On August 16, a reporter from The Paper (www.thepaper.cn) learned from the Shanghai Municipal Communications Administration that the "Guiding Opinions on Shanghai's Information and Communications Industry Accelerating the Construction of a Low-altitude Intelligent Network to Promote the Development of the City's Low-altitude Economy" (hereinafter referred to as the "Guiding Opinions") was officially issued on August 15.

The guiding opinions propose to give full play to the leading role of new technologies such as 5G-A, build a low-altitude intelligent network that continuously covers the entire low-altitude flight routes and integrates communication and perception to serve the development of the low-altitude economy, provide low-altitude information services, explore innovative applications at low altitudes, serve the needs of low-altitude airspace supervision, etc., help the prosperity and development of Shanghai's low-altitude economy, and create a "Sky City" with global influence.
By 2026, a low-altitude communication network with continuous coverage of the entire low-altitude flight routes in Shanghai will be initially built to meet the needs of low-altitude flight data and high-definition video image backhaul, and at the same time have the ability to overlay perception upgrades; formulate technical standards and construction specifications for low-altitude communication networks, and include the construction of low-altitude communication networks for low-altitude public communication services and low-altitude flight service applications in the requirements of co-construction and sharing management, to ensure the right of low-altitude aircraft and low-altitude flight operators to make independent choices; encourage information and communication companies to actively participate in the construction of a low-altitude flight supervision service platform, to realize the monitoring and management of low-altitude aircraft such as drones, and to provide low-altitude flight operators with diversified information services such as navigation positioning, route planning, and risk warnings.
Relying on the continuous coverage of 5G-A low-altitude intelligent network, by 2026, the scale application of aviation emergency rescue and logistics distribution will be initially realized, and low-altitude routes for logistics distribution and other scenarios will be created on demand. Explore the commercial operation mode of urban air traffic, and take the lead in conducting low-altitude commuting, low-altitude cultural tourism and other application pilots in key areas such as Jinshan Low-altitude Collaborative Management Demonstration Zone, Pudong New Area and Qingpu District.
The guidelines also clearly define ten key tasks, including focusing on the construction of 5G-A low-altitude communication networks, deploying 5G-A low-altitude perception networks on demand, exploring satellite-ground integrated communication networks, and promoting innovative applications of low-altitude economy. These tasks include: In 2024, the Jinshan Low-altitude Collaborative Management Demonstration Zone, Pudong New Area, Qingpu District and other key areas will be the first to achieve full coverage of low-altitude flight routes and create low-altitude communication demonstration routes. In 2025, continuous coverage will be achieved in hot flight route areas in the city to support large-scale operations of low-altitude services. In 2026, continuous coverage of low-altitude flight routes in Shanghai will be achieved.
In 2026, in other areas of Shanghai, in accordance with the principle of communication network first and perception network superposition on demand, the 5G-A low-altitude interawareness integrated network coverage will be gradually promoted; comprehensive use of "Beidou + ADS-B + 5G/5G-A + satellite Internet" and other technologies will be used to provide low-altitude flight activities in Shanghai and offshore areas with continuous network coverage without blind spots, as well as three-dimensional high-precision maps, meteorological data, communication navigation and other information services; explore scenario-based industry network construction standards to meet the diversified development needs of the low-altitude economy, and take the lead in providing the country with the "Shanghai Standard" for low-altitude intelligent networks; accelerate the exploration of eVTOL urban air traffic applications such as business travel, aerial ferries, and private charter flights, expand new consumer applications such as low-altitude tourism, and take the lead in carrying out diversified low-altitude application pilots in key areas such as Jinshan Low-altitude Collaborative Management Demonstration Zone, Pudong New Area and Qingpu District, incubate innovative benchmark projects, create a low-altitude economic demonstration zone, and explore advanced operating models for light asset procurement services.
