on august 23, beijing municipal transportation commission and beijing municipal public security bureau traffic management bureau jointly issued the "notice on further optimizing and adjusting the management of bus lanes".it is stipulated that from august 31, 2024, the bus-only lanes within the third ring road (except individual roads such as chang'an avenue) will be open to private vehicles on public holidays and statutory holidays.today is the first day for the implementation of the optimization and adjustment measures, and also the first public holiday for the implementation of the "notice". road traffic operations are all smooth and orderly.

it is understood that after the optimization and adjustment of the first two batches of bus lanes, the beijing public security traffic management department organized a follow-up evaluation of the implementation effect of the adjustment measures:

first, the traffic efficiency of optimized roads has been generally improved by 5%-10%. the traffic efficiency of highways and expressways such as the third ring road, beijing-hong kong-macao expressway, and beijing-tibet expressway has been increased by up to 20% during peak hours during weekends and holidays.

second, the optimization and adjustment measures for bus lanes have little impact on the overall operation of public buses, and the changes in bus operations are basically stable;

third, the approved commuter buses generally save 10-30 minutes of commuting time by using bus lanes. citizens have affirmed the optimization and adjustment measures for bus lanes, and hope that the optimization and adjustment scope of bus lanes can be further expanded.

this adjustment, on the one hand, responds to the demands of the people and continues to expand the scope of optimization and adjustment; on the other hand, it also conducts a predictive evaluation of the adjustment effect. the optimization and adjustment measures have little impact on bus operations, and the utilization rate of road resources will be improved.after this optimization, except for some roads, beijing’s bus lanes will be open to private vehicles on public holidays and statutory holidays.

this optimization and adjustment will also adjust the use time of bus lanes on 38 roads, mainly in three situations:

first, the bus lanes used throughout the day or during the day will be adjusted to be used during the morning and evening peak hours. the four 24-hour bus lanes of meishi street, gaoliangqiao street, datun road tunnel, and huizhong road tunnel, as well as the three daytime bus lanes of deshengmenwai street main road, xizhimenwai street auxiliary road, and chongwenmenwai street will be used during the day. the usage hours will be adjusted to "7:00-9:00, 17:00-19:00". fushi road will also be included in the adjusted time range, from 6:00-20:00 last year to "7:00-9:00, 17:00-20:00". the main consideration is that fushi road, together with mentougou chengzi, dayu and other areas, have no rail transit support and mainly rely on ground transportation for commuting. the commuting time during the evening peak is somewhat delayed, and the evening peak usage time is extended by one hour relative to the central urban area.

second, the operating hours of 28 roads including beixin'an road and zhongguancun street will be unified from "7:00-9:00, 16:00-19:00" to "7:00-9:00, 17:00-19:00" to ensure that the morning and evening rush hour operating hours in the central urban area remain consistent. in addition, the operating hours of tongzhou xinhua street will be adjusted from "7:00-9:00, 16:00-19:00" to "7:00-9:00, 17:00-20:00" to make the evening rush hour consistent with the "17:00-20:00" of the beijing-tong expressway out of beijing.

third, referring to the tidal bus lane settings of the beijing-tong expressway, beijing-tibet expressway, etc., the guangqu road yuntong tunnel bus lane will be adjusted for tidal use, used in the direction of entering the city during the morning rush hour from 7:00 to 9:00, and in the direction of leaving the city during the evening rush hour from 17:00 to 19:00.

at present,traffic signs and markings for roads within the third ring road on public holidays and statutory holidays have been adjusted and put into use.a total of 330 signs were replaced and 571 sets of ground text were adjusted.the traffic control department has adjusted the "electronic police" equipment on the roads.by managing according to the optimized usage time, drivers can drive with confidence.

in the future, the traffic control department will strengthen the monitoring of road traffic conditions, dynamically optimize traffic signal timing according to changes in traffic flow, and further improve road traffic efficiency. in addition, the optimization and adjustment of the south central axis express bus lane and other bus lanes is still in progress and will be completed before september 30.
