The Russian Foreign Ministry issued a statement on July 23 saying that as a partial response to Japan's continued sanctions against Russia over Russia's special military operations, Russia has decided to ban 13 Japanese citizens from entering Russia indefinitely.

The 13 people include Akihiko Tanaka, Chairman of the Japan International Cooperation Agency, Hiroshi Mikitani, founder of Japan's Lotte Group, Akio Toyoda, Chairman of Toyota Motor Corporation, and many other senior executives of well-known Japanese companies.

Russian Foreign Ministry spokeswoman Zakharova said at an event earlier in the day that Japan's sanctions against Russia to please the United States are hurting itself, and Japanese automakers are unlikely to return to the Russian market.

In June, the G7 agreed to provide Ukraine with a $50 billion loan using proceeds from Russia's frozen assets as collateral. Japanese media said Japan will take the lead in providing $3.3 billion, accounting for about 6% of the total $50 billion loan plan of the G7. Reports indicate that the G7 will approve the details of the loan plan during the G20 Finance Ministers' Meeting to be held in Brazil later this month. The United States and the European Union will each provide $20 billion in loans, and Japan, the United Kingdom and Canada will provide a total of $10 billion in loans.

According to the Russian Satellite News Agency, since March 2022, Japan has imposed personal sanctions on 1,070 Russians and 847 Russian companies and organizations, freezing assets of 310 of them and banning exports of 537 of them.
