy analysis position at beijing counterpart assistance and economic cooperation service center (see appendix 1 for professional requirements and job responsibilities).
ii. registration requirements
1. support the leadership of the communist party of china and have a firm political stance.
(2) uphold and abide by the constitution and laws and regulations of the people's republic of china, practice the core socialist values, be honest and trustworthy, have good conduct, and abide by rules and disciplines.
(3) they must meet the academic qualifications, majors, and other requirements for the position, be in good health, and have the physical and psychological qualities to adapt to the requirements of the position.
(iv) the 2024 graduates refer to the 2024 graduates of ordinary colleges and universities who are included in the national unified enrollment plan (excluding commissioned students and targeted students) and graduate on time and obtain the corresponding academic degrees. students from beijing refer to graduates with permanent residence in beijing, excluding graduates who move their residence to the school's collective household registration to study in beijing institutions.
those who have obtained a foreign degree and completed the academic degree certification by the education department between january 1, 2024 and september 12, 2024, and have a permanent residence in beijing, but have not yet found a job, can apply for this recruitment position.
fresh graduates are required to be non-employed while in school, that is, they have not established a labor or employment relationship with any unit while in school and have not paid social insurance.
social personnel must have 2 years or more of work experience, have a permanent residence in beijing and have personnel and administrative relations in beijing.
(v) applicants for undergraduate programs must be 24 years of age or younger (born on or after january 1, 2000); applicants for master’s programs must be 28 years of age or younger (born on or after january 1, 1996); applicants for doctoral programs must be 32 years of age or younger (born on or after january 1, 1992); and applicants from the public must be 35 years of age or younger (born on or after january 1, 1989).
(vi) those who have any of the following circumstances are not allowed to apply: those who have been subject to criminal punishment; those who have been expelled from the party or the school; those who have been found to have committed fraud or other serious violations of examination and recruitment discipline in the recruitment of public officials at all levels; those who are suspected of violating disciplines and laws and are under investigation and no conclusion has been reached; those who are under disciplinary action; and those who have other circumstances stipulated by laws and regulations that prohibit them from being employed as staff members of public institutions.

iii. recruitment procedure
1. online registration
1. application materials
(1) fill in the "2024 open recruitment application form of beijing counterpart assistance and economic cooperation service center" (appendix 2) truthfully, and print it out and sign it by hand.
(2) id card (front and back), household registration booklet (front page and personal page; if the household registration is collective, a copy of the front page of the collective household registration booklet with the official seal of the competent department is also required), and nationally recognized academic degree certificates. for 2024 graduates who have not yet obtained the corresponding academic degree certificates, they must provide a graduate employment recommendation form with the school's seal and a transcript with the school's academic affairs department's seal. those who have returned from studying abroad must provide a foreign academic degree certification issued by the ministry of education's overseas study service center, and a recent one-inch bareheaded blue background photo (the above materials should be attached to the registration form).
(3) photos must be provided in jpg format, and other materials must be provided in pdf format.
2. registration method
the registration materials should be sent in a compressed package to [email protected]. the email name should be in the uniform format of “name + position title”. 3. registration period
please submit materials within the specified registration period from the date of announcement to 17:00 on september 12, 2024. submissions made after the deadline will be invalid.
(ii) qualification review
the qualification review process runs through the entire open recruitment process. applicants are responsible for the authenticity of the materials they provide. those who provide false information or forge relevant materials will be disqualified immediately upon discovery. those who have completed the employment procedures will have their employment cancelled and will bear all the consequences arising therefrom.
3. written examination
the written test is a closed-book test to test the public basic abilities of the candidates. the written test scores are based on a 100-point system, with a passing score of 60 points. only candidates who pass the written test are eligible to enter the interview stage. the written test results will be announced on the website of the beijing municipal development and reform commission (https://fgw.beijing.gov.cn/). the specific time and location of the written test will be notified separately.
(iv) interview
the interview focuses on the comprehensive ability and job matching of the applicants. the interview score is based on a 100-point system, with a passing score of 60 points. the interviewees for each recruitment position are determined in a ratio of 1:5 from high to low according to the written test scores. if the ratio does not reach 1:5, the actual number of candidates with scores not lower than the passing score will participate in the interview. interviewees are required to participate in a mental health assessment.
the specific time and location of the interview will be notified separately. the written test score accounts for 40% and the interview score accounts for 60% of the weight. the comprehensive score is announced on the website of beijing municipal development and reform commission (https://fgw.beijing.gov.cn/). candidates for physical examination and inspection are determined in a 1:1 ratio.
5. physical examination
those who are determined to take the physical examination must go to the designated hospital to complete the physical examination within the specified time. the physical examination standards refer to the "general standards for physical examination for civil servant recruitment". those who pass the physical examination will be included in the inspection objects.
(vi) inspection
this unit organizes the personnel department to conduct inspections at the colleges or work units where the inspection subjects are located, review personnel files, talk with relevant comrades, verify relevant circumstances, and understand their political performance, moral character, learning ability, etc.
(vii) replacement
in the event that the physical examination or assessment is unsatisfactory, or the applicant voluntarily gives up the position, the vacancy will be filled in descending order of comprehensive scores among those who have passed the interview.
(viii) publicity
those who pass the physical examination and assessment will be announced as candidates for employment on the website of beijing municipal development and reform commission (https://fgw.beijing.gov.cn/) for 7 working days. no replacement will be made after the announcement begins.
9. handling employment procedures
for those who have no problems reflected in the public notice or whose problems reflected do not affect their employment, the employment procedures shall be handled. the employed personnel shall sign the employment contract of the public institution with the unit in accordance with the regulations.
a probation period and a service period are implemented for fresh graduates. those who fail the probation period assessment will be disqualified from employment and their files will be transferred to a talent service agency.
(x) welfare benefits
the positions to be recruited this time are formal positions in public institutions and will implement beijing’s wage and benefits system for public institutions.
iv. precautions
