According to the Beijing Municipal Administration for Market Regulation, on August 22, under the guidance of the market supervision departments of Beijing, Zhejiang and Shanghai, Beijing Jingdong Century Trading Co., Ltd., Taotian Co., Ltd., Shanghai Xunmeng Information Technology Co., Ltd., Shanghai Gewu Zhipin Network Technology Co., Ltd., and Beijing Kuaishou Technology Co., Ltd. jointly signed the "Self-Discipline Convention on Compliance and Operation of Online Transactions" in Beijing.

The Convention is based on relevant laws and regulations, and puts forward initiatives in five areas: implementing platform responsibilities, protecting consumer rights, strictly prohibiting unfair competition, regulating pricing behavior, and collaborative governance between government and enterprises, with a total of 22 articles.

In terms of implementing platform responsibilities

The Convention emphasizes that platform operators must establish and improve credit evaluation mechanisms, product quality spot check mechanisms, and advertising management mechanisms; strengthen the management of online live streaming and short video marketing activities, short video content management, and standardized management of competition behaviors within the platform.

In terms of consumer rights protection

The Convention emphasizes that platform operators must abide by social ethics, operate in good faith, protect consumers’ personal information in accordance with the law, and open up channels for consumers to file complaints.

In terms of prohibiting unfair competition

The Convention emphasizes that all platform operators should adhere to healthy competition within the legal framework and should not use their own dominant position to disrupt the fair competition order in the market. At the same time, reasonable rules should be formulated to prevent malicious behavior of using rules for profit and abuse of rules to cause unreasonable losses to operators on the platform.

In regulating price behavior

The Convention emphasizes the requirement of clearly marked prices, and regulates pricing behavior from multiple aspects, such as prohibiting the use of false or misleading pricing methods.

In deepening the collaboration between government and enterprises

The Convention calls on all platform companies and government departments to strengthen cooperation and coordination and respond promptly to major public opinion, sudden incidents and other emergency situations.

The signing of the Convention is a deepening exploration of regional linkage and the improvement of corporate autonomy, and reflects the positive attitude of leading platform companies to actively implement their main responsibilities and consciously accept social supervision. It is reported that the Convention will be implemented from now on, and all member units will fully strengthen information sharing and industry autonomy, jointly safeguard the overall interests of the industry, and create a good network market environment.
