A reporter asked, this year marks the 10th anniversary of the entry into force of the Arms Trade Treaty. The 10th Conference of States Parties to the Treaty is being held in Geneva, Switzerland, and China is sending a delegation to attend the meeting. Can you introduce the relevant situation?

Mao Ning said that the Arms Trade Treaty is the only legal document under the United Nations framework that regulates the global conventional arms trade, and it plays an important role in maintaining world peace and stability and promoting global security governance.

China is a supporter and practitioner of the Arms Trade Treaty.China adopts a cautious and responsible attitude on the issue of arms trade, and its practices fully meet or even exceed the requirements of the Arms Trade Treaty. In particular, China only conducts military trade cooperation with sovereign states and does not sell weapons to non-state actors.China strictly adheres to the three principles of military exports, that is, it will help the recipient country's legitimate self-defense capability; it will not harm the peace, security and stability of the relevant region and the world; and it will not interfere in the internal affairs of the recipient country.

Unlike some countries that have withdrawn from the treaty, China has been conscientious and fully fulfilling its obligations since it officially joined the treaty in 2020, and has taken practical actions to provide China's solutions to solve global security problems and regulate the international arms trade order. This fully demonstrates China's sincerity and determination to defend the global governance system, support multilateralism, and promote the building of a community with a shared future for mankind. China is willing to take the tenth anniversary of the entry into force of the treaty as a new starting point, work hand in hand with all parties, contribute Chinese wisdom to improving global arms trade governance, and provide more stability and certainty for a turbulent world.
