on september 14, the first cross-legal criminal law comparative research forum was held at southwest university of political science and law. many well-known criminal law scholars from germany, japan, finland and chinese universities discussed the theme of "the current situation and prospects of criminal law methodology".

"comparative criminal law, as an important field of legal research, has far-reaching significance for promoting the improvement and development of criminal legal systems in various countries and promoting international criminal judicial cooperation." lin wei, president of southwest university of political science and law, said in his speech that in today's globalized world, the legal system of any country cannot exist and develop in isolation. only through comparison and reference can the common progress and prosperity of the rule of law be achieved.
lin wei said that the chinese criminal law community has always actively participated in international exchanges. at present, criminal law exchanges between china and germany, china and japan, and china and finland have become the norm. through these mechanisms, not only have the theoretical resources of chinese criminal law been greatly enriched, but also a large number of theoretical talents with an international perspective have been cultivated, and the academic friendship between chinese and german, japanese and finnish scholars has been enhanced.
at the forum, peking university boya chair professor chen xingliang pointed out in his main report "systematic development of criminal law methodology" that criminal law doctrine is both a practical-oriented linguistics and a practical-oriented logic. the principle of legality of crime and punishment, with "no crime without explicit legal provisions" as its basic content, is a red line that runs through criminal law methodology. therefore, criminal law methodology should be correctly distinguished from general legal methodology.
professor zhou guangquan, dean of the law school of tsinghua university, said in his main report "the practical development of criminal law methodology" that criminal law methodology is of great significance for the correct identification and evaluation of criminal crimes. zhou guangquan took the major wrongful convictions that have been corrected in recent years as an example, saying that they were largely caused by the improper application of criminal law methodology in judicial practice. "when lawyers handle cases, sometimes what they see may not be true, and they must have the concept of standardized judgment." zhou guangquan said.
on the same day, seven international top criminal law scholars, including professor emeritus of law school of university of bonn, germany ingeborg pupper, professor of law school of university of würzburg, germany eric hilgendorf, professor of law school of university of munich, germany frank salig, professor of law school of university of cologne, germany martin wassmer, professor of law school of university of düsseldorf, germany anna schneider, professor of law school of chuo university, japan ryo ida, professor of law school of university of helsinki, finland kimo nuotio, were appointed as visiting professors of southwest university of political science and law and members of the overseas expert committee of the institute of comparative criminal law.
