changsha, september 14 (xinhua) -- a reporter from relevant departments of hunan province learned that hunan has severely investigated and dealt with the problem of fraud in the shantytown renovation project in dongkou county. the hunan provincial party committee attaches great importance to it and requires a thorough investigation to effectively safeguard the interests of the people. the hunan provincial discipline inspection and supervision organs, in accordance with the authority of cadre management, have seriously held accountable 88 public officials suspected of violating discipline and laws in accordance with regulations, discipline and laws, and have taken detention measures against 14 public officials suspected of committing duty crimes; the public security organs have filed a case against 9 private business owners suspected of committing crimes and taken criminal compulsory measures in accordance with the law.

after investigation, it was found that from 2012 to 2017, the main leaders of the dongkou county party committee and the county government made illegal decisions in order to seek short-term political achievements. public officials from multiple departments and private business owners conspired together and engaged in long-term organized fraud. they falsely reported and defrauded the state's shantytown renovation subsidy funds by fabricating resettlement compensation households, falsely reporting shantytown renovation projects with already completed commercial real estate projects, and carrying out surrounding supporting construction in the name of shantytown renovation.

14 public officials, including ai fangyi, former secretary of dongkou county party committee, zhou lebin, former deputy secretary of dongkou county party committee and county magistrate, sun lizhi, former member of dongkou county party committee and executive deputy county magistrate, and zhang jianyun, former deputy county magistrate, were investigated and detained for suspected duty crimes; 74 other public officials of shaoyang municipal party committee, municipal government, dongkou county party committee, county government and relevant functional departments who were important or directly responsible for the falsification of shantytown renovation projects were given party discipline and administrative sanctions. at the same time, 29 responsible units, including shaoyang municipal party committee, municipal government, dongkou county party committee, county government, hunan provincial department of housing and urban-rural development, provincial development and reform commission, provincial department of finance and relevant departments, were ordered to conduct in-depth inspections and make practical rectifications.

nine private business owners involved in the case, including chen lixin, the legal representative of dongkou county lixin property development co., ltd., xiao dong, the legal representative of dongkou county yuran real estate co., ltd., are suspected of bidding collusion, fraud, accepting bribes by using their influence, and offering bribes, and have been taken criminal coercive measures by judicial authorities in accordance with the law.
