Explore the intelligent supervision model of elevators

This month, a QR code was posted inside and outside each elevator in Jingshiyuan Community. On the rectangular sign, "elevator number" was written on the left and a blue QR code was on the right. This is the "one elevator, one code" smart supervision model for elevators that the Municipal Market Supervision Bureau has actively explored and piloted. Now, all 20 elevators in Jingshiyuan Community have posted the Beijing Elevator Smart Service Platform logo.

The reporter scanned the QR code on the sign with his mobile phone, and the homepage showed the emergency rescue telephone numbers of the elevator user and maintenance unit, as well as the rescue instructions for people trapped in the elevator. In addition, the basic information, unit information, and inspection information of the elevator were all clearly visible.

"One elevator, one code" plays an important role in the safety supervision of elevators. The reporter learned that in the past, maintenance personnel recorded daily maintenance information of elevators on paper, but now they only need to scan the QR code, complete face recognition and location verification, and then they can carry out on-site maintenance and upload maintenance photos and videos online. Law enforcement officers can also check and review the system in the background to achieve off-site supervision of the entire process.

The "aging" of residential elevators is a problem faced by many communities. Zhang Bihai, director of the Special Equipment Safety Supervision Division of the Municipal Market Supervision Bureau, introduced that the number of elevators in Beijing has reached 310,000, of which 155,000 are residential elevators, accounting for half of the total. Among them, 45,000 are old elevators that have been in use for more than 15 years, which means that nearly 30% of residential elevators are "aging". At the beginning of the year, "safety supervision of old residential elevators" was included in the "monthly one issue" centralized governance.

Zhang Bihai revealed that this year, the "one elevator, one code" supervision will be gradually promoted in all elevators in the city, and it is expected that more than 80,000 old elevators over 15 years old will be fully covered by the end of the year.

Raise funds for renewal according to local conditions

“Aging” elevators require equipment upgrades, but where does the money come from?

Chaoyang District has established a relief mechanism for the repair, renovation and renewal of old residential elevators. Based on the principle of "government encouragement and classified implementation", it provides financial subsidies for residential elevators where special maintenance funds have not been paid or have been paid incompletely. It encourages property management companies or residents to raise part of the funds themselves, and the government to subsidize part of the funds, to jointly solve the problem of the difficulty in renewing old residential elevators.

The elevator in Wolong Community, which was built in 1997, has been in use for nearly 20 years and has a high failure rate. "Once, the elevator suddenly broke down and it was dark inside. I was really scared," said Chang Zuzhen, a resident of Building 213 in the community.

"The aging of elevators is an old problem, and residents have been making complaints on the 12345 hotline in large numbers." Hu Ying, deputy director of Datun Sub-district Office, admitted that due to insufficient payment of special residential maintenance funds in the community, it was impossible to withdraw funds and raise funds for elevator renewal, and the renewal of elevators was once stalled.

This year, the Chaoyang District Market Supervision Bureau took the initiative to connect with property companies and community residents to promote the renewal of old elevators through financial subsidies. With about 70% of the relief funds, residents are very enthusiastic about participating. Hu Ying introduced that the community is promoting the renewal of 13 old elevators. Currently, 7 elevators have been updated and put into use, 4 have been installed and are being debugged, and the remaining 2 will start the renewal in September.

In addition to Chaoyang District, various districts have also introduced relevant measures according to local conditions to support the renovation of old elevators in residential buildings. For example, Haidian District has included the renewal of old elevators into the proactive management fund for handling complaints immediately, and Xicheng District has established an incentive fund for the renewal of old elevators.

In order to support the use of special residential maintenance funds to update elevators in emergency situations, the Municipal Market Supervision Bureau has also worked with the Municipal Housing and Urban-Rural Development Commission to formulate relevant work guidelines, which will be issued in the near future. After the implementation of the guidelines, the use of special residential maintenance funds will be smoother.

Volunteers participate in the inspection of hidden dangers of old elevators

While introducing innovative measures, safety assessments, special inspections, etc. are also carried out simultaneously.

Zhang Bihai introduced that since the beginning of this year, the Municipal Market Supervision Bureau has deeply mined the 12345 hotline data, and conducted safety assessments on 2,100 old elevators in residential buildings with concentrated complaints and prominent problems and hidden dangers, conducted random inspections on the maintenance quality of 400 elevator maintenance units, and conducted random inspections on the safety management of 190 elevator-using units.

Focusing on prominent issues such as frequent elevator failures and numerous complaints and reports, the city's market supervision department guided the Elevator Chamber of Commerce to set up 17 volunteer service teams to carry out inspections of hidden dangers in old elevators and publicity on elevator safety knowledge, promoting the deepening of "active governance and handling before litigation" to "joint consultation and joint governance, and self-handling without litigation."

In the next step, the Municipal Market Supervision Bureau will continue to take the "one issue per month" as a starting point, and work with the Housing and Construction Department and other departments to strengthen supervision and law enforcement, joint supervision, smart supervision and other measures to consolidate the main safety responsibilities of elevator users and maintenance units, and improve the level of elevator safety management and maintenance quality. At the same time, safety education and training will be carried out for elevator maintenance units to improve the safety awareness and skills of elevator maintenance personnel.
