on the evening of september 7, reporters learned from the press conference of the hainan province typhoon defense emergency command that according to incomplete statistics, typhoon "makar" caused 526,100 people in 19 cities and counties across the province to be affected. preliminary estimates show that the economic losses caused by this typhoon far exceeded those of typhoon "wilma" in 2014.

typhoon makar is the strongest typhoon to hit my country since typhoon rammasun in 2014. it is also the strongest autumn typhoon to hit mainland my country since the founding of the people's republic of china.the main characteristics are stable path, rapid intensification, long maintenance of super typhoon level, symmetrical and compact structure, and great destructive power.

according to preliminary statistics, as of 15:00 on september 7,typhoon "makar" has affected 526,100 people in 19 cities and counties across the province. 312,600 people have been evacuated for emergency safety, and 76,000 people have been urgently relocated and resettled (a total of 140,700 people have been relocated and resettled). four people died and 95 people were injured due to the disaster.

according to the introduction,at present, the economic losses caused by "capricorn" in the province are still being counted.however, judging from the serious damage suffered by important infrastructure such as water, electricity, gas, roads, agriculture, and service industries, preliminary estimates show that the economic losses caused by "makar" far exceed those of "wilma" which landed in the same location in july 2014 and severely damaged our province.

in terms of electricity, the province lost 523.10 mw of load (172.26 mw has been restored), 463 power lines tripped and have not been restored, and 1.2138 million users have not had their power supply restored, mainly in wenchang, haikou, lingao, chengmai and other cities and counties.

in terms of communication, the province's fiber optic backbone network was basically unaffected. a total of 17,000 base stations in the province were taken out of service, with a withdrawal rate of 35.4%. in the hard-hit area of wenchang, 2,015 base stations were taken out of service, with a withdrawal rate of 66.8%. in haikou, 7,369 base stations were taken out of service, with a withdrawal rate of 57%.

in the next step, our province will continue to pay close attention to typhoon and rainstorm conditions, adjust and improve risk control measures in a timely manner, continue to pay attention to the investigation of geological disasters and hidden dangers of roads and bridges, and the safe passage of rivers and reservoirs through the flood season, and focus on preventing secondary disasters such as mountain torrents, mudslides, and landslides caused by heavy rainfall to ensure the safety of people’s lives and property.

at the same time, our province has accelerated post-disaster recovery and reconstruction, and has been working hard to repair damaged infrastructure such as water supply, electricity, communications, and road transportation. at the same time, we have orderly restored air and shipping services and resumed normal production and living order as soon as possible.
