At this time, a small grain officer named Wang Hu in Cao's army saw this situation and reported it to Cao Cao. Cao Cao instructed him to change the large hu to small hu when distributing grain, which resulted in complaints from Cao's army.

Seeing the seriousness of the situation, Cao Cao beheaded Wang Hu in order to calm the public anger, and announced to the army: The reason why everyone is hungry is because the grain officer Wang Hu did bad things.

Before making up his mind to kill Wang Hu, Cao Cao called him to his side and said: "I want to borrow something from you (the head) to appease the people. You must not be stingy."

Wang Hu believed that he had done nothing wrong, but Cao Cao said, "I also know that you are innocent, but if I don't kill you, the morale of the army will change."
