henan province automobile replacement and renewal subsidy implementation rules
based on the "several measures on further supporting large-scale equipment renewal and trade-in of consumer goods" (no. 1104 of the national development and reform commission and the ministry of finance), the "notice on further improving the work related to automobile trade-in" (no. 392 of the ministry of commerce and other seven departments), and the "implementation plan for henan province to further support large-scale equipment renewal and trade-in of consumer goods" (no. 57 of the general office of the henan provincial people's government) (no. 57 of the henan provincial government office), and combined with the actual situation in henan, these implementation rules are formulated.
i. subsidy scope and standards
from july 25, 2024 to december 31, 2024 (including that day, the same below), in accordance with the principles of "one subsidy for each old passenger car transferred and a new passenger car purchased" and "until the funds run out", individual consumers who transfer (excluding changes of registration and scrapping) non-commercial passenger cars under their own name within the province, and purchase, register and license new non-commercial passenger cars within the province, will be given a one-time subsidy.
among them, new energy passenger cars with a purchase price of 60,000 yuan (including the purchase invoice price, the same below) to 100,000 yuan (excluding the same below) will receive a subsidy of 10,000 yuan, and fuel passenger cars will receive a subsidy of 7,000 yuan; new energy passenger cars with a purchase price of 100,000 yuan to 200,000 yuan will receive a subsidy of 14,000 yuan, and fuel passenger cars will receive a subsidy of 10,000 yuan; new energy passenger cars with a purchase price of 200,000 yuan or more will receive a subsidy of 16,000 yuan, and fuel passenger cars will receive a subsidy of 13,000 yuan.
the total amount of funds will be controlled. if they are used up ahead of schedule, the car replacement subsidy activity will end. cities and counties are encouraged to coordinate local funds to continue the car replacement subsidy activity.
2. subsidy recipients
the recipients of this car replacement subsidy are individual consumers who meet all of the following conditions:
(1) the person who transfers the old car, purchases the new car and applies for the subsidy must be the same person.
(2) the old passenger car to be transferred must be registered in the owner's name before july 25, 2024, and the registration date stated on the old car's "motor vehicle registration certificate" shall prevail.
(iii) the date of transfer of old cars and purchase of new cars must be between july 25, 2024 and december 31, 2024, with no requirement on the order of precedence. the invoice date stated on the "used car sales unified invoice" and "motor vehicle sales unified invoice" shall prevail (the invoice issuance place must be within henan province, and the new car sales invoice must indicate the county, city or district to which the sales outlet is located).
(iv) newly purchased passenger cars must complete the initial vehicle registration and license plate at the traffic management department of the provincial public security agency before december 31, 2024, and obtain the "motor vehicle registration certificate" and "motor vehicle driving license". the registration date stated on the "motor vehicle driving license" shall prevail. during the subsidy application review period, the newly purchased car should be registered in the name of the applicant.
(v) the same new passenger car cannot apply for vehicle scrapping and renewal subsidies at the same time.
iii. application and review process
1. subsidy application
application time: individual consumers who intend to apply for car replacement subsidies should search for the "henan consumer goods trade-in service platform" applet through the unionpay app between 9:00 on september 20, 2024 and 22:00 on january 5, 2025, log in to the car replacement subsidy area, and apply to the subsidy acceptance place (that is, the county or city noted on the "motor vehicle sales unified invoice"). failure to apply after the deadline will be deemed as automatic waiver. incomplete or unclear application materials will not be accepted.
submitted materials:
1. two photos of the front and back of the applicant’s original id card;
2. photos of the original motor vehicle sales unified invoice for the new vehicle (the first copy must include the county or city where the sales outlet is located), photos of the main and secondary pages of the original motor vehicle driving license, and photos of the original motor vehicle registration certificate (pages 1 and 2);
3. photos of the original "used car sales unified invoice" for the used car transfer, photos of the original "motor vehicle registration certificate" after the transfer (pages 1, 2, 3, and 4), and photos of other supporting documents (optional, can be uploaded if required);
4. a photo of the unionpay debit card (type i bank account) issued by a valid commercial bank in the country in the applicant’s name (for receiving subsidy funds, to ensure the card is usable);
5. the applicant must ensure that the mobile phone number used to submit the application materials can receive text messages normally.
the identity card, bank card, invoice, passenger car registration and other information materials submitted by the above applicants should be authentic and valid, and the picture materials should be complete, clear and unmodified (the original pictures must be uploaded).
2. subsidy review
1. the application platform will review the application materials submitted by the applicants in the order in which they were successfully submitted, compare and verify the relevant information submitted by the applicants, and make review opinions. if the platform compares and reviews the information and it is complete and valid and meets the subsidy scope and conditions, it will be approved in the preliminary review.
2. after the subsidy application is preliminarily approved by the platform, the county-level commerce department where the subsidy is received will review and determine it together with relevant departments in accordance with their functions and responsibilities (they may jointly entrust a third party to review it). in principle, the list of consumers who have passed the review and the subsidy fund recommendations will be submitted to the municipal bureau of commerce and the municipal bureau of finance for review once every half month (on the 1st and 15th of each month, and postponed on holidays).
3. consumers should log in to the platform in time to check the review progress. if the application is returned due to incomplete information, unclear or unrecognizable materials, please complete the relevant information materials in time according to the modification prompts, and complete the supplementary payment before 22:00 on january 5, 2025 at the latest. the system shall take the supplementary payment time as the standard. failure to make up the payment as required after the deadline shall be deemed as automatic waiver of the application. for subsidy applications that do not meet the conditions and are not approved, the reasons will be notified through the platform.
(iii) subsidy payment
for consumers who meet the subsidy conditions, the municipal commerce departments will work together with the finance departments to directly transfer the subsidy funds to the bank accounts provided by individual consumers. the channels and methods for disbursement of subsidies are determined independently by local cities.
iv. division of departmental responsibilities
the provincial department of commerce is responsible for overall coordination and implementation, recommends entrusting a third-party agency to build a service platform, supervises and manages the third-party agencies and platforms to accept and review consumer applications, supervises the commercial departments of various cities and counties to review subsidy applications, and conducts statistical analysis of automobile replacement and renewal data.
the provincial department of finance is responsible for implementing the funds needed for subsidies, supervising municipal and county finance departments to disburse subsidy funds in a timely manner, and doing a good job in fund disbursement execution, final settlement, supervision management, and performance evaluation.
the provincial public security department is responsible for providing or supervising the municipal and county public security traffic management departments to provide vehicle-related information and data required for the review and verification of subsidy applications, and investigating and cracking down on illegal and criminal activities in the subsidy application process in accordance with the law.
the provincial market supervision bureau is responsible for guiding municipal and county market supervision departments to accept consumer complaints and reports in accordance with their statutory duties and investigate and punish violations in accordance with the law.
the provincial tax bureau is responsible for providing relevant information on motor vehicle and used car sales invoices.
the commercial departments of all cities and counties shall, together with relevant departments at the same level, implement the automobile replacement and renewal subsidy work in their respective regions in accordance with the requirements of these rules, and, together with third-party service platforms, provide policy consultation and complaint handling for consumers in their respective regions; and cooperate with the financial departments at the same level to carry out subsidy fund allocation, supervision and management, fund settlement, performance evaluation and other work.
the financial departments of all cities and counties are responsible for the allocation, supervision and management of central and provincial financial funds, and will work with the commercial departments at the same level to carry out fund settlement, performance evaluation and other tasks.
v. supervision and management
the service platform and the commercial departments of various cities and counties have set up telephone consultation hotlines for car replacement and renewal to respond to public demands in a timely manner, accept and resolve consumer inquiries, complaints and other related matters, and accept social supervision.
automobile sales companies participating in car replacement and renewal should complete the filing in the "national automobile circulation information management system" in accordance with the relevant provisions of the "automobile sales management measures" and the "used car circulation management measures", fill in sales information as required, sign a commitment letter to participate in the car trade-in, have a good credit status, strictly abide by the relevant regulations of the activity, and consciously accept supervision and inspection.
individual consumers shall truthfully report information in accordance with the relevant provisions of these rules and be responsible for the authenticity of the reported information. after the applicant transfers the old car, the buyer shall provide the applicant with a photo of the "used car sales unified invoice" and complete the vehicle transfer registration procedures in a timely manner. automobile sales companies and their sales personnel shall operate in accordance with the law and in good faith, and it is strictly prohibited to issue multiple, false, or forged sales invoices.
if it is found that the subsidy funds are obtained by using false information or setting up false transactions and other improper means, the relevant departments of all regions will deal with it seriously in accordance with the law and regulations, and recover the subsidy funds. the individuals and enterprises that violate the regulations will be disqualified from receiving subsidies and participating in subsidy activities, and their bad credit records will be recorded. in serious cases, the legal responsibilities of the relevant individuals and enterprises will be investigated in accordance with the law.
the henan provincial department of commerce and the department of finance together with relevant departments are responsible for interpreting these rules. in case of national policy adjustments, the latest national policy regulations shall prevail.

henan province strengthens support for the implementation of subsidies for old-for-new home appliances
in accordance with the requirements of the "several measures on further supporting large-scale equipment renewal and trade-in of consumer goods" (no. 1104 of the national development and reform commission and the ministry of finance), the "notice on further improving the work of trade-in of home appliances" (no. 397 of the general office of the ministry of commerce and other four departments), and the "implementation plan for henan province to further support large-scale equipment renewal and trade-in of consumer goods" (no. 57 of the general office of the henan provincial people's government), combined with the actual situation in henan, these implementation rules are formulated.
1. implementation time
from the date of publication to december 31, 2024.
ii. scope of subsidy
8 types of household appliances including refrigerators (including freezers), washing machines (including washer-dryers), televisions, air conditioners (including household central air conditioners), computers (branded computers, including laptops, excluding tablets and assembled computers), water heaters (including wall-mounted boilers), household stoves (including integrated stoves), and range hoods.
based on local consumption habits, actual consumer market conditions, industry characteristics, etc., subsidies for other types of home appliances will be increased in a timely manner.
cities and municipalities with the conditions are encouraged to include hotel tv terminals in the scope of consumer goods trade-in subsidies according to local conditions.
iii. subsidy recipients and standards
during the campaign, individual consumers who purchase products with energy efficiency or water efficiency standards of level 2 within the subsidy scope from participating merchants will be subsidized at 15% of the final sales price of the product; those who purchase products with energy efficiency or water efficiency standards of level 1 or above within the subsidy scope will be subsidized at 20% of the final sales price of the product. each consumer can subsidize one product of each category, and the subsidy for each product shall not exceed rmb 2,000.
iv. basic requirements for participating merchants
1. participating merchants shall be determined by local cities based on their actual conditions; merchants shall comply with the regulations and requirements of this home appliance subsidy and make a commitment to participate in the home appliance subsidy activity;
(2) having the ability to provide services such as delivery, installation and commissioning, repair and maintenance, and reverse recycling;
(3) having equipment that can connect to the service platform to meet the cashier settlement needs, and being able to arrange for relevant staff to upload relevant information and materials in a timely and correct manner as required;
(4) having good credit standing and no major production safety accidents in the past two years;
(v) e-commerce platform companies must be able to achieve data and information exchange with the province's consumer goods trade-in service platform.
5. consumer participation process
(i) real-name authentication. consumers search for the "henan province consumer goods trade-in service platform" applet through the unionpay app, log in to the relevant area, fill in their basic personal information, complete real-name authentication, and obtain subsidy qualifications.
(ii) instant discount upon payment. consumers who purchase the above eight types of home appliances from participating merchants, pay according to the payment method agreed in the event (each product should be paid and settled separately), and issue a sales invoice (the invoice must be issued in henan province, the invoice must be headed by the individual’s name, and the invoice amount should be “actual payment amount + government subsidy amount”), can directly enjoy the instant discount upon payment. merchants and stores should upload new home appliance sales invoices and other information in a timely manner.
(iii) funds settlement. in principle, participating merchants shall submit applications for settlement of immediate reduction of subsidy funds to their county-level competent commerce departments every half month. the county-level competent commerce and finance departments shall review and confirm the applications, and report the approved merchants and subsidy funds to the municipal bureau of commerce and the municipal bureau of finance for review. the municipal bureau of commerce and the municipal bureau of finance shall allocate subsidy settlement funds to the merchants based on the review results.
in the event of a consumer return, the merchant will refund the actual amount paid by the consumer (excluding subsidy funds) through the original payment channel. if the return occurs after the financial subsidy funds are allocated to the merchant, the merchant will promptly refund the subsidy funds related to the return. full or partial return refunds will occupy the consumer's one-time subsidy qualification.

vi. division of responsibilities and requirements
(i) all municipal and county commerce departments should select and determine home appliance sales merchants, strengthen inspections and unannounced visits, supervise merchants to participate in activities in a standardized manner, and make dynamic adjustments according to the implementation situation; improve the efficiency of review under the premise of risk prevention and control, and reduce the pressure of advance payment for participating merchants; do a good job in activity publicity, policy interpretation, organization and service, data statistics, etc., and report experience and practices in a timely manner; after the activity, provide activity summaries and audit reports, and do a good job in fund settlement. cooperate with local public security, market supervision, taxation and other relevant departments to promptly discover and deal with illegal and irregular behaviors and maintain a good market operation order.
(ii) the finance departments of all cities and counties shall cooperate with the competent commerce departments to do a good job in fund estimation, fund allocation, monitoring and early warning, supervision and verification, etc. the provincial department of finance shall coordinate and allocate the pre-allocated funds of all cities and counties according to the progress of fund use of all cities and counties.
(iii) market supervision departments at all cities and counties are responsible for strengthening supervision over the quality and prices of household appliances, investigating and punishing price fraud and other illegal activities in accordance with the law, and effectively safeguarding the legitimate rights and interests of consumers.
(iv) the public security departments of all cities and counties shall be responsible for cracking down on crimes within the jurisdiction of the public security department in the process of replacing old home appliances with new ones in accordance with the law, and ensure that national policies are fully implemented.
(v) the service platform should do a good job in promoting the event, actively adopt effective technical means to improve the convenience and safety of old-for-new exchange, promptly discover and transfer suspected illegal and irregular behaviors, and effectively prevent risks. cooperate in subsequent business and fund audits, work summaries, etc.
(vi) all participating merchants must strengthen their principal responsibilities, regulate their business operations, honor their preferential promises, and promptly and properly handle consumer complaints. merchants that increase prices in disguise, fail to honor preferential promises, or passively handle consumer complaints will be disqualified from participating in the event; those with serious circumstances will be held accountable in accordance with the law.
(vii) consumers shall not provide false information or set up false transactions to defraud subsidy funds. if there is any illegal or irregular behavior, the participation qualification will be cancelled, and if the circumstances are serious, the corresponding legal responsibilities will be pursued in accordance with the law.
(viii) if consumers need to consult the relevant contents of these rules, or inquire about the relevant application methods, review status and processing results, they can check through the declaration system. if they need to inquire about the use of unionpay quickpass, they can contact china unionpay customer service at 95516.
(ix) local cities may formulate local specific rules or implementation methods based on these implementation rules and in light of their actual conditions. in particular, if the subsidy process of local cities is inconsistent with these rules, the municipal commerce department shall work with the local finance department and relevant platform institutions to set the process parameters, ensure the connection with the provincial and national data, and announce it to local consumers and report it to the provincial commerce department for record.
