preschool education resources still face challenges
the shanghai municipal education commission pointed out that with the changes in the population situation, the city's kindergarten-age population has declined, but preschool education resources still face challenges in two aspects: first, there are structural contradictions in preschool education resources, and some areas and kindergartens are still limited by land. there are situations such as large class sizes, area per student, and activity area that are not up to standard. it is necessary to speed up the reconstruction and expansion of kindergartens to improve operating conditions and optimize resource planning and layout.
second, it is necessary to actively implement the "good education for preschool children" popular project and practical projects for the people of the municipal party committee and the municipal government, vigorously open kindergartens, and increase inclusive childcare service resources. therefore, the municipal education commission requires all districts to allocate sufficient preschool education resources according to relevant standards, benchmark the ministry of education’s supervision requirements for universal preschool education, and allocate preschool education resources scientifically and rationally.
the shanghai municipal education commission stated that in the next step, it will work with relevant departments to closely study and judge the population development situation, revise the standards for kindergarten construction, equipment and other related documents based on the current high-quality kindergarten construction requirements, and further optimize and improve the layout planning of related resources.
the shanghai municipal civil affairs bureau stated that it will actively cooperate with the municipal education commission to identify the available kindergarten resources and guide various districts and towns to conduct needs assessment and reasonable planning. on the one hand, factors such as the characteristics of the residential areas near the kindergarten, the degree of aging, and the needs of the elderly are evaluated; on the other hand, the elderly care service functions it undertakes are planned and designed based on hardware conditions such as spatial layout and facility area.
at present, the city's community elderly care service facilities include community comprehensive elderly service centers that integrate multiple functions, day care centers that provide day care functions, community elderly canteens and meal assistance points that provide meal assistance services for the elderly, sports and health homes for the elderly that provide physical support services, senior activity rooms that provide social entertainment activities, etc. the civil affairs department will study the types and functions of modified facilities according to local conditions and based on the actual needs of the elderly.
community elderly care service facility subsidies
the shanghai municipal civil affairs bureau replied that according to the "implementation opinions of the general office of the shanghai municipal people's government on promoting the construction of elderly care service facilities in the city during the "14th five-year plan"", currently, this city provides community elderly care service facilities through the urban two-level welfare lottery public welfare fund. provide construction subsidies for community comprehensive elderly service centers, elderly care homes, day care institutions for the elderly, community elderly meal service places, demonstration good neighbor points and doorstep elderly care service stations (points), and elderly sports and health homes all have corresponding subsidy policies. the municipal civil affairs bureau encourages each district to formulate subsidy policies for the construction and operation of facilities in the district based on actual conditions and municipal policies.
regarding the use of closed kindergartens to transform into community elderly care service facilities, the civil affairs bureau will work with the financial department to study the feasibility of continuing the above-mentioned subsidy policy, and at the same time guide each district to increase support for the renovated facilities in terms of operating subsidies, publicity and promotion, etc.
"one old and one small" collaborative service
