The "Nanjing Reservoir Protection Regulations" were formulated by the 31st meeting of the 14th Standing Committee of the Nanjing Municipal People's Congress on June 29, 2012 and took effect on January 1, 2013. The current "Regulations" have been implemented for nearly 12 years and have played a positive role in standardizing reservoir management, ensuring the effectiveness of reservoir flood control, irrigation, water supply, etc., protecting the lives and property of residents around the reservoir area, and maintaining the ecological environment of the reservoir.
However, with the development of the economy and society, the state has put forward a series of new tasks and new requirements for the implementation of reservoir safety management responsibilities. "Especially with the adjustment of relevant contents by superior laws and the in-depth promotion of the legal management of reservoirs in our city, the functions of reservoirs have changed to a certain extent. Some of the systems set by the original "Regulations" have shown some contradictions that are not compatible with economic and social development in the practice of reservoir management and protection." Cheng Jun, director of the Nanjing Water Affairs Bureau, said that the city's people's congress representatives have also jointly proposed bills to revise the "Regulations" many times.
