on september 11, 2024, wang yi, member of the political bureau of the cpc central committee and director of the central foreign affairs office, attended the 14th brics high-level representatives meeting on security affairs in st. petersburg. the meeting held in-depth discussions on the issue of responding to current security threats.

wang yi said that the brics countries are an important force that is positive, progressive and constructive on the international stage. in the face of current security challenges, the brics should use a longer-term vision, show a more open mind, and carry out closer cooperation to jointly respond to security threats, solve security dilemmas, inject positive energy into the turbulent international situation, and make new contributions to building a world of lasting peace and universal security. china put forward four proposals.

first, we must be practitioners of peaceful coexistence. this year marks the 70th anniversary of the five principles of peaceful coexistence. the brics should take the lead in practicing peaceful coexistence, strengthening solidarity and cooperation, and adhering to independence and self-reliance, and take the lead in building a community with a shared future for mankind. we must adhere to the overall national security concept, systematically promote security in various fields such as politics, economy, culture, and society, firmly grasp the initiative in maintaining national security, and ensure that our people have real security.

second, we must be builders of multilateralism. guided by true multilateralism, we should advocate compliance with the purposes and principles of the un charter, practice a common, comprehensive, cooperative and sustainable security concept, and adhere to dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum. taking the opportunity of holding the un future summit, we should jointly maintain the international system with the united nations at its core and support the united nations in playing a greater role in international security affairs. we should abandon exceptionalism and double standards and resolutely resist any words and deeds that undermine the authority of the united nations and deny the binding force of security council resolutions.

third, we must be the promoter of political solutions. we must firmly promote the political solution of hot issues, insist on the indivisibility of security, respect each other's legitimate concerns, seek common ground while reserving differences in dialogue, meet each other halfway in negotiations, and turn hostility into friendship. in response to the continued delay and spillover of the ukrainian crisis, china and brazil jointly issued the "six-point consensus", which received a wide range of positive responses. we welcome more brics partners to support and participate, increase the rational, balanced and constructive voices in the international community, and gather more consensus to promote the political solution of the crisis. regarding the gaza conflict, a comprehensive ceasefire must be reached as soon as possible, humanitarian aid channels must be unblocked, and the correct solution track of the "two-state solution" must be returned to as soon as possible.

fourth, we must be defenders of fairness and justice. we must take the lead in speaking and doing fair things internationally, and jointly advocate an equal and orderly multipolar world and an inclusive and beneficial economic globalization. we must uphold the principle of extensive consultation, joint construction and sharing, promote the development of the global governance system in a more just and reasonable direction, effectively enhance the representation and voice of the "global south", and achieve equal opportunities, rights and rules for all countries. we must strengthen the governance of artificial intelligence, adhere to the balance between development and security, and ensure that artificial intelligence is always conducive to the progress of human civilization.

wang yi stressed that president xi jinping's global security initiative has pointed out the direction for strengthening security governance, resolving security dilemmas and eliminating security deficits. china is willing to work with brics partners to fully implement the global security initiative, continuously deepen brics political and security cooperation, jointly build a peaceful and tranquil world, and usher in a better tomorrow.
