On August 14, the Publicity Department of the Beijing Municipal Committee (Information Office of the Beijing Municipal People's Government) held the fourth press conference in the series of "Celebrating the 75th Anniversary of the Founding of New China" - a special session on the achievements of high-quality development of Beijing's state-owned assets and state-owned enterprises. The meeting was hosted by Ye Chang, Director of the External News Department of the Publicity Department of the Beijing Municipal Committee. Relevant responsible persons from the Municipal State-owned Assets Supervision and Administration Commission, Shougang Group, Beijing Energy Group, and Beichen Group introduced the situation and answered questions from reporters.

The Beijing SASAC was established in 2003 as a special agency directly under the Beijing Municipal Government to perform the duties of a state-owned asset investor on behalf of the municipal government. Currently, the Beijing SASAC supervises 45 municipal-level first-level enterprises and 8,603 enterprises of all levels, with a total number of more than 1 million employees.
Since the new era, Beijing’s state-owned assets and state-owned enterprises have thoroughly studied and implemented General Secretary Xi Jinping’s important expositions on the reform, development and party building of state-owned enterprises, resolutely implemented the decisions and deployments of the Party Central Committee and the State Council and the work requirements of the Municipal Party Committee and Municipal Government, adhered to the leadership of party building, and focused on strengthening core functions and improving core competitiveness. Deepen the reform of state-owned assets and state-owned enterprises, accelerate the development of new quality productivity, and have the courage to take responsibility and take the initiative in fulfilling the "three major responsibilities", implementing major tasks, and serving and ensuring major activities. The state-owned economy has achieved high-quality development and has become the "pillar" and "ballast stone" of the capital's economic and social development.It is specifically reflected in the following six aspects.
1. The operation quality of the state-owned economy has been significantly improved.By the end of 2023, the main economic indicators of municipal-run enterprises have doubled compared with the end of 2012, among which operating income increased by 1.6 times (from 846.48 billion yuan at the end of 2012 to 2.2 trillion yuan); total profits quadrupled (from 40.46 billion yuan at the end of 2012 to 156.9 billion yuan), with a total of 1.2 trillion yuan in taxes and fees paid and 57.405 billion yuan in state-owned capital income.
In the first half of this year, the state-owned economy continued its upward trend, with revenue and profits of municipal-run enterprises increasing year-on-year. Nine of the 12 GDP support indicators outperformed the city's overall market.
From the perspective of comprehensive corporate strength, by the end of 2023, the total assets and operating income of eight companies will exceed 100 billion yuan, and two companies will enter the Fortune Global 500.
Municipal state-owned enterprises undertake about 40% of the city’s key projects each year, and have participated in the successful completion of a number of landmark projects such as the Daxing International Airport and the “Ice Ribbon”.
2. Accelerate the cultivation of new quality productivity.Focusing on serving the construction of Beijing International Science and Technology Innovation Center, we have strengthened top-level design, mechanism innovation, financial support, and assessment linkage, and achieved major breakthroughs in scientific and technological innovation capabilities and levels.
Efforts to support scientific and technological innovation have been continuously strengthened: a series of policy documents have been formulated, including a number of measures to vigorously develop high-end industries and the Three-Year Action Plan for Scientific and Technological Innovation, a package of support policies such as treating R&D expenses as full profits have been implemented, and a pilot program for R&D reserves for state-owned enterprises has been launched first.
From 2013 to the end of 2023, the city-managed physical enterprises (excluding financial enterprises) have invested a total of 362.7 billion yuan in R&D. In the first half of this year, R&D investment reached 26.62 billion yuan, an increase of 18.4% year-on-year. The R&D investment intensity of industrial enterprises was 4.05%.
The core technology research and development was further strengthened: focusing on solving the "bottleneck" technology, an implementation plan for creating an original technology source was issued, 8 original source areas such as high-end equipment manufacturing were clarified, and the first batch of 14 enterprises were promoted to become technology leaders. The entire system has won 23 national science and technology awards and has about 56,800 valid invention patents. Two companies were selected as global "lighthouse factories". One individual and two groups won the first "National Outstanding Engineer Award".
The scientific and technological innovation system is more perfect: the construction of the "government, industry, academia, research, finance and service" innovation ecosystem is accelerated. 56 state-owned enterprises have established science and technology associations, and have carried out more than 1,000 innovative cooperation projects with universities, private technology companies and central enterprises, and achieved a number of core results. It has 95 national innovation platforms, more than 700 high-tech enterprises, and 234 "specialized, refined and new" enterprises. The implementation plan of the municipal SASAC system to promote the construction of a high-level talent base in Beijing was issued, and scientific research talents were introduced through the "dual employment" method.
The inheritance and development of time-honored brands has been upgraded: Beijing has 68 time-honored brands of state-owned enterprises, including 42 Chinese time-honored brands and 66 Beijing time-honored brands (40 of which are both Chinese and Beijing time-honored brands). We have launched a series of combined punches to support the state-owned time-honored brands to maintain integrity and innovation, create an online platform of "Beijing Enterprise Direct Sales", aggregate the time-honored brands of state-owned enterprises, introduce new products, cross-border linkage, and innovate and develop.
3. The reform of state-owned assets and state-owned enterprises is advancing in depth.We will improve and perfect the "1+N" policy system, scientifically build the "four pillars" of state-owned enterprise reform in the new era, promote the expansion of state-owned enterprise reform and improve its quality, and comprehensively implement the action plan for deepening and improving state-owned enterprise reform. As of the end of June, the reform task has achieved "half of the time and more than half of the tasks."
The layout of state-owned capital is further optimized: the investment layout in high-tech industries is continuously increased. In 2023, the revenue of high-tech industries of municipal state-owned enterprises will exceed 730 billion yuan, accounting for 33.9%, which is higher than the national average. The cultural and creative parks formed by the renovation of some old factories have become new cultural landmarks in the capital. The modern enterprise system is further improved: the board of directors is the first to study and formulate the authorization management guidelines, and the board of directors is fully established. The management system of authorization from the management level to the management level has effectively improved the operating efficiency.
The market-oriented operation mechanism has been further improved: the company system reform of the city's state-owned enterprises has been basically completed, and the number of reforms ranks third in the country. The independent market entity status of enterprises has been fundamentally established. The main task of separating the social functions of state-owned enterprises has been successfully completed. Mixed-ownership reform has been actively and steadily promoted, with the number of mixed-ownership households accounting for more than 70%, and more than 30 new listed companies have been added since 2013. All 15,000 management members have achieved term-based and contractual management. In 2023, 18 enterprises were rated as benchmarks or excellent (8 benchmarks, 10 excellent) in the evaluation of "Double Hundred Enterprises" and "Science and Technology Reform Enterprises", and the Municipal State-owned Assets Supervision and Administration Commission received an "A" grade in the overall evaluation and assessment of the three-year action plan for state-owned enterprise reform by the State-owned Assets Supervision and Administration Commission of the State Council.
4. The effectiveness of state-owned assets supervision continues to improve.We will adhere to the combination of authorization and supervision, and the unity of liberalization and good management, actively explore and improve the supervision system and mechanism, and continuously improve the level of professionalization, systematization and legalization of state-owned assets supervision.
The city's state-owned assets supervision "chess game" is being built at a faster pace: innovative centralized and unified supervision of municipal-level operating state-owned assets covering finance and culture has been achieved.
The construction of standardized supervision and systematization is constantly strengthened: the list of rights and responsibilities is revised, and the list of delegated powers is formulated. The reform of state-owned capital investment and operation companies is constantly deepened. The compliance management system of municipal-managed enterprises has achieved full coverage, the system of dispatching chief accountants has been improved, and the full implementation of the chief auditor system has been promoted. Actively build a digital and intelligent supervision system that is connected from top to bottom and online in real time. The investor supervision information platform is officially launched, and the "three major issues and one major decision" and large-scale funds dynamic monitoring have achieved the connection between the commission and the enterprise, and the "three major issues and one major decision" decision-making and operation supervision system has been extended to secondary enterprises.
The major risk prevention mechanism has been further improved: Establish and improve a responsibility accountability system covering state-owned asset supervision agencies and state-owned enterprises at all levels, and strengthen accountability for illegal operations. Strictly control non-core business investments, improve key risk warning and special team disposal mechanisms, and ensure that major business risks are controllable. Actively prevent overseas business investment risks, and study and formulate opinions on strengthening overseas state-owned asset supervision and promoting high-quality development of overseas enterprises.
Efforts were made to resolve historical issues and promote high-quality development of state-owned enterprises: "Rolling progress and solving in batches" helped state-owned enterprises recover more than 200 million yuan in historical debts, reduce more than 3 billion yuan in operating costs, and solve the livelihood issues that have troubled employees for many years.
5. Provide more effective service to safeguard the overall interests of the country and the capital.We will focus on the construction of the functions of the "four centers", strive to improve the level of "four services", and efficiently complete the service and guarantee of major tasks of the country and the capital.
Bravely taking on important tasks: To celebrate the 70th anniversary of the founding of the People's Republic of China, the parade floats, the costumes of the parade crowds, the "red ribbons" in the square, etc., all demonstrated the "ingenuity" of Beijing's state-owned enterprises; to celebrate the 100th anniversary of the founding of the Party, Beijing's state-owned enterprises successfully completed more than 300 tasks including the layout of the square activity venue, the comprehensive support of the art performance venue, the design and construction of the Exhibition Hall of the History of the Communist Party of China, etc.; during the Winter Olympics and Paralympics, Beijing's state-owned enterprises participated in the construction and operation of 8 competition venues, 16 non-competition venues and 31 supporting infrastructure in Beijing.
During the COVID-19 epidemic, Beijing's state-owned enterprises went all out to switch to and expand production of masks, negative pressure ambulances and other epidemic prevention materials, and made every effort to ensure the supply of daily necessities for citizens and the smooth operation of the city. In the face of the "23.7" heavy rainstorm disaster, the city's state-owned enterprises stepped forward at the first time, mobilizing materials and equipment to open up the "lifeline" and achieve "four connections and one guarantee". 24 municipal-managed enterprises undertook 507 post-disaster reconstruction projects with a total amount of 35.5 billion yuan.
The coordinated development of Beijing, Tianjin and Hebei has yielded fruitful results: Since the launch of the "decentralization, rectification and promotion" special action, more than 1,640 projects of various types have been completed, covering an area of more than 13.8 million square meters. Beijing's state-owned enterprises have actively participated in the construction of the city's sub-center and Xiong'an New Area, promoting the wonderful appearance of three major cultural buildings: the Art Center, the City Library, and the Grand Canal Museum. The Universal Theme Park has become a new landmark of Beijing's cultural tourism. 17 municipal-managed enterprises have invested in nearly 100 projects in Xiong'an New Area.
Good work in ensuring people's livelihood: Municipal-run enterprises have played an irreplaceable and important role in ensuring the capital's water, gas, heat, roads, transportation, and environment. They are responsible for almost all of Beijing's public transportation services, 70% of the city's water supply, 96% of sewage treatment, 95% of gas supply, 40% of heating area, 60% of garbage treatment, and daily maintenance of all municipal-run urban roads and ordinary highways.
In addition, as of now, a total of 524 industrial projects have been built in the seven provinces and regions that Beijing is supporting, creating a total employment of 176,000 people in the assisted areas.
6. The advantages of party building in state-owned enterprises are fully demonstrated.We will unswervingly improve the comprehensive and strict party governance system to provide a strong guarantee for promoting high-quality development of enterprises. We will consciously implement the requirement of "looking at Beijing from a political perspective first" and carry out concentrated learning and education within the party.
Deepen the implementation of the "two consistent principles", issue a number of institutional documents such as several opinions on upholding the Party's leadership and strengthening Party building in deepening the reform of municipal state-owned enterprises, a model text on the Party committee's pre-research of major issues and procedures, guidelines for Party branches to participate in decision-making on major issues, and a number of measures for Party building work in mixed-ownership enterprises, to promote the further organization, institutionalization and concretization of the role of Party organizations.
Focusing on integrating party building into production and operation, we implemented special actions such as "creating excellence", "three highlights, three comparisons, and three evaluations" ("highlighting standards, identities, and commitments", "comparing skills, work styles, and performance", "mass evaluation, mutual evaluation among party members, and comments from leaders"), and "strengthening party building to promote reform", and promoted highlight experiences such as "party building + dual carbon", party building in the industrial chain, party building leading the innovation of time-honored brands, and "four integrations" (the path and method of integrating party branch work into enterprise reform and development, production and operation, corporate culture, and mass work) working methods, to stimulate the endogenous motivation of grassroots party organizations and promote enterprise reform and development.
We will strengthen strategic coordination, integrate supervision resources inside and outside the system, take the lead in introducing a "six-in-one" supervision coordination mechanism (led by intra-party supervision, discipline inspection and supervision, supervision by inspection tours, supervision by investors, supervision by auditing, democratic supervision by employees, and social supervision), and formulate measures to deepen the integration of inspection tours, audit rectification, and application of results. We will organize regular, special, and cross-inspections.
Seriously investigate and deal with the "Four Evils" problems and corruption cases, strengthen supervision, discipline and accountability, and polish the foundation of clean state-owned enterprises.
