Beijing: Planning leads the two-round action plan for the governance of the Huitian large community to awaken the "sleeping city"

Covering an area of ​​63 square kilometers and with a permanent population of more than 800,000, the two large communities of Huilongguan and Tiantongyuan located in the north of Beijing once had traffic congestion, imbalance between work and residence, and inadequate supporting facilities, making them the most challenging "experimental fields" for Beijing's grassroots governance.
In August 2018, the Huitian Three-Year Action Plan was launched, and 117 projects were constructed as scheduled. In July 2021, a new round of action plans were released to continuously fill the gaps in infrastructure and public services. The subsequent release of the Huitian District Control Detailed Plan became an important support for the action plan. In just a few years, the Huitian District has changed dramatically, and the former "sleeping city" has accelerated its transformation into a livable, vibrant, and happy city.
The road to governance starts with unblocking

In the past, he was troubled by commuting every day: during the morning rush hour, the bus was often stuck at Xi'erqi Street, and the subway queue was more than 20 minutes to enter the station; during the evening rush hour, the traffic was blocked at Beijiao Farm Bridge for half an hour.
Due to the low road network density, large population and obvious tidal traffic flow, the daily congestion time in Huitian area once exceeded 8 hours. Over time, it was labeled a "sleeping city" and a "traffic jam city".
"There are two statements from residents that particularly impressed me. One is, 'Whether the Huitian Plan will work depends on whether Lincui Road is open.' This refers to the breakpoint of Lincui Road that has been shelved for 12 years. Another is the term 'people in the jar.' The residents of Huilongguan jokingly call themselves people in a jar, because the inside is very big, but the opening for getting out is very small." A relevant person in charge of the Municipal Planning and Natural Resources Commission said that these words reveal the dilemma of everyone being unable to get out or come back.
In August 2018, the municipal government formulated and issued the "Three-Year Action Plan for Optimizing and Improving Public Services and Infrastructure in Huilongguan and Tiantongyuan Districts (2018-2020)", focusing on the issues that the people are most concerned about, investing about 20 billion yuan to make up for the shortcomings of public services. Among them, Lincui Road was specifically "named" and a solemn promise was made to the people that it would be open to traffic in 2020.
On June 30, 2020, many "Guanli people" couldn't wait to drive out - this was the first day that Lincui Road was fully opened to traffic. "No more detours!" Residents in the eastern part of Huilongguan can drive directly to the North Fifth Ring Road. The motorway of the Beijiao Farm Bridge has also been widened by twice, and the congestion has been significantly alleviated.
“Eight Lists” Promote Regional Development
No traffic jams when driving, no crowded subways, no flooding on rainy days, no waiting for services, employment and medical treatment nearby, places to play chess and chat, places to jog and stroll, and places to park. These "four no's and four yes's" are the vision list of the Huitian area, and every word is written in the hearts of the residents.
Unlike the newly built areas which are a blank sheet of paper, about 80% of the Huitian District is built-up. Therefore, the Huitian District Block Control Plan proposes a "four-step" planning method of physical examination and evaluation to find problems, multi-party consultation to find needs, overall planning and policy matching, and plan formulation and promotion. The list of block problems and resources, the list of needs and visions, and the list of strategies and policies are continuously updated, and the list of block renewal tasks and projects is continuously generated.
The "Eight Lists" are dynamically incorporated into the Huitian District Action Plan to jointly promote regional development. Beijing's first bicycle lane from Huilongguan to Shangdi is one of the suggestions made by the relevant team based on previous research interviews and big data analysis. In the five years since its opening, the bicycle lane has accumulated more than 9.389 million passengers. In addition to serving tens of thousands of commuters along the route, it is also popular among cycling enthusiasts and has become a dazzling city business card.
Planning drives the plan, and the neighborhood is changing with each passing day. It is understood that since the approval of the Huitian District Control Plan in 2021, it has formed a good connection with the new round of action plans. Of the 79 projects in the planning project list, about 40 have been completed and put into use, adding about 2,100 school places, more than 800 parking spaces, 95,800 square meters of cultural and sports facilities, 73.42 hectares of green space, two bus terminals and 9.92 kilometers of roads.
Upgrading and developing high-quality development
This spring, Huitian District has a new "Internet celebrity check-in spot" - since its trial operation on April 8, the cumulative passenger flow of Super Joy City has exceeded 11.2 million. The renewal and empowerment of the business district is the key content of the new round of action plans, and the theme of Huitian District governance has been continuously upgraded from "curing big city diseases" to "seeking high-quality development".
Life in Huitian is getting more and more exciting. The Tiantongyuan Cultural and Art Center, which was launched in May 2021, covers a variety of functions including physical bookstores, libraries, cultural and artistic activity spaces, art galleries, medium and large theaters, and cultural and creative incubators, and has received more than 400,000 residents. The newly added cultural and sports facilities such as the Huilongguan Sports and Cultural Center and the Tiantongyuan Gymnasium have enriched the spiritual life of residents.
Employment in Huitian is getting more and more comfortable. In the first half of this year, the second phase of Xiaomi Smart Factory was completed and put into production, more than 100 companies settled in the second phase of Tiantong Science and Technology Park, and 40 new companies were registered on the Life Park Cluster Registration Platform. The Huitian area is accelerating the formation of an ecosystem of industry-business integration and symbiosis.
"When planning for an updated area, what is important is not to draw an ideal ultimate blueprint, but to track it dynamically over a long period of time, generate projects on a rolling basis, and promote the implementation of the plan." A relevant person in charge of the Municipal Planning and Natural Resources Commission said that under the guidance of the control plan, the Huitian area will gradually become a new home full of vitality, beauty and happiness, and an important node in serving the construction of the national science and technology innovation platform.
