subsidy implementation rules
in order to implement the national car trade-in subsidy policy, according to the requirements of the "notice of the ministry of commerce, the ministry of finance and other 7 departments on issuing the "implementation rules for car trade-in subsidy" (shangxiaoxing letter [2024] no. 75) and the "notice of the ministry of commerce and other 7 departments on further improving the work related to car trade-in" (shangxiaoxing letter [2024] no. 392), these rules are formulated in combination with the actual situation in yunnan province.
chapter i subsidy scope and standards
article 1 from april 24, 2024 (inclusive) to december 31, 2024 (inclusive), individual consumers who scrap fuel passenger cars with emission standards of national iii or below or new energy passenger cars registered before april 30, 2018 and purchase new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less that are included in the "catalogue of new energy vehicle models for vehicle purchase tax reduction and exemption" of the ministry of industry and information technology will be given a one-time fixed-amount subsidy. among them, for scrapping the above two types of old cars and purchasing new energy passenger cars, a subsidy of 20,000 yuan will be given; for scrapping fuel passenger cars with emission standards of national iii or below and purchasing fuel passenger cars with a displacement of 2.0 liters or less, a subsidy of 15,000 yuan will be given. eligible subsidy applications submitted from april 24, 2024 (inclusive) to january 10, 2025 (inclusive) will be subsidized according to this standard.
article 2 passenger cars refer to small and micro passenger cars registered with the public security traffic management department. national iii and lower emission standard fuel passenger cars refer to gasoline passenger cars registered before june 30, 2011 (inclusive), diesel passenger cars registered before june 30, 2013 (inclusive), and other fuel types of passenger cars.
the national iii and below emission standards are divided by time. cars registered before the full implementation of the national iv emission standards, that is, gasoline passenger cars registered before june 30, 2011 (inclusive), diesel passenger cars registered before june 30, 2013 (inclusive) and other fuel types of passenger cars, are all included in the scope of this national iii and below car trade-in subsidy. imported cars are implemented in the same way.
article 3 the applicant may scrap the old car and purchase a new car between april 24, 2024 (inclusive) and december 31, 2024 (inclusive). the scrapped old car should be registered in the name of the applicant before july 25, 2024 (inclusive). the purchased new car should be registered in the name of the applicant during the subsidy application review period.
the "certificate of scrapped motor vehicle recycling", "certificate of motor vehicle cancellation", "motor vehicle sales unified invoice" and "motor vehicle registration certificate" should be obtained between april 24, 2024 (inclusive) and december 31, 2024 (inclusive).
chapter ii subsidy application
article 4 the automobile scrapping and renewal subsidy is an ex post subsidy. consumers apply for the subsidy after scrapping their old cars and purchasing new ones. the application period is from april 24, 2024 (inclusive) to january 10, 2025 (inclusive).
article 5 application methods: individual consumers who apply for automobile scrapping and renewal subsidies should apply online by logging into the national automobile circulation information management system website or the "car trade-in" applet of alipay, douyin, wechat, and unionpay (hereinafter referred to as the car trade-in platform).
article 6 application materials: applicants shall fill in personal identity information, bank account information, the vehicle identification code (vin code) of the scrapped car, the vehicle identification code (vin code) of the new car on the car trade-in platform, upload identity documents, the "scrapped motor vehicle recycling certificate" and "motor vehicle cancellation certificate" of the scrapped car, the "motor vehicle sales unified invoice" and "motor vehicle registration certificate" of the new car, and other original photos or scanned copies, and submit subsidy applications to the subsidy acceptance place (i.e. the place where the "motor vehicle sales unified invoice" is issued).
article 7 individual consumers who meet the conditions for automobile scrapping and renewal subsidies can apply for subsidies once for each old car they scrap and purchase a new one. the same old car or the same new car can only participate in the scrapping and renewal subsidy application once. the same new car cannot enjoy the automobile scrapping and renewal subsidy and the automobile replacement and renewal subsidy repeatedly.
chapter iii subsidy review
article 8 subsidy review is conducted on the management side of the car trade-in platform, and the provincial and municipal commerce bureaus are responsible for accepting and reviewing subsidy applications (including information review and final review at the place of acceptance) according to their jurisdiction. the provincial and municipal commerce bureaus should complete the acceptance and review of subsidy applications submitted by consumers within the time limit required by the platform.
article 9 acceptance. the municipal or city commerce bureau of the accepting place shall check whether the information submitted by the applicant is corresponding, complete, clear and identifiable on the automobile trade-in platform, and conduct an initial inspection to see whether the content of the information meets the subsidy conditions. those who meet the conditions shall be accepted, and those who do not meet the conditions shall be returned for correction and feedback on the correction information requirements. if the correction is returned, the applicant may correct the information through the original application channel before the subsidy application deadline.
article 10 information review. the local prefecture-level bureau of commerce shall conduct information review on the car trade-in platform according to the scrap car recycling place, scrap car registration place, new car "motor vehicle sales unified invoice" issuance place, and new car registration place. if there are inconsistencies in the compared information during the review process, the prefecture-level bureau of commerce will conduct offline verification together with relevant departments and complete the online review in a timely manner. if the information review fails, the reason should be reported on the car trade-in platform.
article 11 final review at the place of acceptance. after the review of all information contents is completed, the commerce bureau of the place of acceptance shall conduct the final review at the place of acceptance based on the information review records. if the applicant fails the final review at the place of acceptance, he/she may correct the information before the deadline for subsidy application.
chapter iv subsidy payment
article 12 the provincial department of commerce shall summarize the subsidy application information finally reviewed by the commerce bureaus of each prefecture and city in batches, and after conducting random checks and re-examinations together with the relevant provincial departments, submit subsidy fund arrangement opinions (subsidy list) to the provincial department of finance, and copy it to the yunnan supervision bureau of the ministry of finance and the provincial development and reform commission.
article 13 the provincial department of commerce shall organize cooperative enterprises to distribute subsidy funds to the applicants' personal bank accounts based on the subsidy list reviewed and approved by the provincial department of finance.
article 14 the provincial department of commerce will feedback the subsidy distribution situation to the provincial and municipal bureaus of commerce in batches, and the provincial and municipal bureaus of commerce will complete the subsidy distribution information confirmation on the car trade-in platform.
chapter v supplementary provisions
article 15 the provincial department of commerce will work together with relevant provincial, municipal and county-level departments to implement the automobile scrapping and renewal subsidy policy.
article 16 these rules shall be interpreted and revised by the provincial department of commerce together with relevant departments.
