in august 2021, zhang hongqing and his fellow villagers hua youhong, zhang changxiang and others established the yongdeng county yiminxing planting farmers professional cooperative, preparing to develop part of the village's land on a large scale for crop planting. zhang hongqing said that in september of the same year, he signed a rural property rights transaction contract with hua youhong and zhang changxiang, renting out his own land in yabagou to the other party.

the contract shows that the land area is 6.3 mu, the land category is dry land, and the transfer period is 20 years, from january 1, 2022 to december 30, 2042. in addition to the signatures of both parties and the seal of yiminxing cooperative, the contract also has the seal of huashan village committee. in addition, the seals of the town, county management station, and yongdeng rural property rights trading center are all blank.

hua youhong told the paper that their yiminxing cooperative transferred more than 300 mu of land from yabagou, with an annual land rent of 50 yuan. because the land needed to be tilled and prepared, the two parties agreed to waive rent for the first three years. more than 100,000 yuan had been invested in deep tillage and weed clearing in the early stage. when they were ready to sow in the spring of 2022, the village cadres notified them that the village collective wanted to develop the land and would not allow them to plant. now more than 70 mu of the land has been turned into a pig farm.

according to zhang hongqing, he learned about the pig farm in yabagou when he was chatting with a friend in the same village on the phone in january 2024. because his land was right next to the road, it would definitely be occupied by the pig farm. on february 20, he went back to the village to check the site and found that his land had been occupied by the pig farm. after several negotiations with village cadres, he saw another forged land lease contract at zhang tianjun's home on june 19.

lease fee standard: in the first lease year, i.e., from 2023 to 2027, the annual lease fee is 50 yuan per mu; from 2028 to 2032, the annual lease fee is 100 yuan per mu; from 2033 to 2037, the annual lease fee is 200 yuan per mu; from 2038 to 2042, the annual lease fee is 300 yuan per mu. the lease fee for the following year shall be paid to party a in full before december 31 of each year.

the contract was signed on december 19, 2022. in addition to zhang hongqing's signature, it also bears the official seals of party b huashan village shareholding economic cooperative, huashan village committee, hongcheng town government, and relevant person-in-charge. however, the seals of yongdeng county rural economic guidance station and yongdeng county rural property rights trading center are blank on the contract.

zhang hongqing stated that the signature and fingerprints on the contract were not his. he saw the contract for the first time on june 19 this year and had never received the rent agreed in the contract.
