As the forefront of China's reform and opening up, Guangdong has always been at the forefront of innovation and practice. After Guangdong launched the pilot work of the Chief Data Officer system in May 2021, it was fully implemented throughout the province in June 2023 to establish and improve data management mechanisms to promote the construction of digital government reform and the construction of a data factor market system, fully release the value of public data resources, and realize the safe and orderly circulation of data elements. Provide support. On the occasion of the second anniversary of the pilot of the Chief Data Officer system and the first anniversary of its full implementation, Southern Finance Media Group launched the "Chief Data Officer" series of interviews, focusing on how the chief data officers of the province's political and digital systems can inject new vitality into data governance and utilization with a forward-looking vision and courage, and open a new chapter in the reform of the market-oriented allocation of data elements.

In recent years, Zhuhai has vigorously promoted digital construction, taking the lead in issuing the province's first city-level data factor market-oriented allocation reform action plan, and continued to make efforts in the construction of data factor systems and mechanisms, the sharing, opening and development and utilization of public data, and the cultivation of data factor markets, and carried out a series of pilot innovations. This issue of "Chief Data Officer" interviews Zheng Dapeng, Chief Data Officer and Director of Zhuhai Municipal Government Services and Data Management Bureau, to share his experience as a chief data officer, and to discuss in depth the governance and development and utilization of public data, as well as Zhuhai's measures to optimize government services and promote the realization of "efficient completion of one thing".

“Chief Data Officers must understand economics”

Southern Finance: Promoting the establishment of a chief data officer system is an institutional arrangement for Guangdong Province to further promote the reform and construction of digital government and the construction of a data factor market system. What are your personal experiences and feelings as a chief data officer?

Zheng Dapeng: In my opinion, the chief data officer must first have an objective understanding of data. Compared with other production factors, one of the typical characteristics of data elements is zero marginal cost. Only through the aggregation and use of big data can the value of data elements be fully realized. Second, the chief data officer undertakes a lot of new work, which requires us to strengthen learning. Especially starting from 2021, the full application of big models in the data field has brought new challenges to the chief data officer in learning and applying new technologies, which is also an urgent problem for the chief data officer to solve. Third, in terms of data application, the chief data officer must break the original framework-based administrative management thinking, especially break the "parochialism", and gradually realize data standardization through the aggregation and use of multimodal big data, so as to better explore and activate the potential of data elements. Finally, in promoting data development, sharing, management and application, the chief data officer must understand the economy and have a macro-thinking, because the development and utilization of all data elements must be closely served for social and economic development.

In recent years, we have established and improved the organizational structure of the Chief Data Officer and further strengthened the management of the Chief Data Officer. As one of the first pilot cities, Zhuhai was the first in the province to issue and implement the "Interim Measures for the Management of the Chief Data Officer of Zhuhai" in May 2022. Chief Data Officers have been established in 32 departments in the city's five districts. At the same time, a chief data officer evaluation mechanism was established, and the "Zhuhai Chief Data Officer System Pilot Evaluation Work Plan" was issued. At present, Zhuhai ranks first in the province in terms of the amount of public data open data. We hope that in the next step, based on the comprehensive promotion of the Chief Data Officer, we can accelerate the cross-departmental, cross-level, and cross-regional application of public data in key areas, stimulate the ability of the whole society to use public data, and strive to achieve rapid configuration of data assets.

Southern Finance: In recent years, Zhuhai has actively explored the development and utilization of public data and launched a number of public data products. In promoting the reform of public data resource management and operation mechanisms, what difficulties have you encountered and what experiences have you accumulated?

Zheng Dapeng: In the process of promoting the reform of public data resource management and operation mechanisms, Zhuhai encountered difficulties mainly including challenges in data management system construction, data resource sharing, opening up and development and utilization, data resource registration and security management, etc.

In terms of data management system construction, the government hopes to accelerate the construction of the chief data officer system guarantee system, promote the maturity assessment of public data resource governance capabilities, and establish a sound data sharing system and mechanism. Enterprises hope to more conveniently obtain and use public data resources to support their business development and innovation. Therefore, we have revised the "Zhuhai Public Data Resource Management Interim Measures" to achieve institutional guarantees and innovations throughout the life cycle of data management.

In terms of data resource sharing, opening up, development and utilization, the government hopes to foster the Bay Area data element ecology by strengthening cooperation with the Hengqin Guangdong-Macao Deep Cooperation Zone, Hong Kong, Macao, and cities in the Pan-Pearl River Delta. Enterprises hope to use public data to carry out scientific research, technological innovation, product development, digital entrepreneurship and other activities, and promote the productization and service of public data value. Therefore, we hope to promote the "Data Elements ×" action, establish a cross-departmental and cross-regional coordination mechanism, and stimulate the enthusiasm of the whole society to participate in the construction of the data element market.

In terms of data resource registration and security management, the government's demand is to promote data circulation and supervision on the premise of ensuring data security and compliance. The demand of enterprises is to ensure data security and legal use while pursuing the maximization of data value. Therefore, we promote the formulation of data governance capability PDMM assessment, data security management and other systems to achieve full-process innovation and security assurance of data management.

Zhuhai is exploring ways to promote the circulation and trading of public data products, and several data service products have been listed on the Guangzhou and Shenzhen exchanges. For example, the "Zhuhai High-tech Zone Parking Data Monitoring Product" provides data support for urban traffic planning decisions and achieves a reasonable allocation of parking resources; the "Enterprise Business Opportunity Clue Mining" data product and the "Enterprise-related Policy Intelligent Interpretation" data product are both industrial service products; the "Zhuhai Main Urban Area Elderly Population Analysis Data Product" is the country's first home-based smart elderly care data product.

At present, we are actively exploring different industries and fields to discover more public data products, and are working hard to formulate a work plan for the authorization and operation of public data. By classifying the primary and secondary data element markets, authorizing by application and scenario, we will solve the difficulties in data sharing and data application within government departments while promoting the marketization of public data products.

Southern Finance: The National Bureau of Statistics and other departments will issue the "Three-Year Action Plan for Data Elements × (2024-2026)" in December 2023 to promote data elements to empower thousands of industries. Guangdong is carrying out the "Data Elements ×" action in depth. Zhuhai is promoting the "Data Elements ×" action. In which key industries and fields will it focus?

Zheng Dapeng: We hope to make more breakthroughs in the data elements of traditional manufacturing. Zhuhai's software and information industry accounts for a large proportion of the city's GDP, and it is also a prefecture-level city with a relatively large reputation in the province. We have a good and sufficient foundation. We hope to release the vitality of data elements by supporting the digital transformation of enterprises. At the same time, we hope to stimulate the vitality of the data element market through the "five-chain integration" of industrial chain, data chain, innovation chain, capital chain and talent chain.

Regarding the "Data Elements ×" action, Zhuhai will focus on the industrial field, vigorously promote the transformation and upgrading of traditional industries, focus on the cultivation of emerging industries, and plan for future industries. It will accelerate the construction of a "cloud smart city" and create a "sky city", strengthen the key links of the industrial chain and the layout of key supply chains, and stand up for the industrial backbone of Zhuhai's modernization. By mining and analyzing massive data in the industrial manufacturing process, it is possible to achieve intelligent and refined management of the production process, improve production efficiency and product quality. At the same time, it will promote the deep integration of industrial manufacturing with other industries, and promote the optimization and upgrading of the industrial chain and supply chain, such as promoting "industrial services + digital empowerment" to create a new regional industrial chain collaborative ecology. In addition, develop enabling technologies, actively explore multi-dimensional innovative applications based on design, simulation, experiment, production, operation and other data, and develop new industrial software.

Zhuhai must also demonstrate new responsibilities and actions in comprehensively improving the level of urban planning, construction and governance. Urban governance is also an important area for Zhuhai to promote the "Data Element ×" action. Through data mining and analysis, we will improve the efficiency and level of urban governance, and promote the "Jinwan District City Brain Smart Governance" and "Digital Urban Management Grid into the Community" and other work.

The Guangdong division of the 2024 "Data Elements ×" competition is in progress, and Zhuhai is also deeply involved. The Zhuhai Municipal Government Service and Data Management Bureau and the Hengqin Guangdong-Macao Deep Cooperation Zone Commercial Service Bureau jointly host the commercial circulation and cultural tourism tracks, focusing on the difficulties and pain points in the commercial circulation industry such as retail business districts, live streaming e-commerce, cross-border e-commerce, as well as tourism, cultural heritage protection and inheritance, and innovate a batch of digital solutions or applications based on data elements.

Southern Finance: This year, my country's government work report mentioned "improving the level of government services by promoting 'efficiently completing one thing'". What specific measures does Zhuhai have to optimize government services and promote the realization of "efficiently completing one thing"?

Zheng DapengThe expression "getting things done efficiently" contains the core requirements of the country for the reform and improvement of government services, that is, focusing on enterprises and the public, breaking down departmental barriers, realizing the integrated handling of cross-departmental, cross-level, and cross-field matters through process optimization and technological innovation, and meeting user needs with efficient and high-quality services, aiming to promote the transformation of government functions, improve the effectiveness of government services, and effectively enhance the sense of gain and happiness of enterprises and the public. Zhuhai will launch a series of measures to optimize government services and promote the realization of "getting things done efficiently".

First, we will focus on strengthening service carriers and promote the integration of online and offline services. We will coordinate and integrate enterprise-related service channels, service resources, and service forces, transforming from "giving what we have" to "giving what we want", and promoting the transformation of enterprise-related services from "multiple and scattered" to "one-stop integration".

Second, we should focus on the needs of enterprise development and improve the level of enterprise-related service supply. Focusing on the entire life cycle of enterprises and the entire industrial chain, from the perspective of one thing, we should work hard on precise services, personalized services, and derivative services, provide enterprises with package-style overall solutions and terminal solutions, and plan to create a number of special service scenarios. For example, derivative value-added services that optimize factor guarantees in enterprise-related fields such as policy services, financial services, talent services, rule of law services, scientific and technological innovation services, and open services.

Third, we will focus on the innovation of digital service models and promote the upgrading and optimization of service processes. In response to the service needs of enterprises and the public for convenient services, we will focus on precision efforts, drive them with application scenarios, and use technology empowerment as an engine to promote data interoperability, application collaboration, and interactive optimization to reduce the cost of business. For example, we will focus on the entire life cycle of enterprise establishment to landing and production, and launch a number of reform measures in key links such as enterprise access and exit, joint review of engineering projects, real estate registration, and tax services.

Fourth, we should focus on promoting the sinking of resources and building a diversified and collaborative enterprise-related service ecosystem. We should promote the collaboration and diversified participation of the government, society and enterprises, push government service resources to the grassroots level, improve the online and offline park assistance and agency service system, and promote the expansion and efficiency of park services. For example, we should build a park enterprise service station.

Recently, the Zhuhai Municipal People's Government issued "Several Measures for Zhuhai to Promote "Efficient Accomplishment of One thing" and Create the "Zhu Shitong" Government Service Brand", driven by the two-way "institutional innovation + digital empowerment", and launched 23 work measures around the efficient service of "bringing in, retaining, settling down, putting into production quickly, and developing well" for enterprises, accelerating the implementation of a total of 26 key items involving enterprises and individuals, and realizing a comprehensive leap from "excellent" to "precise" in Zhuhai's enterprise-related services, and creating the "Zhu Shitong" Zhuhai government service brand.

Southern Finance: How will Zhuhai fully play its role in supporting the construction of the "Digital Bay Area"?

Zheng Dapeng：Zhuhai will deepen the implementation of the "Bay Area Link" project of the provincial party committee and the provincial government, promote the "six links and one integration" of the digital government through the construction of the "Digital Bay Area", and drive the comprehensive digital development of the Greater Bay Area. First, the locational advantages of being adjacent to Hong Kong and Macao will be better transformed into integrated development advantages, and Hong Kong and Macao will be promoted to integrate into the overall national development; second, Zhuhai will expand and strengthen the Macao-Zhuhai pole in the deeper integration with Hong Kong and Macao at a higher level, so as to drive the creation of the core of the metropolitan area on the west bank of the Pearl River Estuary, accelerate the "digital integration of the Bay Area" in eastern, western and northern Guangdong, and deepen internal connections to increase economic depth.

The construction of the Hengqin Guangdong-Macao Deep Cooperation Zone is an important support for promoting the integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area. We support Hengqin in promoting the deep integration of social security services in Hengqin, Hong Kong and Macao, jointly promote the connection and integration of government services in the Guangdong-Hong Kong-Macao Greater Bay Area, and empower the "Life Pass" of residents in the Bay Area. At present, Hengqin has realized the cross-border "one-stop service" of social security business in Guangdong and Macao. We will also fully rely on the advanced intelligent computing platform of Zhuhai Hengqin to help enterprises and scientific research institutions in the Greater Bay Area improve the efficiency of computing power utilization and original algorithm iteration. At the same time, we will give play to the pilot demonstration effect of Hengqin as a comprehensive cooperation platform for Guangdong, Hong Kong and Macao, explore and learn from international advanced rules and standards, and promote the effective connection of digital regulatory rules in the three places of Zhuhai, Hong Kong and Macao. For example, we will explore the creation of an offshore data center in Hengqin, jointly gather and govern relevant government service data in Zhuhai and relevant data in Macao, and take this opportunity to realize cross-border data flow and sharing.
