"The parking spaces for charging piles are occupied by fuel vehicles, so electric vehicles can't be charged." Recently, Ms. Zhang, a citizen, called the Wendu News Hotline 88868886 to report that many parking spaces for charging piles in the underground parking lot of the West Square of Wenzhou South Railway Station were occupied by fuel vehicles, making it impossible for new energy vehicles to be charged.
17 fuel vehicles parked in 28 charging parking spaces
Ms. Zhang said that this summer, she took her children out for fun on the train many times, and drove her new energy vehicle to the underground parking lot of the West Square several times to find a charging spot. "There was not a single empty parking spot, mainly because many of these charging parking spots were occupied by fuel vehicles, which brought inconvenience to electric vehicle owners. The utilization rate of charging parking spots is too low. Is there some problem in management?"
The reporter went to the underground parking lot of the West Square and found that there were two types of charging piles: slow charging and fast charging. The slow charging piles were set up in a circle in the middle of the parking lot, with one pile having four charging guns; the fast charging piles were set up against the wall, with one fast charging pile for every other parking space. In the slow charging area, all 28 parking spaces were full. Although there were signs above them saying "Please do not occupy charging spaces", there were still 17 fuel vehicles parked there, and none of the remaining 11 new energy vehicles were charging.
There are also several charging parking spaces in the ground parking lot of the West Plaza. Mr. Chen, an online car-hailing driver, is charging his car there. Since charging here is cheaper than outside, he basically comes early to charge when he receives a reservation.
"I've also been to the underground parking lot, but there are no empty spaces for charging. We need fast charging, so slow charging is useless." Mr. Qiu, who was also waiting for customers in the ground parking lot at the West Plaza, also "complained", "There are no empty charging spaces in the underground parking lot."
“Some management measures have been introduced, but it depends more on the self-consciousness of car owners.”
The West Square parking lot of Wenzhou South Railway Station is managed by Wenzhou Rail Transit Asset Management Co., Ltd. (hereinafter referred to as "Rail Transit Management Company"). The reporter went to the company's management office in the parking lot. An unnamed staff member said that the West Square parking lot has a total of 500 parking spaces, including about 60 charging spaces, including about 50 underground parking lots and 10 ground parking lots. In response to the problems raised by the citizens, the staff member said that "we are aware of this situation and have introduced some measures."
It is reported that the West Square parking lot was put into use in 2021. Due to the previous situation of charging parking spaces being occupied, the rail traffic management company has also launched a series of measures, such as posting slogans on charging parking spaces, setting up traffic cones, and strengthening personnel guidance. "But these are fine on weekdays from Monday to Thursday, but they are useless on weekends." The staff member said that since the parking lot charges 15 yuan a day, it is much cheaper than the 60 yuan a day cap at the East Square. Therefore, on weekends, people who travel by high-speed train will park their cars in the West Square parking lot. "In addition, it is summer now, and car owners are reluctant to park their cars on the ground, so underground parking lots are even more popular. If management personnel have to keep an eye on every car that comes in, it is not realistic and they cannot keep an eye on them. Charging parking spaces still rely on the self-consciousness of the majority of car owners. At the same time, we also hope that residents living nearby will try to avoid the weekend peak if they need to charge. There will still be charging parking spaces from Monday to Thursday."
"Can the management find a way to separate the parking areas for new energy vehicles and fuel vehicles, so that fuel vehicles cannot enter the new energy vehicle charging area? Will this solve the problem?" When the reporter was interviewing on the spot, many new energy vehicle owners suggested this.
