Recently, the Electronic Information Department of the Ministry of Industry and Information Technology announced the list of companies (eighth batch) that are expected to be announced as meeting the "Standardized Conditions for the Lithium-ion Battery Industry" (hereinafter referred to as the "Standardized Conditions"). 27 companies including Phylion Power Co., Ltd., Zhejiang Xinwanda Electronics Co., Ltd., and Contemporary Amperex Technology Co., Ltd. were shortlisted.

67 companies have entered the "white list"

The Electronic Information Department of the Ministry of Industry and Information Technology announced that according to the "Standard Conditions for the Lithium-ion Battery Industry (2024 Edition)" and the "Management Measures for Standard Announcements of the Lithium-ion Battery Industry (2024 Edition)", after voluntary declaration by enterprises, recommendation by provincial competent authorities, expert review, on-site verification and other procedures, the list of enterprises that meet the "Standard Conditions" (the eighth batch) is now announced for public display.

According to the list of companies to be announced, there are 27 companies shortlisted, including 7 small power battery (including electric bicycle) companies and 12 large power battery companies. The announcement period ends on August 23.







Nanduwan Finance reporter found that in March 2017, the Ministry of Industry and Information Technology announced the first batch of companies that met the "standard conditions", and then announced several batches. So far, seven batches of lithium battery companies have entered the "white list". Statistics of these seven batches of lithium battery companies show that a total of 67 companies have been shortlisted, covering power battery companies, energy storage battery companies, consumer battery companies, positive and negative electrode material companies, etc.

It is worth mentioning that compared with the previous seven batches, the power battery companies in the eighth batch of "white list" announced this time made a distinction between large power batteries and small power batteries (including electric bicycles).

The so-called small power batteries mainly refer to lithium-ion batteries used in electric bicycles, electric scooters, electric balance vehicles and other fields, and their battery pack rated energy usually does not exceed 5kWh. Large power batteries mainly refer to lithium-ion batteries used in electric vehicles, electric ships, electric aircraft and other fields.

An industry insider told Nanduwan Finance reporter: "Previously, the product types in the whitelist were relatively general and not subdivided. This year, due to the '2.23' fire accident in Nanjing, the Ministry of Industry and Information Technology began to pay attention to lithium batteries for electric bicycles, and from the eighth batch onwards, they were singled out and subdivided."

"Standard Conditions" highlights the requirements for lithium batteries for electric bicycles

A reporter from Nanduwan Finance found that in the latest version of the "Standard Conditions" published in June this year, power batteries are also subdivided into small power batteries and large power batteries.

The first version of the "Normative Conditions" was published in September 2015, aiming to strengthen the management of the lithium-ion battery industry, improve the level of industry development, guide industrial transformation and upgrading and structural adjustment, and promote the sustainable and healthy development of the lithium-ion battery industry.

Since then, the Ministry of Industry and Information Technology has revised the document three times in 2018, 2021 and June this year. The latest version of the "Specification Conditions" has improved some technical index requirements, strengthened the safety management of lithium-ion batteries, highlighted the requirements for lithium-ion batteries for electric bicycles, and added content related to the carbon footprint accounting of lithium-ion batteries.

Among them, regarding lithium-ion batteries for electric bicycles, the "Specification Conditions" clearly define the performance, safety and quality management requirements for small power batteries.

Regarding the carbon footprint accounting of lithium-ion batteries, the new version of the "Normative Conditions" states that companies should carry out carbon footprint accounting of lithium-ion batteries in accordance with relevant policies and standards. Companies are encouraged to strengthen resource recovery and comprehensive utilization design during the product development stage, and to do a good job in comprehensive resource management throughout the life cycle of lithium-ion battery production, sales, use, and comprehensive utilization.
